U.S. and coalition air crews rushed to evacuate personnel from Kabul as the Taliban entered the Afghan capital Aug. 15, completing the group’s rapid takeover of the country and forcing the now former president into exile.
USAF airlifters, along with those of other NATO nations, carried personnel out of Afghanistan as the State Department warned Americans to shelter in place, with the city’s airport reportedly taking fire.
The U.S. Embassy in Kabul said in an alert, “The security situation in Kabul is changing quickly including at the airport.”
Afghan President Ashraf Ghani reportedly left the country earlier in the day.
The Taliban took over the presidential palace in Kabul.

There have been scenes of panic at Kabul airport as desperate residents try to flee following the seizure of the Afghan capital by the Taliban.
The US army say soldiers shot two armed men, while three people are reported to have died after falling from the underside of a plane they were clinging onto shortly after take-off.
All flights have now been stopped as soldiers try to clear the runways.
The US and other countries are rushing to evacuate staff and allies.

The Air Force is investigating the events that led to a C-17 taking off with civilians clinging to its landing gear then falling to their deaths as the aircraft left Kabul, Afghanistan, amid a chaotic scene Aug. 16.
Videos of the C-17 departing have been seen around the world, with a mob surrounding it as it taxied at Hamid Karzai International Airport.
Other videos showed at least one person falling after it took off.
The Air Force Office of Special Investigations is reviewing all information regarding the incident, in coordination with Air Mobility Command and other international partners.
“OSI’s review will be thorough to ensure we obtain the facts regarding this tragic incident,” the Air Force said in a statement.
“Our hearts go out to the families of the deceased.”

Che fare del materiale bellico americano, in particolar modo aerei ed elicotteri, di cui i Talebani si sono impadroniti ?

Bradley Bowman, a former Black Hawk pilot who served in Afghanistan and has sharply criticized the U.S. withdrawal, told Defense News “there’s no doubt that they’ve captured hundreds of Humvees and artillery and other equipment — and aircraft.”
“This should be deeply, deeply troubling to Americans, not only because we help fund those and provide those, but because how the Taliban could benefit,” he added.
As the Biden administration considers its path forward, its biggest priority should be the safe evacuation of Americans from Afghanistan, Bowman said.
Then, it should destroy the U.S. equipment remaining in Afghanistan, as well as all planes and helicopters left behind by the Afghan air force.
“If we do that now, then I could see the Taliban changing its disposition toward the evacuation operations in Kabul,” he said.
“So get all the Americans out, do as best as we can getting our Afghan partners out.
“Once that’s done … then why the heck wouldn’t we destroy every rotary wing and fixed aircraft that the Taliban has captured? I think we absolutely should.”

General McKenzie (U.S. Central Command (Centcom) commander) had met with senior Taliban leadership figures on Sunday in Doha, where the leaders had been in exile, where he had “cautioned them against interference in our evacuation, and made it clear to them that any attack would be met with overwhelming force in the defense of our forces. The protection of U.S. civilians and our partners is my highest priority and we will take all necessary action to ensure a safe and efficient withdrawal.(*)

The 11th and final Special Inspector General for Afghanistan Reconstruction (SIGAR) comprehensive lessons learned report reveals telltale signs over the 10-year U.S. drawdown that the Afghan government could not sustain progress made nor provide for its own security.
The scathing report, released Aug. 16, also criticizes the $145 billion reconstruction effort for harboring unrealistic goals and timelines but commends social progress such as lower child mortality rates and increased per capita GDP and literacy rates.
“If the goal was to rebuild and leave behind a country that can sustain itself and pose little threat to U.S. national security interests, the overall picture is bleak,” the report’s conclusion reads.

The Afghan Air Force was once considered the Kabul government’s lethal advantage over the Taliban.
Now, aircraft and personnel that have not left the country may fall into Taliban hands, but sources say maintenance problems and insufficient aircrews likely will diminish their value.
The Afghan Air Force once stood at approximately 200 fixed-wing and rotary aircraft, including A-29 Super Tucanos, AC-208 light attack aircraft, Cessna 208s, PC-12 Pilatus surveillance aircraft, C-130 Hercules transport planes, and a fleet of helicopters that included UH-60 Black Hawks and Russian-made Mi-8 and Mi-17 Hips.
The Defense Department long struggled to make the Afghan Air Force self-sufficient, with its pilots sometimes deserting during training in the United States and contractor maintenance required to achieve readiness.
By June, readiness dropped from over 90 percent in March/April for the AC-208 and 77 percent for the UH-60s to about 30 percent across the force, according to the Office of the Special Inspector General for Afghanistan Reconstruction.

Biden promette ... ma precisa anche che potrebbero esservi dei rischi ...
President Joe Biden extended his commitment Aug. 20 to evacuate all Americans in Afghanistan as well as Afghans who helped coalition forces, even if it could not be done by a self-imposed Aug. 31 deadline.
Military commanders in recent days had promised only “as many as possible” Afghans would be evacuated by the deadline, and that the U.S. would not push out its perimeter or retrieve evacuees in distress.
Biden said he would order operations beyond the airport as necessary to rescue Americans.
“Any American who wants to come home, we will get you home,” Biden said.
“I cannot promise what the final outcome will be or that it will be without risk of loss.”

La situazione è complicata ... e si riscontra scarso coordinamento fra gli alleati ...
Troops from NATO member states, including the U.S., U.K. and France, are all working in Kabul to remove citizens and Afghans eligible for resettlement out of the country.
But there isn’t a coordinated effort between the allies to communicate with the Taliban or ensure people get to the Hamid Karzai International Airport safely, Pentagon officials acknowledged on Thursday.
Rear Adm. Peter Vasely, commander of the 5,200 U.S. forces in Afghanistan, is in contact with the Taliban several times a day as part of the unnamed U.S. non-combatant evacuation operation that started earlier this week, but not coordinating U.S. communications with other countries, Pentagon spokesman John Kirby told USNI News on Thursday during a press briefing.
The talks happen “several times a day, to affect [the] smooth as possible movement through the checkpoints, I know of no effort to combine these conversations with respect to some sort of coalition effort,” Kirby said.
Taliban fighters have set up a series of checkpoints on roads leading up to the airport to the north of Kabul, where people eligible for safe passage under a deal worked out between the U.S. and Taliban leaders is not being honored, according to several reports from on the scene.

Il Dipartimento della Difesa "arruola" l'aviazione civile ... :salute:
The US has enlisted commercial planes to help with the evacuation of people from Afghanistan.
A Pentagon statement (*) said the 18 aircraft would not fly to Kabul, but would instead help move people transiting in third countries.
Many thousands of Afghans are crowded outside Kabul airport, desperate to flee the country after the Taliban swept to power last week.

A woman evacuated from Afghanistan amid the continuing chaos in the country has given birth to a baby girl on an evacuation flight.
The US Air Force said the Afghan woman went into labour en route to Ramstein Air Base in Germany.
Medical personnel boarded the plane after it landed and delivered the baby in the aircraft's cargo hold.
Both baby and mother are said to be in good condition at a nearby medical facility.
At one point on the journey, the pregnant woman began having "complications", the thread said.
The pilot had to descend in order to increase air pressure on board the plane, "which helped stabilise and save the mother's life".

U.S. bases across Europe are building up their capacity to temporarily house and screen Afghan evacuees fleeing Taliban rule, as the Aug. 31 deadline to withdrawal U.S. forces from Afghanistan looms.
So far, 82,300 people have been airlifted out of Afghanistan as part of the overall evacuation since Aug. 14.
In a 24-hour period ending early Aug. 25, 90 aircraft departed Hamid Karzai International Airport in Kabul, including 37 U.S C-17s and five U.S. C-130s.
This meant an aircraft was taking off once every 39 minutes.
Another 10,000 people were in the airport waiting for flights, as thousands more crowded the gates to the facility hoping to get through before U.S. forces leave.
“Our mission remains unchanged, said Maj. Gen. William D. “Hank” Taylor, the Joint Staff’s deputy director for regional operations in an Aug. 25 briefing.
“For each day of this operation, we have carried out the direction of the President and the Secretary of Defense. Until that mission changes, we will continue to put forth our maximum effort to safely evacuate as many people as possible.”

The final U.S. Air Force C-17 has cleared Afghanistan airspace, officially completing the American military withdrawal from Afghanistan and marking the end of nearly 20 years of war, U.S. Central Command boss Gen. Kenneth F. McKenzie Jr. announced Aug. 30.
“I’m here to announce the completion of our withdrawal from Afghanistan, and the end of the military mission to evacuate American citizens, third-country nationals, and vulnerable Afghans,” McKenzie said in a press briefing.
The departure also marks the end of a turbulent evacuation process that reached a crisis point in the past few weeks, as the Taliban seized control of the country.

La Cina, con una mossa del tutto inattesa, a partire dal 1° settembre 2021, pretende che tutta una serie di navi comunichino i propri dati alla propria Guardia Costiera (MSA, Maritime Safety Administration) prima di entrare nel Mar Cinese Meridionale.
Si tratta di un’area molto vasta, racchiusa in quella che è nota come la “linea dei nove tratti”: uno spazio marittimo che lambisce le coste di diversi Paesi, e che la Cina considera come proprie acque territoriali, invece che come acque internazionali.
Da notare che la Cina parla proprio di acque territoriali, uno spazio che secondo la Convenzione sul Diritto del Mare (UNCLOS) si può estendere fino ad un massimo di 12 miglia dalla costa, non centinaia di miglia.

The United States Air Force’s transition from the Minuteman III ICBM to the new Ground Based Strategic Deterrent will be one of the most important weapon system deployments ever.
The U.S. Air Force debuted the Minuteman I Missile in 1962, the Minuteman II in 1965, and the Minuteman III - with a planned a 10-year life span - in 1970.
A half-century later, 400 Minuteman IIIs remain on alert.
“Minuteman III was a 10-year weapon system that was asked to last 60 years,” said Maj. Gen. Anthony W. Genatempo, commander of the Air Force Nuclear Weapons Center and program executive officer for strategic systems ...
But now the transition to a next-generation missile is beginning - and awareness that there’s more to be modernized than the missile alone is growing clearer.
As the new Ground Based Strategic Deterrent (GBSD) is developed and fielded, the Air Force must also update its missile launch facilities and support infrastructure, launch control centers, squadron and wing support infrastructure, and command and control systems, as well as policies, processes and procedures, security, the supply chain, and even the workforce.
All must adapt to the coming changes, even as the existing systems must remain ready and continuously on alert, ready to deploy on very short notice.

The U.S. Navy is disputing a claim from China that it chased an American warship out of the South China Sea after the U.S. vessel performed a freedom of navigation exercise.

Alcuni ambienti Democratici “gettano acqua sul fuoco” riducendo le preoccupazioni del pubblico americano relative agli sviluppi dei cantieri navali cinesi, in particolare nell’ambito delle portaerei, e snobbando le nuove Type 003, di cui si prevede l’ingresso in servizio nel 2025.
Secondo quanto dichiarato da alcuni rappresentanti della Foundation for Defence of Democracies, la nuova portaerei cinese, nonostante costituisca un’importante testimonianza dello sviluppo tecnologico raggiunto dalla Cina e le sue Forze Armate, non rappresenta una nuova minaccia, o un “game-changer”, per l’US Navy, nel delicato scacchiere del Pacifico.

“Unprecedented nuclear modernization” by China that is “now going public” has been underway for years but was a tightly held secret, Vice Chairman of the Joint Chiefs Gen. John E. Hyten said in an interview with the Brookings Institution streamed Sept. 13.
The pace of the program is his top concern, he said.
Hyten said he saw China’s missile buildup underway when he was head of U.S. Strategic Command, from 2016 to 2019, but “it was in very classified channels and you couldn’t talk about it.”
Now, “commercial imagery” in the press has uncloaked the scale of China’s program.
Hyten did not say why knowledge of China’s buildup was so closely guarded, but such secrecy usually has to do with the sources and methods of intelligence.

Nuclear-powered submarines are largely regarded as the most survivable weapon against the Chinese fleet in the South China Sea, where U.S. Navy and Marine Corps officials expect a potential conflict with Beijing could occur.
Nuclear-powered boats can travel much longer distances and operate underwater for longer periods of time than conventionally-powered submarines, making them ideal for the vast distances in the Indo-Pacific.

Conseguenze dell'accordo AUKUS ... crescerà la presenza militare degli Stati Uniti in Australia ...
Defense Secretary Lloyd J. Austin III revealed further air defense cooperation measures and more U.S. troops to Australia on Sept .16, going beyond President Joe Biden’s announcement a day earlier that the United States and United Kingdom would share nuclear submarine technology with the Pacific ally in the face of a growing threat from China.
Speaking alongside Secretary of State Antony Blinken and their Australian counterparts at the State Department, Austin said the U.S. and Australia will increase exercises, training, and defense technology sharing.
“We will continue to explore … greater and more frequent engagement and air capabilities,” Austin said.
“More training opportunities for our ground forces and increasing our logistical footprint in Australia as well.”
In his first hint at what the now overdue force posture review may reveal, the Secretary indicated Australia will receive more U.S. troops.
“Today, we endorsed major force posture initiatives that will expand our access and presence in Australia,” he said in his opening statement, noting further force integration and interoperability would be part of that effort.
Australian Defense Minister Peter Dutton said that would mean more basing for American troops.
“I do have an aspiration to make sure that we can increase the numbers of troops. Through the rotations, the air capability will be enhanced, our maritime capability enhanced, and certainly the force posture enhanced,” he said.
“And if that includes basing and includes the storage of different ordinances, I think that is in Australia’s best interest.”

Just on the subs issue, do you regret any way in which it was communicated to the French?
I mean, the French Prime Minister has recalled, or the French have recalled their ambassador.
Do you regret that happening?

Prime Minister:
Well, of course, we are disappointed about the actions of recalling the ambassador, but we understand them and we respect them, and we understand the deep disappointment about the arranged contract that we had to build the Attack-class submarines here in Australia.
As we were going towards the next gate, the scope two gate, that we formed the view that the capability that the Attack-Class submarines were going to provide was not what Australia needed to protect our sovereign interests.
That's what the decision was about.
It was about protecting Australia's sovereign interests.
And, of course, it is a matter of great disappointment to the French Government and to the Naval Group, and those who are working on the project.
So, I understand their disappointment.
But, at the same time, Australia, like any sovereign nation, must always take decisions that are in our sovereign national defence interests.
And, that's what we've done in this circumstance.
I have, we have made this clear for some time.
This was an issue that had been raised by me directly some months ago, and we had continued to talk those issues through, including by defence ministers and others.
There had been a range of issues earlier in the contract and throughout the contract that we had continued, we had discussed on numerous occasions.
But, ultimately, this was a decision about whether the submarines that were being built, at great cost to the Australian taxpayer, were going to be able to do a job that we needed it to do when they went into service.
And, our strategic judgment, based on the best possible intelligence and defence advice, was that it would not.
And, so, therefore, to go forward, when we were able to secure a supreme submarine capability to support our defence operations, it would have been negligent for us not to.

Journalist:
You said you raised it some months ago …

Prime Minister:
Yes.

Journalist:
… but when did you directly tell President Macron that you were tearing up this contract?

Prime Minister:
The night before.

Journalist:
The night before the announcement?

Prime Minister:
At about 8.30, slightly after 8.30, on the night prior to the announcement.

Journalist:
So, before then they were of the opinion it was still going ahead?

Prime Minister:
Well, no, I think they had, they would have had every reason to know that we have deep and grave concerns that the capability being delivered by the Attack-class submarine was not going to meet our strategic interests.
And we had made very clear that we would be making a decision based on our strategic national interest.

Journalist:
But, if they knew, why did they accuse the Brits and the US of stabbing them in the back, and Australia?

Prime Minister:
Well, I don't share that view.

Journalist:
But, they're obviously very aggrieved by this.
If they knew that there were so many problems, why are they so aggrieved, in your mind?

Prime Minister:
Because a contract, which involved a large amount of work and a significant contractual value, was terminated.
That's understandable when that occurs, that the party that was involved in that, other party in that contract, would be aggrieved and would be disappointed.
I understand that.
I totally understand that.
But, equally, I'm sure people would understand that Australia's national interest comes first.
It must come first.
And it did come first.
And Australia's interests are best served by the trilateral partnership that I've been able to form with President Biden and Prime Minister Johnson.
That is what serves Australia's long-term national interests.
That's what I think ensures that we can contribute more significantly to peace and security in the Indo-Pacific region.
And that is what is in Australia's best interests.
So, I will always do what's in Australia's national interests.
These are difficult decisions, and their implications for these decisions, and we understand that.
And, so, we look to work with the French and many other like-minded partners.
But, on this occasion, pursuing that contract, that build for that submarine, was no longer the best decision for Australia, and it wasn't in Australia's national interest.

Journalist:
But, do you regret, do you regret the way in which you communicated this to President Macron, the way it’s led to the bilateral relationship between Australia and France deteriorating over the past couple of days?

Prime Minister:
I don't regret the decision to put Australia's national interests first.
Never will.
