China recently conducted a “very concerning” test of a hypersonic weapon system as part of its aggressive advance in space and military technologies, the top U.S. military officer says.
Gen. Mark Milley, chairman of the Joint Chiefs of Staff, was the first Pentagon official to confirm on the record the nature of a test this year by the Chinese military that the Financial Times had reported was a nuclear-capable hypersonic weapon that was launched into space and orbited the Earth before re-entering the atmosphere and gliding toward its target in China.
Milley said he could not discuss details because aspects involved classified intelligence.
He said the United States also is working on hypersonic weapons, whose key features include flight trajectory, speed and maneuverability that make them capable of evading early warning systems that are part of U.S. missile defenses.
The U.S. has not conducted a hypersonic weapon test of the sort Milley said China had achieved.

The U.S. Navy still isn’t positive what one of its most powerful attack submarines hit in the South China Sea, as repair assessments continue in Guam, four sources familiar with the results of the preliminary investigations told USNI News this week.
As of Tuesday afternoon, the undersea object that damaged the forward section of USS Connecticut (SSN-22) had not been definitively determined as part of several investigations into the Oct. 2 incident, the sources said.
Early indications were Connecticut hit a seamount in the South China Sea, two defense officials familiar with the Navy’s examination of the submarines told USNI News, but that has not been confirmed by investigators.
Politico first reported earlier this month that the boat may have hit an undersea feature.

The Navy’s four public shipyards are struggling to keep up with the demand for ship and submarine repairs and adding the emergent repairs of the attack boat that struck an unknown object in the South China Sea could complicate ongoing maintenance.
“If we ended up doing [ the Connecticut work] in one of the public shipyards that would certainly cause perturbations in all the other work in the shipyards,” Stefany said before the House Armed Services Committee readiness subcommittee.

Investigators have determined USS Connecticut (SSN-22) hit an uncharted seamount that grounded the nuclear attack submarine on the underwater feature in the South China Sea Navy, USNI News has learned.
The results of the command investigation into the Oct. 2 incident, completed last week, have now been passed up to U.S. 7th Fleet commander Vice Adm. Karl Thomas for review and to determine if there will be any additional accountability actions over the incident, a legislative source and two defense officials that are familiar with the findings told USNI News on Monday.
A U.S. Pacific Fleet spokesman referred USNI News to the Japan-based U.S. 7th Fleet on Monday afternoon.
A message left with a U.S. 7th Fleet spokesperson was not immediately returned.
The damage to the forward section of the submarine damaged its ballast tanks and prompted Connecticut to make a week-long voyage on the surface from the South China Sea to Guam, USNI News understands.
The Navy has said repeatedly that the submarine’s nuclear reactor and propulsion system are undamaged.
The boat is in currently in Guam undergoing initial repairs overseen by Naval Sea Systems Command, personnel from the Puget Sound Naval Shipyard and submarine tender USS Emory S. Land (AS-39).

China is building new nuclear weapons much faster than previously predicted, already has a “nascent nuclear triad,” and will field more than 1,000 nuclear warheads by 2030, according to the Pentagon’s 2021 report on China’s military power, released Nov. 3.
According to a Pentagon briefing paper highlighting changes from the 2020 edition of the report, “the accelerating pace of the [People’s Republic of China’s] nuclear expansion may enable [it] to have up to 700 deliverable nuclear warheads by 2027, … [and] at least 1,000 warheads by 2030, exceeding the pace and size” that the Defense Department previously projected.
China is also shifting to a “launch on warning” posture for its nuclear weapons.
In its last report, the Pentagon said China had 200 nuclear warheads and was expected to double that number by the end of the decade, indicating nearly a trebling of its deployment pace in the coming years.
Moreover, the new document only captures developments up to December 2020, and its 2021 release was about two months late, the Pentagon said.
The pace may have accelerated even further since.

China has the biggest maritime force on the globe with an inventory of about 355 vessels, according to a Defense Department report released Wednesday.
With 355 ships in its fleet, the People’s Liberation Army Navy (PLAN) is slated to expand its inventory to 420 ships within the next four years, the Pentagon’s annual China military report estimates. By 2030, the PLAN is expected to have 460 ships.
The 355 estimation accounts for “major surface combatants, submarines, aircraft carriers, ocean-going amphibious ships, mine warfare ships, and fleet auxiliaries,” according to the report, which covers events in 2020.
“This figure does not include 85 patrol combatants and craft that carry anti-ship cruise missiles (ASCMs). … Much of this growth will be in major surface combatants,” the report reads.

The Chinese air force is developing new stealth aircraft and expanding the weapons-carrying capacity of its J-20 stealth fighter, the Pentagon said in its annual report on Chinese military power, issued Nov. 3.
The Pentagon said U.S. advantages in the air domain are “eroding” as China’s air and naval air forces shift from a defensive mode to power projection and long-range attack.
The People’s Liberation Army Air Force and Navy (the PLAAF and PLAN) together operate the largest air forces in the Indo-Pacific region and “the third-largest in the world,” with 2,800 aircraft - not including trainers or unmanned aerial systems - of which 2,250 are combat-coded bombers, fighters, and multi-role airplanes, according to “Military and Security Developments Involving the People’s Republic of China, 2021.”
Quoting China’s own internal defense white paper from 2019, the Pentagon said the air forces are transitioning from strictly air defense to “offensive and defensive operations,” toward building a “strategic” air force capable of projecting power at long range.
“The PLAAF is rapidly catching up to Western air forces,” the report said.
“This trend is gradually eroding longstanding and significant U.S. military technical advantages” relative to the PRC “in the air domain.”

The Chinese military has built targets in the shape of an American aircraft carrier and other U.S. warships in the Taklamakan desert as part of a new target range complex, according to photos provided to USNI News by satellite imagery company Maxar.
The full-scale outline of a U.S. carrier and at least two Arleigh Burke-class destroyers are part of the target range that has been built in the Ruoqiang region in central China.
The site is near a former target range China used to test early versions of its so-called carrier killer DF-21D anti-ship ballistic missiles, according to press reports in 2013.
This new range shows that China continues to focus on anti-carrier capabilities, with an emphasis on U.S. Navy warships.
Unlike the Iranian Navy’s aircraft carrier-shaped target in the Persian Gulf, the new facility shows signs of a sophisticated instrumented target range.

After the discovery during the summer of what appears to be at least three vast missile silo fields under construction near Yumen, Hami, and Ordos in north-central China, new commercial satellite images show significant progress at the three sites as well as at the People’s Liberation Army Rocket Force (PLARF)’s training site near Jilantai.
The images provide a vivid and rare public look into what is otherwise a top-secret and highly sensitive construction program.
The Chinese government has still not officially confirmed or denied that the facilities under construction are silos intended for missiles and there are many uncertainties and unknowns about the nature and role of the facilities.
In this article we use words like suspected, apparent, and probable to remind the reader of that fact.
Yet our analysis of hundreds of satellite images over the past three years of the suspected missile silo fields and the different facilities that are under construction at each of them have increased our confidence that they are indeed related to the PLARF’s modernization program.
In recent analysis of new satellite images obtained from Planet Labs and Maxar Technologies, we have observed almost weekly progress in construction of suspected silos as well as discovered unique facilities that appear intended to support missile operations once the silo fields become operational.

A second suspected missile target in the shape of a U.S. aircraft carrier has been spotted in a rural Chinese desert, according to satellite photos obtained by USNI News.
The site consists of a single aircraft carrier target, miles from the nearest town in the Xinjiang region, according to photos provided to USNI News by satellite imagery company Maxar.
The carrier target is about 300 miles away from a larger suspected missile range in the Taklamakan Desert, first reported by USNI News on Sunday.
The two sites share similar characteristics and are aligned on a map with the carriers facing the same direction – as if in a convoy.
Like the first, this new target shares the same dimensions as a U.S. Navy aircraft carrier.
Work on the new target started on or before June 25, based on a historical review of satellite imagery.
The main task of building it was carried out in October and the target now appears newly finished.

Before he returned to the Pentagon this September, Schneider served as commander of U.S. Forces Japan and the Fifth Air Force, acting as the senior U.S. military representative to the island nation.
In those roles, he said, one of his primary goals was “training and readiness now.”
“We’ve got to do more with what we have today. And while it’s great that we’re buying advanced systems, and looking forward into the future, we have to be ready today,” Schneider said.
Facing the triple threat of China, Russia, and North Korea all within striking distance, the JASDF and the U.S. Air Force should be training together more, Schneider said, suggesting Japan host a major exercise.

Lunedì 15 novembre la Russia ha condotto un test con un’arma antisatellitare (ASAT), distruggendo un satellite russo in orbita, mettendo a rischio gli equipaggi della Stazione spaziale internazionale (ISS) e della stazione orbitale cinese Tiangong.
Le migliaia di frammenti prodotti dall’impatto continueranno a orbitare intorno alla Terra per anni, accrescendo il problema dei rifiuti spaziali intorno al nostro pianeta che mettono a rischio i satelliti e le attività di esplorazione con esseri umani.
Per gli effetti che potrà avere, il test russo è stato definito «sconsiderato» dal segretario di stato statunitense, Anton J. Blinken, che ha aggiunto: «Il test ha finora prodotto oltre 1.500 frammenti di detriti in orbita rilevabili dai nostri strumenti, e probabilmente produrrà centinaia di migliaia di altri detriti orbitali» più difficili da tracciare.
Secondo alcune previsioni basate su eventi analoghi avvenuti in passato, i frammenti rimarranno in orbita per decenni, costituendo un rischio per gli astronauti e in generale per le attività spaziali istituzionali e commerciali.

The incident, which occurred on Tuesday Manila time, forced the two civilian ships to abort their resupply mission for the Philippine military and marked Beijing’s escalation of its harassment of vessels in maritime waters where it disputes Philippine ownership, officials in Manilla said.
The Philippine military had chartered the two boats to bring supplies to its troops in the Second Thomas Shoal.
The attack on Filipino boats Unaiza Mae 1 and Unaiza Mae 3 occurred inside the Second Thomas Shoal, which is within the Philippines’ Kalayaan Island Group, and lasted for at least an hour.
The attack broke the outrigger of one of the boats, prompting both to head back to the nearest island of Palawan.
While the Armed Forces of the Philippines has not commented on the incident, it happened during its biggest land, sea and air exercise, AJEX-Dagit.
It also coincided with the conclusion of bilateral talks between the United States and the Philippines in Washington D.C., where both declared that the Mutual Defense Treaty between the two countries covers attacks in the South China Sea.

Subdola operazione cinese negli Emirati Arabi Uniti sventata in tempo?
La Cina stava costruendo segretamente una base militare segreta lungo le coste degli Emirati Arabi Uniti, uno dei più stretti alleati degli Stati Uniti in Medio Oriente.
E’ quanto avrebbe scoperto la Cia la scorsa primavera secondo il Wall Street Journal.
L’intelligence di Washington ha subito lanciato l’allarme per quella struttura che in teoria avrebbe dovuto avere un uso civile e sarebbe dovuta sorgere in un porto emiratino.

The Ministry of National Defense (MND) on Sunday (Nov. 28) reported the intrusion of 27 Chinese military aircraft into Taiwan's air defense identification zone (ADIZ), including the first appearance of a new aerial refueling tanker.
At 7:30 p.m. on Sunday evening, the MND reported that eight Shenyang J-16 fighters, six Chengdu J-10 fighters, four Shenyang J-11 fighters, five Xi'an H-6 bombers, one Shaanxi Y-9 electronic warfare aircraft, two KJ-500 airborne early warning and control aircraft (KJ-500 AEW&C), and one Xi'an Y-20U aerial tanker had infringed on Taiwan's ADIZ.
The latter is significant because this is the first time that the MND had reported the presence of the tanker on a refueling mission in Taiwan's ADIZ.

Situazione molto seria, ai confini ucraini e sulla questione Taiwan.

Ho la sensazione che dopo l'arrendevolezza totale e il lasseir faire travestito da machismo verbale di Trump... la presidenza Biden si stia sin qui dimostrando veramente troppo poco assertiva in politica estera. A Defense Department team is on the ground in Ukraine assessing what the country needs to protect itself from air, naval, electronic, and cyber warfare threats as Russian troops gather on multiple fronts, a senior Ukrainian defense official told Air Force Magazine, describing an emphasis on what assistance can be delivered “today.”
Ukraine has been engaged in a low-intensity conflict with Russian-backed separatists in the eastern Donbass region since 2014, when Russia invaded and annexed the Crimean peninsula.
Presently, an estimated 40 Russian battalion tactical groups and more than 115,000 personnel surround Ukraine after a second front was opened on the 600-mile northern border with Belarus following the joint Zapad exercises between Belarus and Russia in September.
“Russia doesn’t need only Donbass,” a senior Ukrainian defense official said on condition of anonymity.
“If we are talking about Russian long-term goals, they want all Ukraine.”

There were two key takeaways from this year’s Pentagon report on China’s military power: China is clearly setting the stage for a fait accompli coercive takeover of Taiwan, and it is surging to produce a nuclear triad on a rough par with that of the U.S. and Russia early in the 2030s.
China is “preparing every contingency to unify by force” with Taiwan, which it considers a breakaway province, according to a senior Pentagon official who briefed the press on “Military and Security Developments Involving the People’s Republic of China,” (*) released in November.
The annual report, required by Congress, covers only the events of 2020, and it was two months late, so it did not capture recent large-scale air exercises in which China penetrated Taiwan’s air defense zone, nor did it discuss China’s recent tests of hypersonic and orbital bombardment systems.
China is developing a networked system similar to the American joint all-domain command and control system, and expects it to be operational circa 2027.
This will support “more credible military operations”in a potential Taiwan action, the official said.
China is preparing for such a conflict by practicing for a “blockade campaign” and large-scale amphibious landings, while continuing to deploy tactical ballistic missiles near Taiwan.
It’s also extending the range of its air defenses and placing front-line combat aircraft in the vicinity.
The goal of all these preparations is to discourage the U.S. from intervening if China decides to move against Taiwan, achieving reunification as a fait accompli, the official said.
Beijing’s military preparations are about “wanting to be able to deter, to delay, or otherwise to counter third-party intervention,” the official explained.
The unclassified annual report is based on open-source material such as Chinese military writings and declarations, presentations at international arms shows, and sanitized U.S. intelligence reports about the size and posture of Chinese military forces.

The damaged nuclear attack submarine USS Connecticut (SSN-22) departed San Diego, Calif., on Wednesday, a Navy spokesperson confirmed to USNI News.
Connecticut arrived in San Diego on Sunday after an almost month-long surface transit from Guam, USNI News reported.
The Navy has said the submarine is ultimately bound for Bremerton, Wash., to undergo repairs following the collision.
The attack boat struck an underwater mountain on Oct. 2, according to a summary of the investigation previously reported by USNI News.
The impact into the seamount in the South China Sea resulted in damage to the sonar dome, making travel underwater unsafe, several Navy officials told USNI News.

Preparing for conflict in the Pacific will require more than learning to fly fighters out of austere locations - it will also call for small bomber crews to go on quick consecutive missions to unfamiliar places.
In a kinetic “bomber agile combat employment” (BACE) exercise Dec. 6-8, two B-52s from the 5th Bomb Wing at Minot Air Force Base, N.D., conducted a mission in Canada then flew to Edwards Air Force Base, Calif., for a second mission, this time working alongside Navy counterparts.
“This was laying the foundation and the bed for getting to that austere and unfamiliar location,” Air Force Capt. Austyn Wilson, a weapons system officer in the wing’s 23rd Bomb Squadron, said in an interview.
Wilson flew on one of the B-52s from Minot to Edwards and back for the two missions in three days.
Pacific Air Forces has spent decades adapting to operations in contested environments, first under the dynamic force employment concept and now under the Air Force’s new priority, agile combat employment (ACE).

But NATO allies who are members of the Bucharest Nine (B9) group of eastern flank nations have indicated to Biden and National Security Advisor Jake Sullivan on a Dec. 16 call that more American presence is needed now to deter an invasion of Ukraine.

USS Harry S. Truman (CVN-75), Carrier Air Wing 1 and its escorts are now operating in the Ionian Sea between Greece and Italy rather than resume a planned transit through the Suez Canal to U.S. Central Command, a defense official confirmed to USNI News.
USNI News first reported the Harry S. Truman Carrier Strike Group in the Ionian Sea Monday, according to the USNI News Fleet Tracker.
The schedule change, blessed by Austin, is to reassure European allies of U.S commitment to regional security, one official said without mentioning the ongoing Russian military buildup on the eastern border of Ukraine.

Japan’s Cabinet approved a record 5.4 trillion yen (U.S. $47 billion) for its defense budget for fiscal year 2022, marking a record high for eight consecutive years, amidst Japanese concern about its capabilities to meet the threats posed by China, North Korea and Russia.
The budget covers a wide field ranging from procurement, upgrades, capability development, research and development and an increase in Japan’s costs of hosting U.S troops in the country.
The budget, which will go into effect on April 1, 2022, still needs approval from the Japanese parliament, although that is likely to be a formality given Prime Minister Fumio Kishida’s Liberal Democratic Party and its conservative Komeito Party partner hold a majority in both houses.

The People’s Liberation Army Navy Liaoning carrier group returned to its homeport of Qingdao on Dec. 30 after a successful training deployment according to a PLAN official release (*).
During the 20 days of training, the carrier group crossed the Yellow Sea, East China Sea and entered the Western Pacific via the Miyako Straits, conducting comprehensive exercises in various fields geared towards enhancing the carrier group formation concept, the release stated.
The carrier group sailed towards the Yellow Sea on Dec. 9 where it conducted formation search and rescue and tactical flight and air handling of its embarked JF-17 fighters and Z-9 and Z-18 helicopters.
Take-off and landing training was carried out in both the day and the night.

Biden has also repeated his support for Ukraine’s sovereignty, but not provided additional defense assistance to that country following a December visit to Ukraine by a U.S. air defense team.
“I made it clear to President Putin that if he makes any more moves and goes into Ukraine, we will have severe sanctions,” Biden said at a press gaggle Dec. 31 in Wilmington following a call the day before with Putin.
“We will increase our presence in Europe with our NATO Allies, and it will have to be a heavy price to pay for it,” Biden underscored.
“[Putin] laid out some of his concerns about NATO and the United States and Europe, and we laid out ours. And we said we’d begin to negotiate some of those issues.”
Biden also said that he told Putin none of that would happen unless Russia de-escalated.
He did not specifically address a question from reporters as to whether he thought Putin would invade Ukraine, instead pointing to Russia’s agreement to take part in the series of talks.
“I always expect if you negotiate you make progress, but we’ll see. We’ll see,” Biden said.

A senior Chinese arms control official denied Tuesday that his government is rapidly expanding its nuclear arsenal, though he said it is taking steps to modernize its nuclear forces.
Fu Cong, director general of the Foreign Ministry’s arms control department, said China is working to ensure its nuclear deterrent meets the minimum level necessary for national defense.
“On the assertions made by U.S. officials that China is expanding dramatically its nuclear capabilities, first, let me say that this is untrue,” he said at a briefing in Beijing.
