China’s military modernization effort, including its naval modernization effort, is the top focus of U.S. defense planning and budgeting.
China’s naval modernization effort has been underway for more than 25 years, since the early to mid-1990s, and has transformed China’s navy into a much more modern and capable force.
China’s navy is a formidable military force within China’s near-seas region, and it is conducting a growing number of operations in the broader waters of the Western Pacific, the Indian Ocean, and waters around Europe.
China’s navy is, by far, the largest of any country in East Asia, and sometime between 2015 and 2020 it surpassed the U.S. Navy in numbers of battle force ships (meaning the types of ships that count toward the quoted size of the U.S. Navy).
DOD states that China’s navy “is the largest navy in the world with a battle force of approximately 340 platforms, including major surface combatants, submarines, ocean-going amphibious ships, mine warfare ships, aircraft carriers, and fleet auxiliaries …

China is rapidly modernizing its nuclear forces and aims to flex its growing military clout, according to a Pentagon report released Nov. 29.The annual study, the China Military Power Report, says China may have 1,500 nuclear warheads by 2035.
“If you look at where we are compared to a couple of years ago, it certainly is a dramatically accelerated pace,” a senior defense official told reporters.
“They’ve got a rapid buildup that is kind of too substantial to keep under wraps.”
The report comes one month after the release of the 2022 National Defense Strategy, which outlined China as the Defense Department’s “pacing” challenge.
“China is the one country out there that geopolitically has the power potential to be a significant challenge to the United States,” said Gen. Mark Milley, chairman of the joint chiefs of staff, at a recent news conference.

When it comes to Taiwan, the United States’ goal is to ensure Beijing understands an invasion is “never easy to do rapidly or cost-free,” the senior Pentagon official for the Indo-Pacific said Thursday.
Ely Ratner, speaking at the American Enterprise Institute, added, “what we are trying to do [is] ensure when Beijing looks at the problem, [it decides] today is not the day.”
It would be “a really bad idea” for Beijing to pursue 2027 as the year for military action to bring the self-governing island under its control, he said.

Modification work turning Japan Maritime Self-Defense Force helicopter destroyer JS Kaga into an F-35B aircraft carrier are nearing completion at a dock in Kure City, Hiroshima Prefecture, located in the western part of Japan’s Honshu Island.
Kaga, the second ship of the Izumo-class DDH, has been primarily designed to carry SH-60 helicopters and to operate as a core ship in anti-submarine warfare.
In 2018, however, the Japanese government decided to modify the Izumo-class DDH to allow it to operate F-35B fighter jets.
The main purpose of this is to strengthen air defense capabilities, especially in the Pacific region, and to complement the U.S. Navy’s LHA/LHD operations with the F-35B.

A Chinese Navy jet intercepted a U.S. Air Force reconnaissance plane in an incident over the South China Sea last week, U.S. Indo-Pacific Command said Thursday.
“On Dec. 21 (China Standard Time), a People’s Liberation Army – Navy J-11 fighter pilot performed an unsafe maneuver during an intercept of a U.S. Air Force RC-135 aircraft, which was lawfully conducting routine operations over the South China Sea in international airspace. The PLAN pilot flew an unsafe maneuver by flying in front of and within 20 feet of the nose of the RC-135, forcing the RC-135 to take evasive maneuvers to avoid a collision,” INDOPACOM said in the statement.

The U.S. could take thousands of casualties but in most cases would ultimately prevail: These were the conclusions drawn from a series of 24 wargames run by the Center for Strategic and International Studies that assessed a scenario in which China attempted an amphibious invasion of Taiwan in 2026.
Wargames are a common way for civilian and military decision-makers to test out strategies or plan for conflict.
Often, they are highly classified and their conclusions, methodologies, and assumptions are never publicly explained in detail.
But as Taiwan has emerged as a point of major contention between Washington and Beijing, CSIS took the unusual step of releasing its findings and methodology.

China will not attempt to invade Taiwan before the end of the decade because it understands the high cost, the senior Pentagon official in charge of Indo-Pacific security said Thursday.
“Deterrence is real; deterrence is strong” today and tomorrow, said Ely Ratner, the assistant secretary for the Indo-Pacific.
The United States can likely deter Beijing from attacking the self-governing island 100 miles off the Chinese coast, he said.
Speaking at a Hudson Institute event Thursday (*), Ratner cited the administration’s position that the Peoples Republic of China “is the only country with the capability and intent to overthrow the international order.”
But in the past year, Washington, its allies and partners have built-up capabilities to “ensure that kind of coercion and bullying” – from threats of attack to interfering with transiting aircraft and shipping – doesn’t succeed, he said.

L'arsenale nucleare della Cina nel 2023 ...
China is continuing the nuclear weapons modernization program that it initiated in the 1990s and 2000s, but is expanding it significantly by fielding more types and greater numbers of nuclear weapons than ever before.
Since our previous "Nuclear Notebook" on China in November 2021, China has continued to modernize its road-mobile intercontinental ballistic missile (ICBM), has significantly advanced the construction of its three new missile silo fields for solid-fuel ICBMs, and has also expanded the construction of new silos for its liquid-fuel DF-5 ICBMs.
China is also significantly expanding its DF-26 intermediate-range ballistic missile force and has also begun replacing some older conventional short- range ballistic missiles with new DF-17 medium-range ballistic missiles equipped with hypersonic glide vehicles.
At sea, China apparently has refitted its six Type-094 ballistic missile submarines with the longer-range JL-3 submarine-launched ballistic missile.
In addition, China has recently reassigned a nuclear mission to its bombers and is developing an air-launched ballistic missile that might have nuclear capability.

A pair of B-1B Lancers flew alongside American F-16s and South Korean F-35s over the Korean Peninsula on March 19, the same day North Korea reportedly launched another missile test off its coast.
The combined air training flight was part of the joint combined exercise Freedom Shield 23, which incorporated both live training and simulated command and control scenarios.
That event, which began March 13, coincides with Warrior Shield FTX, the biggest U.S.-South Korean exercise in five years.
Two B-1s from Ellsworth Air Force Base, South Dakota, joined four ROK F-35s and four USAF F-16s from Kunsan Air Base, South Korea, over the peninsula.

The primary threat to core U.S. interests is that China could dominate Asia, and from that position atop more than half the global economy, undermine Americans’ prosperity, freedom, and even security.
This is not a merely speculative fear.
Beijing is pursuing regional hegemony over Asia, and if successful, it will very likely pursue the kind of global preeminence that would enable it to directly intervene in and exercise a domineering influence over Americans’ lives.
As a result, nothing else in the international system is as fundamentally dangerous to U.S. interests as Chinese hegemony over Asia.
Accordingly, U.S. policy must prioritize avoiding that outcome, but must do so in ways that correlate the risks and costs the American people incur in doing so with the stakes, which are vital but not genuinely existential.
In practice, this requires working together with Asian states in an antihegemonic coalition focused on denying Beijing dominance over the region.
Contrary to some commentary that suggests the military dimension in this dynamic is not that important, the U.S. military’s role in this strategy is central.
This is because Beijing will likely not be able to dominate Asia without resorting to military force.
While China has enormous and growing economic and other nonmilitary forms of influence, it is finding it difficult to use its leverage to get neighboring countries to accept what would essentially be a tributary relationship.
Its efforts to do so have largely backfired - as demonstrated in places such as Australia, India, Japan, and Taiwan - and an increasingly aggressive China’s standing (as reflected in global polling) has declined precipitously.

The Air Force continues to BUFF up its presence in the Pacific.
Four B-52 bombers and more than 200 Airmen from Barksdale Air Force Base, La., arrived at Andersen Air Force Base on Guam on March 30 to kick off the service’s latest Bomber Task Force deployment in the Indo-Pacific.
The aircraft and personnel are part of the 96th Expeditionary Bomb Squadron.
While deployed to Andersen, they will participate in training exercises and missions with other services, as well as allies and partners, Pacific Air Forces announced in a release.
“The bomber task force, and specifically the B-52s in the Indo-Pacific region, not only allows our crew force to hone their superior technical and weapons system expertise, but also sends an extremely important message,” Lt. Col. Vanessa Wilcox, commander of the 96th Bomb Squadron, said in a statement.
“It demonstrates our continued readiness and commitment to our allies in the region to ensure freedom of movement now and in the future, as well as ensures stability in the region.”

Both a U.S. and a Chinese carrier strike group are operating near Taiwan as political tensions continue to simmer following a Taiwanese presidential meeting with U.S. House Speaker Kevin McCarthy (R-Calif.), USNI News has learned.
On Monday, the Nimitz Carrier Strike Group was operating in the vicinity of Taiwan in the Philippine Sea, according to the USNI News Fleet and Marine Tracker.
USS Nimitz (CVN-68) is also operating in the Philippine Sea following a series of exercises with Japanese and Koreans with Exercise Ssang 2023.
“We will not be deterred from operating safely and responsibly in the season skies of the Western Pacific consistent with international law, and in keeping with that the Nimitz carrier strike group and a Marine Amphibious Readiness Group continue to conduct routine operations in the Philippine Sea and will remain in the region,” Chris Meagher, assistant to the secretary of defense for public affairs, told reporters Monday.
The Shandong Carrier Strike Group launched 80 J-15 Flying Shark fighter missions from Friday through Sunday from People’s Liberation Army Navy carrier CNS Shandong (17), according to Japanese officials.
Shandong transited the Bashi Channel Wednesday and has since been operating off of Taiwan’s east coast, USNI News previously reported.

U.S. officials expressed growing concern April 18 about the lack of communication between the Chinese and American militaries in light of increasingly aggressive actions by Beijing.
It has now been nearly five months since Secretary of Defense Lloyd J. Austin III last spoke to his Chinese counterpart, despite a number of high-profile incidents involving the countries’ forces.
In written testimony to the House Armed Services Committee, principal deputy assistant secretary of defense for Indo-Pacific security affairs Jedidiah P. Royal said China had “a concerning lack of interest in the important lines of communication that underpin a stable defense relationship between our countries.”
In addition to Austin’s lack of communication with his Chinese counterpart, Secretary of State Antony Blinken’s planned trip to China - originally set for February - has been postponed indefinitely.
“There is clearly a high level of frustration with the lack of engagement from Beijing,” Zack Cooper, a China expert at the American Enterprise Institute, told Air & Space Forces Magazine.

New images show the heavily modified bow of Japan’s Izumo class JS Kaga (DDH-184) ‘helicopter-carrying destroyer’ as the vessel left its dock recently.
Kaga is currently being turned into an F-35B Joint Strike Fighter carrier for the Japan Maritime Self-Defense Force (JMSDF).
Photos of the vessel pulling away from its dock in Kure City, Hiroshima Prefecture accompanied by various tugboats began circulating online around April 19.
According to Naval News, the first set of modifications to Kaga (originally slated to end in March) included changing the shape of the vessel's bow section and applying a heat-resistant coating to its deck.
The next set of modifications, which will involve re-balancing and structurally reinforcing Kaga's hull, are expected to be completed by March 2024.

Russian pilots have begun buzzing American fighter jets over Syria in apparent invitations to dogfight, according to the three-star general in charge of U.S. air operations in the Middle East.
It’s the latest example of Russian troops growing increasingly confrontational toward the U.S. and its allies as they cross paths over war zones and in shared airspace around the world.
Russian airmen are “increasingly bellicose” in their approach and “aggressively maneuvering, almost like they’re trying to dogfight,” Air Forces Central Command boss Lt. Gen. Alexus Grynkewich told the publication Defense One (*).
“Our protocols would say we’re supposed to stay … several miles apart and just monitor each other.”
He cautioned American airmen not to engage.

A delegation of 25 U.S. defense contractors is visiting Taiwan this week to discuss an old idea with new urgency: joint production of arms crucial for the island democracy’s security in the face of a rising threat from China.
Several factors are conspiring to create meaningful challenges to quickly standing up any coproduction.
While the need for the weapons may be obvious, questions remain about who will provide them and how.
“The purpose of the delegation is to capitalize on one of the central pillars of Taiwan’s economic plan, which is the growth of the defense industrial base,” says Rupert Hammond-Chambers, president of the U.S.-Taiwan Business Council and a participant in the delegation.
Taiwanese companies would play the role of systems integrator in the defense realm, and the U.S. would provide niche technology for them to fill any gaps they have.”
