On Friday, Boeing received its first contract under the US Air Force’s Presidential Aircraft Recapitalisation (PAR) programme.
According to the contract notice, the $25.8 million deal aims to reduce risk before the programme launches an engineering and manufacturing development phase in 2017.

Emessa la 'Request for Proposals (RfP)' relativa all' inizio dei lavori di sviluppo per l' aereo destinato al successore di Obama .....
As America prepares to pick its next president, the US Air Force is about to put Boeing on contract to begin designing the next version of Air Force One.
Boeing’s four-engine 747-8 wide-body jet was chosen in January 2015 to replace the current head of state fleet, which is comprised of two 747-200-based VC-25As.
Boeing received its first Presidential Aircraft Replacement (PAR) contract earlier this year for risk reduction activities and now US Air Force Materiel Command wants to fund another task for preliminary design.
A request for proposals (RfP) issued on 10 May covers “preliminary design activities required to begin development of two Presidential mission-ready aircraft, based on two government furnished Boeing 747-8 aircraft procured under a separate contract action on this contract”.

The Air Force on Tuesday gave Boeing the green light to start submitting design proposals for the new presidential aircraft that will likely shuttle either Donald Trump or Hillary Clinton around the world.
The Air Force on March 10 posted online an amendment to its Air Force One contract — also known as the Presidential Aircraft Recapitalization — authorizing Boeing to begin preliminary design activities.

Boeing will begin developing interior, power and electronic specifications for the next-generation “Air Force One” under a $127.3 million contract awarded by the US Air Force on 15 July.
The award is intended to reduce the risk of delays and cost overruns before the USAF commits to full-scale development and procurement of up to three 747-8s, the Defense Department says in a contract award bulletin(*).

CONTRACTS - AIR FORCE .....

The Boeing Co., Seattle, Washington, has been awarded a $127,300,000 modification to previously awarded contract FA8625-16-C-6599 for Presidential Aircraft Recapitalization (PAR) program, phase 2 pre-milestone B activities.
This modification is another step in a deliberate process to control program risk and life-cycle costs.
The contractor will conduct risk reduction activities needed to address PAR sustainment requirements and costs that are additional to those initially awarded on Jan. 29, 2016.
These activities will most notably focus on the system specification, the environmental control system, the aircraft interior, the electrical and power system and sustainment and maintenance approaches.
They will aid in further defining detailed requirements and design trade-offs required to support informed decisions that will lead to a lower risk engineering and manufacturing development program and lower life-cycle costs.
Work will be performed at Seattle, Washington; and Everett, Washington, and is expected to be complete by Jan. 31, 2018.
Fiscal 2015 and 2016 research, development, test and evaluation funds in the amount of $56,239,977 are being obligated at the time of award.
Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Due sicuri ..... forse un terzo .....
The Air Force released a request for proposal from Boeing for the engineering, manufacturing, and development phase of the presidential aircraft recapitalization program on Monday.
The request calls for the fielding of two modified 747-8 aircraft that are anticipated to replace the current Air Force One fleet in 2024.
The service is still considering buying a third production representative aircraft, according to a release detailing the RFP.

Fiscal 2016 research, development, test and evaluation funds in the amount of $5,848,622 are being obligated at the time of award.

Mentre infuria, feroce, la battaglia per l'elezione del nuovo Presidente ..... il GAO (Government Accountability Office) fa le pulci ad un particolare viaggio di quello uscente .....

The audit covers a work/pleasure trip by President Obama from February 15-18, 2013.
Obama traveled first to Chicago to make remarks at the Hyde Park Academy and discuss economic proposals he introduced at the State of the Union address three days earlier.
From Chicago, Obama traveled to Palm Beach, Florida, where he golfed with Tiger Woods and others.

The trip required 3 C-17s, 2 C-130s and a C-5 flying a total by my count of 26 legs and 15 airports throughout the eastern half of the country.
The numbers don’t include the president’s VC-25A (Boeing 747-200B), aka Air Force One, nor Marine Helicopter Squadron One aircraft, an assortment of VH-3Ds, VH-60N and MV-22Bs that are airlifted to accompany POTUS “wherever and whenever he travels.”

Per me, tra due mali, meglio il minore, quell'altra non mi piace per niente, anche io sono razzista e sessista, ma almeno penso che sono anche ragionevolmente sincero e comunque hanno mandato quel genio di Joe Biden (per intenderci, quello del "grande randello di Obama") alla NBC, a dire che gli Stati Uniti "manderanno un messaggio". Quale sarà il contenuto di questo "messaggio" nessuno lo sa ancora, speriamo sia solo: "Veniamo in Pace". The Donald è sicuramente in grado di scappare dal di dietro di un 747 dentro un uovo di latta convinto di essere agli Studios. Anche se a me è sembrato che in TV stamattina avesse un portamento diverso dal solito, come dire, più "compreso" nel suo nuovo ruolo.
Io avrei messo questa che purtroppo ritengo più vicina alla realtà:

Shortly after his inauguration on 20 January, President Donald J Trump will be handed the keys to the world’s ultimate business jet, the US Air Force’s pair of Boeing 747-200-derived VC-25s, known by the call sign Air Force One when the commander-in-chief is on board.
If Trump secures a second four-year term in 2020, he may even get to fly on the latest Air Force One, one of at least two new presidential transports based on the 747-8, due to enter service in 2023.
The 747-8s – which Boeing has been working on since winning the Presidential Aircraft Replacement contract in early 2015 – are the latest in a line of US-built airliners which have served as the official head-of-state transport since Roosevelt was in the White House.
The current 747-200s entered service during the presidency of the first President Bush at the start of the 1990s and are now nearing the end of their planned 30-year working life.
Of course, Trump is not new to the pleasures of flying in style in a Boeing VIP airliner.
The billionaire businessman has for many years used as his personal jet a luxuriously appointed 757, adorned with giant Trump lettering and gold-plated features that mirror the interior design of his Fifth Avenue headquarters and apartment.
The aircraft spent much of 2016 criss-crossing vital swing states as he embarked on his controversial but successful campaign.
Air Force One is, of course, much more than “just” a luxury jet.
Naturally, it has the comforts and conveniences on board to allow the president to descend the steps in front of the cameras in Moscow, Beijing or Berlin looking fit, refreshed and ready for business.
But it also serves as an airborne Oval Office, allowing the leader of the free world and his entourage to run the country from 35,000ft and communicate securely with other parts of the administration on terra firma.

According to Boeing, facilities include: a conference/dining room; sleeping quarters for the president and first lady; an office area for senior staff members and another office that converts into a medical facility; additional work and rest areas for presidential staff, media and USAF crews; galleys able to provide 100 meals at a time, and multi-frequency radios.
The General Electric CF6-powered quadjets also come with a self-contained baggage loader and front and aft air stairs.
Air Force One – the call sign was adopted to avoid confusion after an incident involving a Lockheed Constellation carrying President Eisenhower and another aircraft in 1953 – has been central to many of the pivotal moments in modern US history.
Perhaps the most iconic was when Lyndon Johnson was sworn in on board the Presidential Boeing 707 hours after John F Kennedy was murdered in Dallas.
The same aircraft was used to fly JFK’s body back to the capital.
Later, Nixon flew on Air Force One – a newer 707 – to China to meet with Chairman Mao, the first visit by a US president to the communist country.
The president left the capital for California on board the same aircraft after he resigned in the wake of the Watergate scandal in 1974.
As the Cold War neared an end in 1986, it was Air Force One that conveyed President Regan for breakthrough talks in Reykjavik, Iceland with liberalising Soviet leader Mikhail Gorbachev.
It took three decades from the Wright Brothers’ first flight for the concept of a presidential aircraft to gain traction.
The first to perform the role was a Douglas Dolphin amphibian – operated by the US Navy during Franklin D Roosevelt’s first presidency in the 1930s.
However, the architect of the New Deal is not believed to have flown on it.
During the war, however, FDR travelled to the Casablanca conference in 1943 on a Boeing 314 Clipper seaplane and to Yalta in 1945 on a Douglas VC-54C.
After the war, President Truman used the VC-54 and later a Douglas VC-118 (based on the DC-6 Liftmaster).
It was named Independence, after Truman’s Missouri hometown.
But it was Eisenhower in the 1950s who really launched the era of a converted airliner as an extension of the presidential office, commissioning two Lockheed C-121 Constellations, which were equipped with air-to-ground telephone and teletype machine and were christened Columbine II and Columbine III.
The first jet to serve as Air Force One was the 707 – designated VC-137A – which Eisenhower flew on his tour of 11 Asian nations in 19 days towards the end of his presidency in December 1959.
His successor Kennedy travelled extensively on the jet, with the air force adding a longer-range 707 – VC-137C – in 1963.
It was the first to carry the distinctive large “United States of America” livery – which has survived to the present.
The 707s served eight presidents, through to the elder Bush, although the two aircraft were not formally retired from service until 1998 and 2001, respectively.
The current, much larger 747-200-derived VC-25As were commissioned under the Reagan administration in the mid-1980s.
However, Reagan himself had left office by the time they entered service.
Barack Obama is the fourth president to have used them.
Boeing has been developing its 747-8 successors for over a year, and in July began working on interior, power and electronic specifications.
The formal engineering and manufacturing development phase will begin in 2018.
The aircraft must maintain the same level of connectivity and security as the White House, anywhere in the world, and the air force must ensure one is always available at Andrews AFB in Maryland to airlift the president at a moment’s notice.
The contract gave a valuable boost to Boeing’s ailing latest jumbo jet programme and means Seattle will continue a more than 60-year responsibility for providing the presidential transport for at least another quarter century.
However, there was a moment nine years ago when it appeared that arch-rival Airbus might be in with a remote chance of snatching the most prestigious VIP airliner order in the world.
While the very idea of an American president flying the Stars and Stripes in a European airliner might have had patriotic US politicians choking on their grits, the USAF in 2007 did ask EADS – as it then was – to submit information on its A380 ahead of a possible competition to design a new Air Force One.
In the end, the Toulouse-based airframer declined to offer the superjumbo, arguing that it would be impractical to set up final assembly in the USA.
Meanwhile, after his surprise victory over Hillary Clinton, it will be the familiar phrase “Welcome on board, Mr President” Trump hears when he first ascends these famous air stairs.
The president-elect is to be the first occupant of the White House with a private jet and global corporation to his name.
But even the ultra-wealthy New York property mogul might feel just a little awed when he takes his seat for the first time in the world’s most famous business aircraft as chief executive of the USA.

Trump’s message echoes one of the first moves made in 2009 by then newly-elected President Barack Obama.
At the time, the US Navy planned to replace a fleet of aging Sikorsky VH-3D with Lockheed Martin/AgustaWestland VH-71s, but costs had soared to $6.1 billion.
Only a month after his inauguration, Obama said the VH-71 acquisition was an “example of the procurement process gone amok”.
The procurement was later cancelled, with the USN finally switching to Lockheed/Sikorsky VH-92As for the so called “Marine One” fleet.

US President-elect Donald Trump says he will lead pricing negotiations with Boeing on a programme to replace two 747-200-derived VC-25As serving as executive transports also known as Air Force One.
“That’s what I’m here for,” Trump said during an interview with NBC on 7 December.
“I’m going to negotiate prices. Planes are too expensive and we’re going to get the prices down. And if we don’t get the prices down we’re not going to order them. We’re going to stay with what we have.”

Il link del post precedente che titolava "Boeing and Trump to talk Air Force One" e nel quale veniva annunciato l' imminente incontro fra il presidente-eletto e la dirigenza di Boeing ..... è in pratica scomparso e si è trasformato in ..... Boeing chief executive Dennis Muilenburg is expected to sit down with president-elect Donald Trump in New York this morning to discuss the Air Force One recapitalisation programme, a Boeing spokesman tells FlightGlobal.
“This is part of the continuing discussions we’re having with the president-elect’s team,” a Boeing spokesperson says.
“We are committed to working with the new president and Congress to provide affordable, capable Boeing products and services to meet our national security needs.”
This morning’s meeting at the president-elect’s transition headquarters at Trump Tower marks the second rendezvous with Boeing, following Trump’s tweet in December alleging the two 747-200-derived VC-25As would cost more than $4 billion.
Trump continued to rail against the recapitalisation programme in a 7 December interview on NBC, saying he would negotiate and drive down the price of the aircraft.
But in that same interview, Trump struck a conciliatory tone toward Muilenburg, who had contacted Trump to discuss the programme.
“I spoke to a very good man yesterday — the head of Boeing. Terrific guy. We’re going to work out,” Trump told NBC.
The press scrums staked out in the lobby of Trump Tower have seen a steady steam of visits by cabinet nominees and executives, including some from the aviation community hoping to strike a deal with the incoming president.
On Friday, Lockheed Martin chief executive Marillyn Hewson met with Trump to talk about the F-35 Joint Strike Fighter.
Once during his campaign and more recently over social media, the president-elect has targeted the programme as an example of wasteful spending.
But Hewson appeared optimistic following the meeting, telling reporters a deal on a new contract would create 1,800 jobs at the F-35 facility in Fort Worth, Texas and more across the US.
“I told him that we are close to a deal on a new contract that reduces the price for the next 90 aircraft significantly,” she said.
“I also had the opportunity to share some of our ideas on how to continue to drive the cost down in the F-35.”
The aircraft are already expected to drop in price as Lockheed ramps up to full-rate production.
The government has also instituted a blueprint for affordability programme, with the aim to drive down the price per aircraft to $85 million by 2019. In 2015, Lockheed had set an $80 million per jet goal by 2019, FlightGlobal previously reported.

Dopo l' incontro .....
The government could decrease the price of Air Force One if the incoming administration decides to lower the aircraft’s requirements, according to top Pentagon procurement official.
On Tuesday, Boeing CEO Dennis Muilenberg met with president-elect Donald Trump to discuss the Air Force One replacement programme.
Muilenberg told reporters Boeing would leverage commercial certification practices to drive down costs.
Boeing made a similar promise to apply commercial practices to the US Air Force's KC-46 tanker programme, which increased the cost of KC-46 development.

A panel of aerospace and defense analysts has proposed ditching the U.S. Air Force’s Boeing 747-8-based Air Force One in favor of the Northrop Grumman B-21 stealth bomber, or a less-costly militarized Boeing 737 fleet.
The group, writing for Wright Williams & Kelly (WWK), a cost management software and consulting company, says in a new report that President Donald Trump’s concerns about the massive cost of modifying two or three end-of-the-line 747-8 commercial airliners into military-grade presidential transports could be significantly reduced by recasting the requirements, which demand four engines and accommodations for an entourage of 70-plus passengers.
By taking into account the safety and reliability of modern twin-engine aircraft, the Air Force would have a wide range of alternatives to study, instead of being limited to the Boeing 747-8 or Airbus A380.

Quel loro Moonshine deve essere proprio bello forte evidentemente.. e ne bevono pure molto.. Un bombardiere stealth come aereo presidenziale...

Piuttosto un C-17 Globemaster modificato, se vogliamo rimanere sul militare..
