A Qatari order for the F-15 Advanced Eagle will introduce a new structural upgrade for the wing that could be offered as a service life extension option for the US Air Force’s F-15Cs and for the fleets of other international customers, a top Boeing manager says.
The government of Qatar awarded Boeing a $6.2 billion contract for 36 F-15QA (Qatari Advanced) fighters in late December that extends the St. Louis-based production line through the end of 2022.

The Israeli Air Force is in the middle of a major effort to adapt its capabilities for the future, oriented to counter its two immediate enemies - Syria, which is backed by the Iranians and Iran itself.
That is leading the service to prioritize an upgrade and expansion of its Boeing F-15 fleet.
Earlier this year, Israel publicly confirmed for the first time that in 2007 it had carried out a strike against a nuclear reactor in Syria, built with North Korea’s help, that could have produced fuel for nuclear weapons.
The attack managed to blind Syrian sensors without that country’s knowledge.
Syria does not have an operational air force that can confront Israel’s, but there is no such mismatch with Iran, located nearly 1,000 mi. away from Israel.
As such, the Israeli Air Force needs very different platforms for each theater - an aircraft that can carry heavy loads of bombs to hit targets across the border and another model that can fly a long distance, deny early-warning sensors and prepare the ground for the heavy-loaders.
Since 2016, Israel has been busy with a deep upgrade of its F-15I (Ra’am).
The Raytheon APG-82(V)1 active, electronically scanned array (AESA) radar had been selected for the program, but replacement of the old APG-70 radar has not yet taken place.
The upgrade also includes structural work and installation of new systems, including a new radar.
The decision to embark on this upgrade program was made two years ago, in spite of the nation’s planned purchase of the Lockheed Martin F-35.
An Israeli source says the air force is looking as far ahead as 40 years.
“The F-15 has a lot of advantages. It can be equipped with Israeli-developed systems, an upgrade that can be performed on the F-35 to a clear limit,” says the source.
Israel regards its F-15 fleet to be the backbone of its attacking capability.
As such, it is considering the purchase of additional F-15s.
The F-15 line will be open at least until 2020 due to the recent Boeing contract with Qatar.
If the air force decides to purchase additional F-15s, it is likely to rely on a U.S. Foreign Military Financing package approved by Washington in 2016.
It begins in 2019 and provides $38 billion over 10 years, up from $31 billion over the last decade.
In a parallel effort, Israel is working hard to regenerate and drastically upgrade some of the nine ex-U.S. Air National Guard F-15Ds that previously served with the 173rd Fighter Wing in Klamath Falls, Oregon.
These aircraft were donated as part of a still active multibillion-dollar aid package to Israel.
Some of these older F-15s will be upgraded, according to sources, “to a very advanced configuration.”
Since the F-15D (Baz) was introduced into service with the Israelis, it has been upgraded continuously, used as a capable multirole fighter for counter-air, ground strike, reconnaissance and especially as command-and-control and networking platforms to support long-range strike missions.
The clear tendency in the Israeli Air Force is to first purchase additional new F-15s and only then consider whether to fulfill the original plan of 75 F-35s.
In November 2016, the Israeli cabinet approved the purchase of another 17 Lockheed Martin F-35s, for a total 50 of the stealth fighters.
Israeli sources say talks continue with the U.S. Defense Department about the potential purchase of 20-25 advanced F-15s.
While details about the exact version of the F-15 under discussion are scarce, sources say it will use a design similar to the F-15 Eagle 2040C purchased by Qatar, with a focus on carrying additional missiles.
The aircraft will carry a special communications pod, allowing it to transfer and receive data to and from other aircraft in a secured format.
The 2040C will be fitted with Raytheon’s AN/APG-63(V)3 AESA radar.
It will also carry a long-range infrared search-and-track system.
This kind of deal could help keep Boeing’s production line open through the mid-2020s, should it lose the U.S. Air Force’s T-X trainer and the U.S. Navy’s MQ-25 carrier-based refueling UAV contracts, says Byron Callan, an analyst for Capital Alpha Partners.
“Navy and Kuwait buys will sustain F/A-18 production to the early 2020s, and Boeing should complete F-15 deliveries to Qatar by late 2022,” Callan writes.
“Boeing has F/A-18 opportunities, but we don’t believe there are high-probability wins in Canada, Belgium, Switzerland, Finland or conceivably Spain. We also do not believe there is high probability of sale of a new upgraded version of the F-15 to the U.S. Air Force

Intanto ..... Boeing ha ottenuto un contratto che prevede lo sviluppo e la produzione del pod IRST 'Legion' destinato agli F-15 .....

Air Force Awards Boeing $208.3 Million Infrared Pod Contract
The Air Force Wednesday announced it had awarded a $208.3 million contract to Boeing for F-15 Legion Pod infrared search and track pods, which are designed to allow pilots to detect and track objects emitting infrared radiation.
However, the systems themselves do not give off radiation, as does radar, which makes them harder to detect.
“The ability to search, find, and track targets in radar-denied environments can be the difference between life and death for F-15 aircrews,” Chris Wedewer, Boeing’s director of F-15 US Government Modernization said in a statement emailed to Air Force Magazine Thursday.
“This leading-edge capability allows the Air Force to stay well ahead of the threat,” he said.
Engineering, manufacturing, development, production, integration, testing, and deployment work on the contract will be performed in St. Louis and Orlando, Fla.
And is expected to be completed by Nov. 30, 2020.

This contract provides for engineering, manufacturing, and development, production, integration, testing and deployment of F-15 Legion Pod IRST pods.
Work will be performed in St. Louis, Missouri; and Orlando, Florida, and is expected to be completed by Nov. 30, 2020.
This award is the result of a sole-source acquisition.
Fiscal 2017 and 2018 research and development funds; fiscal 2018 procurement funds; fiscal 2018 working capital funds; and other types of funds (operations and maintenance, research and development, etc.) in the amount of $154,574,000 are being obligated at the time of award.
Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

The US Air Force (USAF) is requesting funds from Congress for eight Boeing F-15EX fighters instead of more of its favoured aircraft, the Lockheed Martin F-35A Lightning II stealth fighter, in a move aimed at cutting costs.
Over the past year and a half, the Office of the Secretary of Defense and the Joint Chiefs of Staff have come up with the idea as a means to quickly and cheaply replace the USAF’s ageing F-15C fleet, which will be ready for retirement in the 2020s, says a source familiar with discussions around the Pentagon's force planning.

Buying F-15EXs could preserve years of readiness that might otherwise be lost if units transitioned to an all-new airplane, and the fighter could have application to new missions such as a hypersonic missile launch platform, Air Force Director of Strategic Plans and Requirements Maj. Gen. David Krumm told Air Force Magazine Thursday.
These factors weighed against the fact that the F-15EX won’t be able to penetrate enemy air defenses, he said.
In a sidebar following a speech at an AFA Mitchell Institute event, Krumm said “cost of ownership” is one of the pluses in favor of buying new F-15s.
“There’s 80-90 percent commonality” between the F-15C and the F-15EX, Krumm said, adding the new aircraft can use all the aerospace ground equipment now used for the C-model of the Eagle.
“That’s all already in the inventory,” he said, but the similarity of aircraft also means “we’re looking at a transition time of months - less than six months” - to transition units now flying the C-model to EX.

Boeing’s two-seat F-15EX aircraft will be flown with an empty back seat by squadrons now flying single-seat F-15Cs, the U.S. Air Force confirms to 'Aerospace DAILY'.
Although derived from an international version of the two-seat F-15E, the Air Force plans to acquire at least 144 F-15EX aircraft, including 80 over the next five years, to replace an aging fleet of mainly single-seat F-15Cs.
Boeing designed the F-15EX to operate in both the air superiority role of the single-seat F-15C and the fighter-bomber role of the F-15E.
The latter includes a back-seat station for a weapon systems officer to manage the munitions and sensors for land attack while the pilot in the front seat concentrates on flying and air-to-air engagements.
The F-15EX comes with two functional cockpits, but the pilot can manage air-to-air and air-to-ground missions alone in the front seat, the Air Force says.
F-15EX aircraft delivered to squadrons now flying single-seat F-15Cs will not be staffed with an expanded cadre of weapon system officers, which would leave the back seat of the two-seater empty.
“Fighter squadrons that receive the F-15EX are projected to retain their current mission and crew composition,” an Air Force spokeswoman says in response to questions by 'Aerospace DAILY'.
Although the role of former F-15C pilots flying F-15EXs would expand under the current plan, the Air Force does not expect an increase in training costs during or after the transition.
“There should be no need to expand aircrew training requirements,” the spokeswoman says.
Boeing offered the Air Force a single-seat version of the F-15X for the F-15C replacement, which was designated as the F-15CX concept.
The Air Force decided to buy only the two-seat F-15EX, which minimizes nonrecurring engineering costs.
The F-15EX is a straightforward derivative of the F-15QA ordered by the Qatari air force.
It features a lightened wing, but still carries the same load of weapons and sensors as the F-15E.
The F-15EX also includes other upgrades added since the Air Force last ordered the F-15E in 2001, including fly-by-wire flight controls, the Eagle Passive Active Warning Survivability System, the Advanced Display Core Processor II mission computer and a new cockpit with a large format display.

Boeing is preparing to build F-15 fighter planes for the U.S. Air Force at its St. Louis County plant even though the military branch hasn’t bought the jet in over a decade.
The Chicago-based company began ramping up its F-15 production line near St. Louis after the Air Force submitted a nearly $8 billion budget request last month that included eight F-15s next year and 72 in the following four years.
The request came as a surprise to many since the U.S. military has moved toward stealth fighters, such as Lockheed Martin’s F-35, in recent years.
Prat Kumar, Boeing International’s vice president, told the St. Louis Post-Dispatch that the company is investing before Congress approves the budget request so it can respond quickly should the Air Force seek rapid field deployment.

The U.S. Defense Department’s inspector general has concluded that acting Defense Secretary Patrick Shanahan did not seek preferential treatment of Boeing Co, his former employer, while at the Pentagon, a U.S. official told Reuters on Thursday.
The decision potentially opens the door for U.S. President Donald Trump to nominate Shanahan to be the next defence secretary.
Officials close to Shanahan have said they believe one of the main reasons he has not been nominated yet was because of the inspector general’s investigation.
Trump has had numerous opportunities during the past few months to nominate him but has not yet done so.
Shanahan, 56, who spent more than three decades at Boeing, is the longest serving acting defence secretary ever.
He took over at the Pentagon on Jan. 1 after Jim Mattis resigned amid policy differences with Trump.

When the Air Force chief of staff and secretary confirmed that the service’s budget request for Fiscal Year 2020 would include money for F-15EX aircraft, they kicked off a massive debate among airpower strategists and defense planners.
Many arguments against the F-15EX focus on the need to invest in fifth-generation aircraft, specifically highlighting the F-35A, and the advantages of stealth and advanced sensors to counter Russian and Chinese threats.
On the other hand, Air Force and Department of Defense leaders have focused on the need to maintain fighter capacity and keep costs down.
While interesting, the conversation isn’t addressing the deeper problem: the deterioration of the Air Force’s F-15C fleet and potential gaps in fulfilling key air superiority missions.
This should not be a discussion specifically about whether the F-15EX or the F-35A is a better weapon system.
Rather, discussion should focus on how to best meet airpower demands given finite resources and an F-15C fleet well past its service life and in need of considerable investment to continue flying.
The Air Force, Department of Defense, and Congress should not miss the opportunity to utilize the FY20 budget to invest in a solution.
This article outlines the need for dedicated air superiority fighter aircraft and explores four options to sustain this critical capability over the next 20 years.
Ultimately, new aircraft will return on investment by divesting the F-15C.
The proper mix of fourth- and fifth-generation aircraft will provide the most lethal and cost-effective force using the distinct advantages of each while guarding against inherent design weaknesses of either.

The U.S. Air Force may be unable to buy the eight F-15EX planes it plans to purchase in fiscal 2020 unless it submits a series of program details to Congress, according to provisions in proposed legislation.
A draft version of the House Armed Services Committee’s defense authorization bill would permit the Air Force to procure two F-15EX prototypes in FY20.
HASC staffers who spoke with reporters Monday would not confirm whether the committee had authorized the purchase of all eight fighter jets requested by the service.
However, the bill proposal states that the remaining FY20 funding for the program will only be obligated after the Air Force submits details such as:

The Air Force has launched the process of buying new F-15EX fighters with dual pre-solicitation notices from the Life Cycle Management Center at Wright-Patterson AFB, Ohio.
The notices, dated Jan. 28, announce USAF’s intention to purchase F-15EX jets from Boeing and F110-129 engines from General Electric Aviation, with both companies as sole source suppliers.
The indefinite delivery/indefinite quantity contracts are labeled as a “refresh to the F-15C/D fleet” as well as to “augment” the F-15C/D fleet with new airplanes.
A contract is anticipated in May.

Boeing has conducted a 90min first flight with Qatar’s lead F-15QA fighter, describing the model as “the most advanced version(*) of the twin-engined type ever manufactured.
The Qatar Emiri Air Force will receive 36 F-15QAs from next year under a $6.2 billion contract awarded in 2017.
Boeing also is to provide training for aircrew and maintenance personnel under a separate deal signed last year.

F-15J ... Accordo fra Boeing e Mitsubishi Heavy Industries per trasformare il velivolo in un "Super Interceptor" ...
Boeing and Mitsubishi Heavy Industries (MHI) recently signed a Direct Commercial Sale agreement to support upgrades to Japan’s F-15J fleet.
The contract is part of a larger $4.5 billion modernization program, announced by the U.S. Government in October 2019 (*).
The upgrades will introduce state-of-the-art electronic warfare and weapons.
An all-new advanced cockpit system, running on the world’s most advanced mission computer, will deliver pilots enhanced situational awareness.
Under the agreement, Boeing will provide MHI with retrofit drawings, ground support equipment and technical publications for the upgrade of the first two F-15J aircraft to the Japan Super Interceptor configuration.

Gli F-15EX potrebbero diventare, in futuro, molti di più rispetto al numero sino ad ora preventivato ...
The Air Force may replace its 218 F-15Es with F-15EXs, which could expand the new program to over 400 aircraft, according to service documents justifying the sole-source contract to Boeing.
The Air Force also claims buying the F-15EX will save some $3 billion in military construction and support costs versus buying more advanced F-35s.

The Oregon Air National Guard received news Friday from the Secretary of the Air Force regarding the Air Force’s plans to replace the Oregon Air National Guard’s aging F-15C/D Eagles at both Oregon wings with the newly updated F-15EX model.
Kingsley Field, Oregon in Klamath Falls, is scheduled to transition to the Air Force’s first F-15EX formal training mission beginning in 2022, and the Portland Air National Guard Base is scheduled to become the first operational F-15EX squadron in 2023.
The F-15C/D legacy platform is more than 40 years old and nearing the end of its service life.
Whereas, the F-15EX, with a 20,000-hour airframe life, guarantees the long-term viability and extension of the mission of the Oregon Air National Guard for many years to come.
“This announcement gives all of our Airmen who work to fly, maintain and support the F-15, a great sense of purpose moving forward,” stated Maj. Gen. Mike Stencel, the Adjutant General, Oregon National Guard.

Ripensamento o precisazione?
The Air Force doesn’t have to buy all 144 Boeing F-15EX aircraft covered by last month’s major contract award and can terminate the program simply by not ordering any more of the jets, according to Air Force Materiel Command.
In response to a series of email queries from Air Force Magazine about whether USAF has any off ramps to buying 144 F-15EXs over the next 15 years - especially given that the service is also buying fifth-generation F-35s and will soon start buying the even more advanced Next-Generation Air Dominance airplane - AFMC noted that the nearly $23 billion contract awarded to Boeing is of the “indefinite delivery/indefinite quantity” type.
It said USAF has not entered into an agreement to buy all the planes the contract could potentially cover.
The $1.2 billion actually spent in the July 13 contract covers just the first eight test aircraft and development.

GE Aviation has delivered its first F110-GE-129 engines for the United States Air Force’s F-15EX advanced fighter.
In June, the Air Force Life Cycle Management Center (AFLCM) awarded GE Aviation a Lot 1 contract to produce 19 F110-GE-129 engines, including installs and spares and modernized engine monitoring system computers for the F-15EX.
“GE’s F110 production line is fully operational and ready to serve the F-15EX program in support of the National Defense Strategy,” said Shawn Warren, GE Aviation’s vice president and general manager of large combat and mobility engines.

F-15EX ... primo volo ...
The new Boeing F-15EX fighter jet completed its first flight today, paving the way for the early delivery of the first two jets to the U.S. Air Force later this quarter.
The jet took off and landed from St. Louis Lambert International Airport, completing a 90-minute test flight before returning to the airport.
Boeing F-15 Chief Test Pilot Matt Giese checked out the multirole jet’s avionics, advanced systems and software.
A test team monitoring the data collected during the flight in real time confirmed that the aircraft performed as planned.

The 85th Test and Evaluation Squadron successfully flew an F-15E Strike Eagle carrying six JDAMs on a single side of the aircraft on Feb 22, 2021, showcasing a proof of concept for Agile Combat Employment, known as “ACE.”
“Currently the F-15E is authorized to carry a max of nine JDAMs, but the success of this test expands that to 15 JDAMs,” said Maj. Andrew Swanson, F-15E Weapons System Officer, 85th TES.
“Strike Eagle can now carry enough JDAMs for an active combat mission, land at a remote location, and reload itself and/or another aircraft – such as an F-35 or F-22 – for additional combat sorties,” said Lt. Col. Jacob Lindaman, commander, 85th TES.

The Air Force’s newest fighter jet has a name: F-15EX Eagle II.
The service unveiled the name of the jet during an April 7 ceremony at Eglin Air Force Base, Fla.
The Air National Guard will be the first to receive the new jet operationally.
ANG Director Lt. Gen. Michael A. Loh said during the ceremony the F-15EX’s improvements will be key to its mission of homeland defense.
“The Air National Guard flies 93 percent of homeland defense missions, and along with the F-35A, the F-15EX will help ensure that legacy for many decades to come,” he said.

Non a tutti piace la designazione assegnata all'ultima versione dello F-15 ...
The Air Force could have chosen a better derivative of “Eagle,” just as the multi-role version of the F-15, the F-15E, was named “Strike Eagle.”
But if we want to stick with the “Eagle” name, which is fair, our options are limited.
“Bald Eagle” is the national bird, but the inclusion of “bald” in the name of a fighter jet ... isn’t a great mix.
“Miracle Eagle,” meanwhile, sounds like a brand of mayonnaise made with eagle eggs.
The Air Force already used “Golden Eagle” in the 2010s to upgrade F-15Cs.
And the “Harpy Eagle” is a terrifying bird, though it is native to Central and South America.
So how about “Super Eagle?”
That would have been great and a superior alternative to the Eagle II.
The F-15EX is undeniably a “super” version of the F-15, and “Super” is also used in Superman, Super Bowl, and Super Burritos.
It’s simple, it’s easy, it gets the point across, and it has lots of positive connections across popular culture.
Would a kid excitedly shout, “I want to fly the Super Eagle!”?
Yes, yes, I think she would.
