It could take until the end of the year to fully cut Turkey out of the F-35 program, Pentagon acquisition and sustainment chief Ellen Lord said Jan. 14.
“The majority of our supply chain will be out of Turkey by March,” Lord told defense reporters in Washington, D.C.
However, Lockheed Martin and Pratt & Whitney, the airframe and engine maker of the F-35, respectively, have “contracts that may carry out to the end of the year” with Turkey, Lord said.
She added only that the Pentagon is managing the “unwinding” of that country’s involvement in the program “to minimize impact to production.”
There’s been no discussion with Ankara about the disposition of four F-35s owned by Turkey that are in the US, of which Lord herself has said will not be delivered to Turkish soil.

The Lockheed Martin F-35 has demonstrated a capability to downlink targeting data about multiple “air-breathing threats” to ground forces.
The work took place at White Sands Missile Range in December 2019, according to Lockheed Martin (*).
A pair of US Air Force F-35s were integrated with the US Army’s Integrated Air and Missile Defense Battle Command System (IBCS), with the fighters “providing an airborne sensor capability to successfully detect, track and intercept near simultaneous air-breathing threats.”

La RAAF potenzia l'addestramento in patria ...
The Royal Australian Air Force (RAAF) has shifted a substantial amount of training for the Lockheed Martin F-35A to Australia, while still retaining a training presence in the USA.
The focus of RAAF F-35 training has been moved to RAAF Williamtown, where work has been undertaken to develop a full training ecosystem under the country’s Air 6000 2A/B New Air Combat Capability Facilities Project.
“All facilities required to support training at RAAF Williamtown have been completed,” says Australia’s Department of Defence (DoD).
”This includes the installation of maintenance training devices, and the full suite of maintenance training is now undertaken in the new facilities.”

In 2019, the airframe manufacturer delivered 134 examples of the F-35.

Un nuovo problema ...
Hundreds of F-35s could have the wrong fasteners in “critical areas,” according to the Defense Contract Management Agency.
But F-35 builder Lockheed Martin says the problem may not need to be fixed.
“All aircraft produced prior to discovery of this [problem] have titanium fasteners incorrectly installed in locations where the design calls for Inconel,” the F-35 Joint Program Office said in an email in response to a query from Air Force Magazine.
“Because of this, the engineering safety analysis of the issue has assumed that each critical F-35 joint was assembled with the incorrect fasteners.”
Inconel is an alloy of nickel and chromium, and is supposed to be used in places where greater strength and corrosion resistance are required, while the titanium bolts are used in areas where its strength and lightness helps reduce weight.
Titanium, however, has a lower shear strength than Inconel.
Both fasteners are called “eddie bolts” and are similar in appearance except for a number stamped on them.
The titanium bolts cost about $5 apiece, while the Inconel parts cost about $20 each.
A Lockheed spokeswoman said the two parts are “very difficult to distinguish, visually.”

That’s the conclusion of the latest scathing assessment of the stealth fighter from the Annual Report for the US Department of Defense’s (DoD) Office of the Director of Operational Test & Evaluation (DOT&E), released to the US Congress on 30 January (*).

La Turchia è stata, a suo tempo, estromessa dal programma JSF ... ma la cosa non è esente da ripercussioni ...
The Lockheed Martin F-35 Lightning II’s profitability could suffer due to the programme losing access to less expensive parts suppliers in Turkey.
Ankara was booted from the Joint Strike Fighter programme in July 2019 after the country decided to buy the Russian-made Almaz-Antey S-400 Triumf surface-to-air missile battery.
That weapon system is advertised as being anti-stealth, a capability the US Department of Defense takes seriously and wants the F-35 to avoid.
Removing Turkey from the supply chain of the F-35 has consequences, however.
As the only developing country in the Joint Strike Fighter programme, Turkey’s lower cost labour was relied upon to bring the cost of the fighter down.

Ricadute di un'epidemia ...
Ellen Lord, the undersecretary of defense for acquisition and sustainment, told reporters that “just this morning” she learned that workers for Lockheed Martin in Italy had been directed to work from home over concerns with the virus.
In addition, Lockheed is restricting travel to the Italian facility under state department embassy travel alert guidance.
The Pratt and Whitney engine team in Cameri have been directed to telework as well.
Italy this morning announced plans to shut down all schools and universities for the next two weeks in order to halt the spread of the disease, also known as COVID-19.

The completion of initial operational test and evaluation on the F-35, which will coincide with the declaration of full-rate production, may slip slightly further, Program Executive Officer Lt. Gen. Eric Fick reported March 4.
Speaking at a McAleese and Associates conference in Washington, Fick said testing of the F-35 in the Joint Simulation Environment will occur in the “late summer/early fall timeframe,” with completion in October.
Finishing that, along with “four open air trials” and four weapon tests means the end of IOT&E will probably nudge beyond the end of the year, which was the target, he said, and will now likely happen in the “December/January” timeframe.
The IOT&E declaration was planned for December 2019.

Lockheed Martin has made several improvements to the F-35’s Autonomic Logistics Information System (ALIS), but the technology remains plagued by about 4,700 deficiencies.
A new Government Accountability Office (GAO) (*) review of ALIS, the F-35’s ground-based software support system, outlines the scope of problems still affecting the technology, which has long been plagued by issues.
The report says 66% of outstanding deficiencies came to light in the last two years, and 22% are “Category 1’ or “Category 2” problems.

The F-35 final assembly and check out plant in Cameri, Italy, will reopen Wednesday after a two day temporary shutdown meant to help prevent coronavirus.
According to a source with knowledge of the program, the Cameri-based facility was closed on March 16 and 17 for “deep cleaning and sanitation" as a precautionary move to prevent the spread of the novel strain of coronavirus — also known as COVID-19 — that has propagated worldwide.
The plant is run by Italian defense conglomerate Leonardo.
Defense One was first to publish news about the shutdown, which was confirmed by Defense News.

‘Safe For Flight’ ...
Marine Fighter Attack Squadron 314 - the first Marine Corps unit to fly the F-35C carrier-borne version of the Lockheed Martin Lightning II - received its Safe-For-Flight Operations Certificate (SFFOC) at MCAS Miramar, California, on March 20.
The award of the SFFOC signifies that the “Black Knights” of VMFA-314 are authorized to continue their operations independently, without the oversight of the U.S. Navy’s Fleet Replacement (training) squadron, VFA-125 “Rough Raiders,” with whom the Black Knights had been training at NAS Lemoore, California, since September 2019.
Receipt of the SFFOC verifies that the squadron is manned with qualified personnel who can implement maintenance and safety programs while the squadron works up toward combat readiness.

La Edwards AFB chiude parzialmente i battenti a scopo precauzionale ... cosa che rallenta temporaneamente il lavoro di messa a punto dello F-35 ...
F-35 tests necessary to complete the jet’s operational test phase have been temporarily paused as Edwards Air Force Base in California shuts down to help slow the spread of coronavirus.
On Friday, Edwards AFB shut its gates to all except mission essential personnel and residents.
Flight testing at the installation has been suspended, and tests of the F-35’s Joint Simulation Environment have been been slowed as a result.

The manufacturer is not yet sure exactly how much its deliveries will decrease, but is assessing likely outcomes, it says in an earnings call on 21 April.
Lockheed Martin lowered the upper end of its aeronautics unit’s annual revenue projection by about 2% to $24.6 billion.
The company’s annual profit projection fell about 1% to $2.67 billion.
The F-35 is the largest revenue-generating business line within the aeronautics unit.

Northrop Grumman will test a system that will allow fourth- and fifth-generation fighters to talk to each other, as well as “attritable” aircraft, during the next iteration of the Advanced Battle Management System experiment.
The F-22 and F-35 were designed with stealthy communications gear that allowed them to talk to others of their own fleet, but made them incompatible with each other.
The Air Force has put several interim communications steps in place to allow them to talk with one another, as well as fourth-gen types.
The system, being developed under a contract let last October by the Air Force Life Cycle Management Center C3I & Networks Directorate - Northrop would not discuss its terms - is a “modular, open-architecture gateway” that uses both voice and data to allow the aircraft to communicate, the company said in a May 1 press release (*).

Il GAO punta ancora il dito su ritardi ed aumento dei costi ...
The Lockheed Martin F-35 Lightning II’s modernisation is two years behind schedule and its cost has risen by $1.5 billion.
The Block 4 upgrade - a modernisation of the relatively new stealth fighter’s software and hardware - was initially to be delivered by 2024, but now will not be handed over until 2026, according to a report released by the Government Accountability Office (GAO) on 12 May (*).
Problems with the programme also pushed up the cost on the modernisation effort to an estimated $12.1 billion, says GAO.
What’s more, the government agency says that estimate doesn’t fully account for the total cost of the initiative as the Department of Defense (DoD) has excluded spending prior to 2018 and projected spending after 2024 in its count.
“Ultimately, without a complete understanding of Block 4 costs, the programme could face additional cost growth, which will be hard to track without a complete cost baseline,” says the agency.
“The lack of a complete cost baseline hinders insight and oversight into the programme’s costs, plans, and progress to date and going forward.”
In response, the F-35 Joint Program Office says it plans to start including Block 4’s total costs in future accounting.
