Quota 80% ...

La Marina USA esulta per il risultato raggiunto ... anche se evita di citare gli F-35C ... forse perché il numero dei velivoli di tale tipo che ha, al momento, in dotazione è ancora piuttosto basso ai fini di una corretta valutazione ...
The Navy has exceeded the Defense Department’s requirement of having 80 percent of operational Super Hornets and Growlers mission capable and has met the stretch goal it set for itself, the service announced on Wednesday.
With rates hovering in the 40- and 50-percent range, then-Defense Secretary James Mattis one year ago ordered all the services to focus their time and money on improving readiness.
“We must focus on meeting our most critical priorities first. These include achieving a minimum of 80 percent mission capability rates for our FY 2019 Navy and Air Force F-35, F-22, F-16 and F-18 inventories — assets that form the backbone of our tactical airpower — and reducing these platforms operating and maintenance costs every year, starting in FY 2019,” he wrote in a Sept. 17, 2018, memo.
Since then, the Navy’s current F-18 force – the F/A-18E/F Super Hornet and EA-18G Growler – have steadily achieved higher mission capable rates.
The force has neared or temporarily hit the 80-percent mark a few times in recent months, sources have told USNI News throughout the year.
In recent weeks the service has consistently sustained those levels – which equates to about 320 Super Hornets, a number calculated based on the Primary Mission Aircraft Inventory, or those planes assigned to deployable units that would go to combat if called upon, and does not include aircraft that perform training, testing and other missions.

Italian F-35s In Iceland For First NATO Deployment ...

Graham Warwick - Aerospace Daily & Defense Report (AW&ST) - Sep. 26, 2019

Italy has become the first F-35 operator to deploy the fifth-generation fighter on a NATO mission, sending the aircraft to perform air policing in Iceland.
Six Italian F-35s touched down at Keflavik airfield on Sept. 25 for the temporary deployment.
Unlike the Baltic Air Policing mission, which is supported year-round by NATO air forces, the Icelandic mission usually lasts several weeks and occurs three-four times each year.
The F-35s are due to make Iceland their home for three weeks.
According to NATO’s Air Command, the deployment by Italy is the country’s fifth detachment to Iceland and the second this year; Rome previously provided Eurofighter Typhoons for the mission.
“The Italian Air Force detachment is scheduled to work with the controllers at the Combined Air Operations Center in Uedem, Germany, and the Control and Reporting Center at Keflavik, Iceland,” NATO Air Command officials said.
No details of the deployment had been released by the Italian air force or defense ministry at the time of writing (*).
The deployment was supported by one of Italy’s Boeing KC-767 tanker aircraft, a C-130J airlifter, and a P-72 maritime patrol derivative of the ATR-72 providing cover in the event of an ejection over water.
The F-35s will perform a series of familiarization flights to achieve certification for the mission.
Italy declared its F-35s operational last November, becoming the fourth air arm to do so after the U.S. Marine Corps, the U.S. Air Force and the Israeli Air Force.
Iceland does not have an air force, and the U.S. stopped basing fighters on the island in 2006, prompting the government in Reykjavik to request occasional fighter deployments starting in 2008.
NATO describes the mission as a “peacetime preparedness mission,” helping the country to “stay prepared, to monitor and to manage its airspace in peacetime.”
The UK Royal Air Force will deploy Typhoons to the island later this year.

Nuovi problemi ... nuovi ritardi ... #-o
The F-35 Joint Strike Fighter will not complete its already-delayed formal operational test phase this fall because of a setback in the testing process, according to a source close to the program.
While the F-35 Initial Operational Test and Evaluation (IOT&E) was supposed to be complete by late summer, a source with knowledge of its development said the testing is still incomplete due to an unfinished phase known as the Joint Simulation Environment.
The JSE simulations project characteristics such as weather, geography and range, allowing test pilots to prove the aircraft's "full capabilities against the full range of required threats and scenarios," according to a 2015 Director, Operational Test & Evaluation (DOT&E) report.

Nonostante tutto ...
Despite the drawn-out, public fight over Turkey’s purchase of the Russian-made S-400 missile system and its subsequent expulsion from the F-35 program, the military relationship between Washington and Ankara “remains productive,” the head of the US military in Europe said Oct. 3.
Air Force Gen. Tod Wolters, commander of US European Command and NATO Supreme Allied Commander Europe, told reporters at a Pentagon briefing that “small” disagreements such as the S-400 fight are akin to inconvenient rain.
“We have to wake up every morning and get to work in the rain,” he said, adding that the countries are “putting one foot in front of the other to march forward.”

Altri nove F-35 per l' Olanda ...
The Dutch government on Tuesday announced plans to purchase nine more of Lockheed Martin's F-35 jets, a move that would bring the country's inventory to 46.
The envisioned €1 billion acquisition will “lay the foundation” for a third F-35 squadron in the Dutch air force, a plan that government officials first floated in late 2018, according to a statement posted on the defense ministry website.
The additional aircraft are expected contribute to the air force's objective of having four jets available for NATO missions while also performing homeland defense operations and accounting for training requirements and maintenance downtime.

... e, per quanto concerne il futuro acquisto, non sembra vi sia timore che si possa andare incontro a problemi a livello politico ...
Dick Zandee, a defense analyst at the Clingendael think tank in The Hague, told Defense News the announced acquisition of nine more F-35s enjoys “broad support” in the Dutch parliament.

Produzione a pieno ritmo ... in vista un ulteriore, lungo ritardo ...
The Pentagon’s decision to start full-rate production of the multinational F-35 fighter may be delayed from December to as late as January 2021, due to difficulties with integrating the jet into the Defense Department’s virtual wargaming system, Under Secretary of Defense for Acquisition and Sustainment Ellen Lord said Oct. 18.
--- --- ---
She acknowledged that the F-35 won’t finish its operational test and evaluation by the end of 2019, which is the final step needed to clear the way for greater production numbers.
“I will not be making that decision in December,” Lord said of full-rate production approval.
When asked if that call may not come until January 2021, she answered, “Potentially, yes.”
“We … just had signed out of the [Joint Program Office] earlier this week a program deviation report” of a “schedule threshold breach in the Milestone C full-rate production decision of up to 13 months,” Lord said.
She attributed the delay to slow progress adding the F-35 into the Joint Simulation Environment, a critical part of the fighter’s fielding process.

Si avvicina l'annuncio della prossima assegnazione di un contratto plurimiliardario riguardante i lotti 12, 13 e 14 ...
The $34 billion contract covering production Lots 12-14 of the F-35 fighter - encompassing some 478 aircraft - should be announced in the next two weeks, Lockheed Martin officials reported in a quarterly earnings call Oct. 22.
“We’re now going through some housekeeping on the ‘block buy’ and hopefully we have that definitized in the next week or two,” said Kenneth Possenriede, Lockheed’s executive vice president and chief financial officer.
Non-US partners are combining their purchases across several years in a “block buy” to raise production rates in order to achieve volume efficiencies and lower costs.
The US cannot participate in what the Pentagon terms a “multi-year” buy, however, until the program is in full-rate production, which cannot start until operational test and evaluation is complete.
Pentagon acquisition chief Ellen Lord said last week that the F-35 likely won’t enter full-rate production by the end of 2019 as planned because of difficulty integrating the jet into Pentagon the Joint Simulation Environment, which is used to game out how many weapons systems are needed for various conflict scenarios.
Operational Test and Evaluation otherwise is proceeding well, Lord said.
The delay means full-rate production could be held up by a year, she acknowledged.
Lockheed’s Possenriede said the company is pleased with the program.
“We feel good with the deals we’re getting with the customer,” he said.
“We think they’re fair and reasonable; they’re balanced.”

Un commento in merito ... nel quale viene citato il miglioramento (non ancora definitivo) della percentuale di operatività ...
The unit cost of the F-35A fighter will fall below $80 million a copy under an omnibus $34 billion Lot 12-14 multinational contract with Lockheed Martin, the Pentagon announced.
Pentagon acquisition boss Ellen Lord said Oct. 29 that while the F-35’s readiness has reached record levels, but that she still doesn’t expect it will exit development for at least another year.
--- --- ---
Meanwhile, the average readiness of combat-coded F-35 unit mission capability has leapt from 55 percent a year ago to 73 percent in September, Lord said.
“While we are making progress, we are not where we need to be,” she noted, acknowledging that the F-35 missed its readiness goal of 80 percent by the end of fiscal year 2019 as set by former Defense Secretary Jim Mattis.
The substantial increase in mission capability rates, though, is a sign that efforts by the Joint Program Office and Lord’s own acquisition and sustainment organization are paying off, and industry has pledged to “accelerating improvements in sustainment,” she said.
The key factors in the readiness gains include a focus on “accelerating our depot repair capability” for spare parts - making more parts available - and fleet modifications to more recent and sustainable configurations, Lord noted.
There is also a continuing focus on “improved functionality” of the Autonomic Logistics Information System.

Crash trucks at the Royal Netherlands Air Force's Leeuwarden Air Base were supposed to provide a water cannon salute to mark the arrival of the country's first operational F-35A Joint Strike Fighter to be based in the country, but covered it in firefighting foam by accident instead.
The base firefighters had reportedly responded to an actual emergency involving an F-16 Viper fighter jet earlier and forgot to switch back to shooting regular water for the ceremony.
The F-35A arrived at Leeuwarden at around 3:30 PM local time and landed after flying a lap around the base, according to an official press release.
The jet had flown from the final assembly and checkout (FACO) facility in Italy, where Leonardo had assembled it under license from the primary manufacturer Lockheed Martin.

Nuovo problema ... superato in tempi brevi ...
Deliveries of the F-35 fighter were halted for two weeks in November after Lockheed Martin discovered a mix up with fasteners used on the aircraft, but the Pentagon has resumed accepting aircraft after an analysis of flight safety issues, Pentagon acquisition chief Ellen Lord said Dec. 10.
Lord, at a press conference discussing her office’s 2019 accomplishments, said the Defense Contract Management Agency was notified on Nov. 12 that there had been “co-mingling” of Titanium and Inconel fasteners on the F-35 production line, and deliveries were halted.
However, after a quick analysis, the Pentagon and Lockheed Martin determined the jets with potentially incorrect fasteners were “safe to fly, so on 27 November, we resumed accepting aircraft,” Lord said.

Hill AFB ... un 'elephant walk' da record ...
The Air Force’s F-35 operating base on Jan. 6 conducted a massive elephant walk, launching 52 jets in a row.
The Active Duty 388th and Reserve 419th Fighter Wings conducted the Combat Power Exercise to demonstrate “their ability to employ a large force of F-35As” and test the wing’s readiness for personnel accountability, aircraft generation, ground operations, flight operations, and combat capability, according to a Hill statement.
The exercise had been planned for months, the base said.
