Boeing’s second functional KC-46A has joined the fledgling Pegasus fleet as the US Air Force's next-generation tanker programme advances toward a production decision by the Pentagon in April or May.
The fourth engineering and manufacturing development (EMD) aircraft took flight from Boeing’s Paine Field in Washington state on 2 March and landed a while later at Boeing Field in Seattle.

The 931st Air Refueling Group at McConnell AFB, Kan., was designated the 931st Air Refueling Wing on March 5, bringing in more than 400 new personnel to the base, according to a base release .....

The Wing designation establishes the 931st Operations Group, the 931st Maintenance Group, and the 931st Force Support Squadron, along with the creation of the 905th and 924th Refueling Squadrons.
“The designation as a wing is a testament to the excellence of our Reserve airmen, both past and present,” said Col. Mark Larson, 931st ARG commander.
McConnell also will serve as the first Active Duty-led KC-46A base.

Una procedura abbastanza insolita ..... per le prime consegne .....
The Air Force is on track to receive the required 18 KC-46A tankers and to meet initial operational capability in August of 2017, despite some testing delays, USAF Vice Chief Gen. David Goldfein said Tuesday.
Normally, aircraft would be produced and introduced into the force one by one, but in this case the Air Force will get “a number of aircraft all at once,” .....

An issue that prevented Boeing’s KC-46 tanker from transferring fuel to a US Air Force C-17 during a recent test could delay the start of production of the new aircraft, according to the Air Force.
During a recent test of the tanker’s refueling boom, higher than expected axial loads prevented the transfer of fuel of a C-17 transport plane, service spokesman Daryl Mayer said April 1.
The boom, a rigid, telescoping tube that an operator on the tanker extends to and inserts into a receptacle on the receiving aircraft, is used to refuel most Air Force aircraft.
Boeing has a “good understanding” of the problem and is working to identify a fix, Mayer said.
However, the Air Force does not yet know the schedule impact to a planned “Milestone C” decision to formally approve production of the new tanker in May, he said.

Boeing’s grand plan to deliver 18 operational KC-46 Pegasus tankers in six months instead of fourteen has been labelled “optimistic” in a new report by the US Government Accountability Office (GAO).
Setbacks encountered during testing in 2014 and 2015 have already delayed the US government’s KC-46 low-rate production decision by nine months from August 2015 to May 2016.
Now, the GAO reports that the five-month operational testing phase, which was due to begin in April, will now start in May 2017.
“Boeing will not be able to complete development activities until June 2018, five months later than required,” the congressional watchdog states in its annual appraisal of the KC-46 programme.

The fourth and final aircraft of Boeing's KC-46A flight-test program made its first flight on April 25.
The EMD-3 aircraft, a baseline Boeing 767-2C “provisioned freighter” without an aerial refueling system installed, flew for one hour and 40 minutes and reached a maximum altitude of 39,000 feet before landing at Boeing Field, south of Seattle.
Boeing has built four test aircraft under an engineering and manufacturing development (EMD) contract the U.S. Air Force awarded the company in February 2011.
Two of the aircraft are configured as 767-2Cs and two as KC-46 tankers.
Ultimately, both 767-2Cs will become KC-46 tankers.

Boeing has taken another financial hit from its 767-based KC-46A Pegasus tanker programme, with the company reporting a $243 million pre-tax charge for cost overruns on the US Air Force project.
The company celebrated the launch of its fourth and final test model this week and can expect to deliver 179 KC-46A to the US Air Force through 2027, but this latest charge – which many analysts had been predicting – brings the total amount Boeing has paid for tanker-related cost overruns to $1.5 billion.

​The Air Force’s next generation tanker flew at night for the first time this week, Boeing announced in a tweet Monday.
The jet, EMD-4, took off the evening of April 30 from Boeing Field, south of Seattle, and flew a three-hour flight to test the jet's night exterior lighting, Boeing spokesman Charles Ramey said.
The Air Force now has all four test aircraft for the KC-46 program, but it’s still relying on the aircraft it will replace for flight tests.
The new tankers have successfully conducted refueling tests, but are not yet cleared to refuel, so KC-135 Stratotankers fly alongside the test aircraft to refuel receiver and chase aircraft, according to an Air Mobility Command release.
While chase aircraft approach the KC-46’s boom to test wake turbulence, the KC-135 is on standby to refuel both aircraft.
“When we weren’t flying, we were on cockpit alert status as a backup,” Maj. Jason Barry, 350th Air Refueling Squadron instructor evaluator pilot, said in the release.
“We watched all the testing that was done while in formation, listening on the radio to directives and refueling both aircraft as they needed it.”

The US Air Force has delayed a full-rate production decision for the KC-46A Pegasus until August and deliveries to the first operational unit will come about three to six months late, and even then will lack one critical system for at least another 12 months.
The announcement on 27 May on the eve of a USA federal holiday confirms months of findings by operational testers and government auditors that the five-year-old KC-46A development programme was unlikely to stay on original schedule, despite repeated vows by USAF and Boeing officials to the contrary.

L' USAF sta ancora facendo i conti .....
The Air Force is still determining what penalties to impose on Boeing for the latest hitch in delivering the KC-46, a major slip that effectively delays the service’s fielding of the new tanker by over a year.
The Air Force’s contract with Boeing for the KC-46 does not contain any pre-defined penalties for schedule delays, service spokesman Maj. Rob Leese said Thursday.
But he acknowledged that Boeing's inability to deliver 18 certified tankers to the Air Force as planned by August 2017 represents a “contract schedule breach.”

Boeing says it has figured out how to fix the refueling boom on its brand-new Air Force KC-46 tanker.
Next month, the company plans to test a new piece of hardware meant to remedy a design problem that has prevented the tanker from refueling C-17 cargo planes.
“We will be flying the aircraft [with the modified boom] in the July timeframe,” Leanne Caret, president and CEO of Boeing’s defense unit, said Wednesday at the Deutsche Bank Global Industrials and Materials Summit.

Trattative in corso .....
​The Air Force and Boeing are negotiating “in kind” compensation to USAF due to Boeing’s inability to deliver 18 KC-46 tankers by the contract deadline of August 2017, sources reported Monday.
That compensation could come in the form of no-cost service life extensions to KC-135 tankers, which will have to serve longer than expected because of the schedule slip, or discounted contractor logistics support, parts, or other accommodations.

Un passo avanti ?
The KC-46A Pegasus tanker has successfully refueled an F-16 and C-17, an important step as Boeing attempts to fix an issue with the refueling boom that earlier this year caused a major program delay.
Two sources with knowledge of the situation tell Defense News that the reworked boom was able to refuel both aircraft. The US Air Force is expected to announce the news Wednesday afternoon

Giorni fa è stata la volta del Warthog .....
Boeing’s KC-46 tanker successfully refueled a Fairchild Republic A-10 last week, allowing the company to move toward low-rate initial production as early as next month, the US Air Force announced on 19 July.
The 15 July A-10 refueling marked the last of six demonstrations the KC-46 programme needed to fulfill before requesting approval from the Pentagon’s top acquisition official, Frank Kendall, to award production Lots 1 and 2.
During the 4h flight test, the tanker offloaded 680kg (1,500lb) of fuel to the A-10 at 15,000ft.

Boeing will take a $393 million hit on the KC-46 tanker program, in part due to an issue with the refueling boom that caused the delay of a major program milestone, the company said Thursday.
The charge was expected but bad news for a company that has already racked up $1.5 billion in cost overruns.
The $393 million after-tax-charge, which will be formally announced July 27 during an earnings call, will bring the total value of penalties to almost $1.9 billion.
Under the current fixed-price contract, Boeing is responsible for eating any expenses above the $4.9 billion allotted by the Air Force to develop the aircraft.

LRIP ..... decisione in vista .....
The KC-46 tanker program is heading toward a production decision later this August, during which Pentagon officials will determine whether to move forward with low-rate initial production of the Air Force’s newest refueling tanker, the service’s top civilian said Wednesday.
“The key meeting for that is going to happen later on this month,” Air Force Secretary Deborah Lee James said during a briefing to reporters.
“We believe that the aircraft has met all of the wickets that are required to meet milestone C, but of course that remains to be seen, so I’ll say stay tuned on that.”

The KC-46A Pegasus program received Milestone C approval from Frank Kendall, the under secretary of defense for acquisition, technology and logistics, signaling the aircraft is ready to enter into production.
Work is now underway to award the first two low rate initial production lots within the next 30 days.
"I commend the team for diligently working through some difficult technical challenges," said Air Force Secretary Deborah Lee James.
"The KC-46 program has made significant strides in moving the Air Force toward the modernization needed in our strategic tanker fleet."

The Air Force awarded Boeing a $2.8 billion contract to begin low-rate initial production Lots 1 and 2 for the KC-46A tanker programme.
On 12 August, the Pentagon’s top acquisition official cleared the KC-46A for Milestone C, which allows the programme to move into initial production for delivery to operational squadrons.
The recent contract directs funding for seven LRIP aircraft, two spare engines and five wing refueling pod kits in Lot 1.
Lot 2 will include 12 LRIP aircraft, two LRIP spare engines and five LRIP wing refueling pod kits.

The Boeing Co., Seattle, Washington, has been awarded a $2,814,816,489 contract action modification (P00099) to previously awarded contract FA8625-11-C-6600 for the acquisition of low-rate initial production (LRIP) aircraft Lots 1 and 2.
As authorized by the KC-46 Milestone C acquisition decision memorandum dated Aug. 12, 2016, this contract modification obligates funding for pre-priced options for seven Lot 1 LRIP aircraft, two Lot 1 LRIP spare engines, and five Lot 1 LRIP wing refueling pod kits.
It further obligates funding for pre-priced options for 12 Lot 2 LRIP aircraft, two Lot 2 LRIP spare engines, and five Lot 2 LRIP wing refueling pod kits.
Work will be performed at Seattle, Washington, and is expected to be complete by Aug. 24, 2018.
Fiscal 2015 and 2016 aircraft procurement funds in the amount of $2,814,816,489 are being obligated at time of award.
The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

E Boeing brevetta una soluzione ..... anzi ..... due .....
A recent patent application reveals one issue Boeing overcame to develop KC-46A Pegasus tanker’s wing aerial refueling pod (WARP) system.
The Cobham WARP mounted on the outboard wings of the tanker can refuel more than one aircraft simultaneously with 1,514l (400gal) of fuel per minute.
The US Air Force will buy 94 KC-46 tankers through fiscal 2021 and 42 WARP sets.
But according to the 26 May patent, the airflow around the tanker during flight can create a vortex that lifts the hose and drogue upward, causing instability during extension and retraction.
Although features such as chines or Gurney flaps could be designed on older tankers to counter vortices across the refueling envelope, the KC-46’s higher speed exacerbated the issue.

Air Mobility Command is dumping the 15-year-old strategy of replacing the KC-135 and KC-10 with the KC-X, KC-Y, and KC-Z, turning KC-Y into a “bridge” buy of KC-46s and shifting toward an advanced technology approach for the KC-Z, Gen. Carlton Everhart, head of Air Mobility Command, told reporters at ASC16.
“The KC-Y is the KC-46” and then “we want to jump to the KC-Z … in the 2030-2035 timeframe.”
The KC-Y was to have been a competed tanker acquisition program to recapitalize the remainder of the KC-135 fleet, but Everhart sees that now as a “KC-Y-plus,” or KC-46 with advanced communication relay systems and other upgrades; possibly lasers that will automatically shoot down incoming missiles.
The KC-Z might not be a large-size tanker, he said: it might be a smallish unmanned autonomous vehicle that could penetrate an anti-access, area-denial system along with F-35s and other stealth combat aircraft.
Studies are underway now, Everhart said, and he is meeting with industry at the AFA conference to explore the realm of the possible.
“We are engaging with industry to find out from them … What are you thinking about?” for a next-gen tanker, Everhart explained.

Il Dipartimento di Stato approva .....
The State Department has made a determination approving a possible Foreign Military Sale to Japan for KC-46A aerial refueling aircraft and related equipment, training, and support.
The estimated cost is $1.9 billion.
The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

Not so fast, defense industry.
A KC-Y competition could still be on the table.
Air Mobility Command head Gen. Carlton Everhart, had floated the idea of moving straight from the KC-46 program into the acquisition of a more technologically advanced KC-Z — a plan that would involve skipping a KC-Y competition and perhaps buying an upgraded version of the KC-46 to “bridge” the gap until KC-Z procurement can begin.
But during a Nov. 22 interview with Defense News, he acknowledged that the Air Force could move forward with a KC-Y competition, depending on the results of several ongoing studies.

If past performance is any indication of future schedules, the Boeing KC-46A Pegasus tanker programme won’t go as planned, according to the Pentagon’s top weapons tester.
Based on the tanker replacement programme’s history, its current schedule is “aggressive and unlikely to be executed as planned,” Michael Gilmore wrote in his annual report.
In a prime example of schedule delay, the US Air Force had planned to complete 66% of testing by the end of the engineering, manufacturing and development phase.
By the beginning of low-rate production last August though, Boeing had completed only 30% of EMD testing, the report states.

Contratto per il terzo lotto LRIP del KC-46 .....
​The Air Force awarded Boeing the third low-rate initial production lot contract for 15 KC-46A tankers and spare parts, the company announced late Friday.
The $2.1 billion contract follows the first two lots, which were awarded in August 2016 for seven and 12 aircraft, respectively.

Lo chiamano ..... 'effetto domino' ..... e porta nuovi ritardi .....
Initial operational test and evaluation on the Boeing KC-46A tanker will begin in January 2018 at the earliest, US Air Force officials tell FlightGlobal.
In a 10 February interview at Wright-Patterson Air Force Base, Ohio, KC-46 programme manager Col. John Newberry told FlightGlobalthat testing will begin pending the results of a US Air Force IOT&E readiness review in the fall of 2017.
Last year, the Pentagon’s top weapons tester estimated a May 2017 start for IOT&E and an April 2016 Milestone C date.
But after Boeing discovered higher than expected axial loads on the refueling boom last May, the programme was forced to rebaseline its schedule.
When Milestone C shifted from its expected April 2016 date to August, it initiated a domino effect that pushed other programme events, such as IOT&E, further out.

ma quali sono i motivi di tutti questi problemi se il 767 è usato come tanker da altri stati da tempo?

Il KC-46A non coincide, come modello, con il nostro KC-767A o con quello utilizzato dai Giapponesi.
Si tratta, in realtà, di un ibrido ... come puoi vedere da questo vecchio articolo di FlightGlobal .....

Per questo motivo ..... qualcuno lo ha anche addirittura denominato 'Frankentanker' ..... :mrgreen:
Evidentemente le tante modifiche apportate hanno causato numerosi problemi e i relativi ritardi ..... nonchè, quale conseguenza, l' aumento dei costi del programma .....
