In a move that could have major impacts on the already-delayed tanker program, the U.S. Air Force has indefinitely barred the KC-46 from carrying cargo and passengers, Defense News has learned.
The decision was made after an incident occurred where the cargo locks on the bottom of the floor of the aircraft became unlocked during a recent flight, creating concerns that airmen could potentially be hurt or even killed by heavy equipment that suddenly bursts free during a flight.
“As a result of this discovery, the Air Force has submitted a Category 1 deficiency report and is working with Boeing to identify a solution,” Air Force Mobility Command spokesman Col. Damien Pickart said in a statement.
The service uses the term Category 1 describe serious technical issues that could endanger the aircrew and aircraft or have other major effects.

L'Air Force accusa Boeing ...
It’s been eight months since the U.S. Air Force accepted the first KC-46 tanker from Boeing, but the head of Air Mobility Command says the company hasn’t made headway on the aircraft’s biggest technical problem.
“When we accepted the KC-46 with known CAT 1 deficiencies, we did so with the belief that it offered the fastest route to achieve limited operational capability and meet an urgent war-fighter requirement,” Gen. Maryanne Miller (*) said during a Wednesday roundtable at the Air Force Association’s conference.
Miller used a shortened version of the term category 1, which the service uses to describe serious technical issues that impact safety or could result in the loss of an aircraft or life.
“Eight months have passed since our first delivery, and Boeing has not made any progress [on the Remote Vision System]," she said.

Ancora a proposito della impossibilità di trasportare carichi e passeggeri ...
Boeing’s preliminary findings are that aircraft movement and vibration are causing cargo floor restraint locks on the US Air Force (USAF) KC-46A Pegasus tanker to jostle and rotate to an unlocked position.
The company believes the cargo restraints, manufactured by Ancara Cargo, are well made and designed, but interact in an unexpected way with the track on the aircraft deck.
It is considering a secondary lock to hold the first lock in place, but it is concerned an additional mechanism might slow loading and unloading speeds.
Each pallet is clamped to the cargo floor via four restraints – one on each side.
The company has yet to submit a solution to the USAF but says it is close.
It declines to give a timeline.
In the meanwhile, the airframer has proposed a way to use tie-down straps to secure and carry cargo for some missions.
Boeing says that no locks have come entirely undone and the issue has only been witnessed during one mission.

AIR FORCE - The Boeing Co., Seattle, Washington, has been awarded a $2,628,005,872 modification (P00165) to previously awarded contract FA8625-11-C-6600 for Lot 5 production KC-46 aircraft, initial spares, and support equipment.
The contract modification provides for the exercise of an option for an additional quantity of 15 KC-46 aircraft, data, two spare engines, five wing refueling pod kits, initial spares, support equipment, subscriptions and licenses, and G081 flat file being produced under the basic contract.
Work will be performed in Seattle, Washington, and is expected to be completed by March 2023.
Fiscal 2017 aircraft procurement funds in the amount of $112,957,314; fiscal 2018 aircraft procurement funds in the amount of $363,104,247; and fiscal 2019 aircraft procurement funds in the amount of $2,151,944,310 are being obligated at the time of award.
The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Amid criticism from the US Air Force that it is moving too slowly towards fixing the KC-46A Pegasus in-flight refuelling tanker Boeing is touting incremental improvements that is says should help get its troubled programme back on track.
The Boeing KC-46A aircraft is beset by three category one deficiencies: problems which could cause injury, death, aircraft damage or restricted combat operations.
The issues include deficiencies with the aircraft’ remote vision system (RVS), its refuelling boom and cargo floor restraint locks.
