To accelerate the Make in India initiative under the strategic partnership model, the ruling National Democratic Alliance will formally issue a request for information next month to Lockheed Martin of the U.S. and Saab of Sweden to manufacture single-engine fighters in collaboration with a private company in the India.
The Ministry of Defence will float a request for information, or RFI, to Lockheed Martin for its F-16 Block 70 and Saab for its Gripen E next month, a senior MoD official said.
Under the new strategic partnership, or SP, model the two companies will be asked to submit offers of the single-engine fighters’ air power capabilities, the offer for India-specific technology transfer, indigenous solutions for the program and the offer for building an ecosystem for the program in the country, said a senior Indian Air force official.
We have chosen both F-16 Block 70 and Gripen E because both single-engine fighters are fully upgraded, fully tested and are in full use,” the IAF official added.

Saab of Sweden and Indian infrastructure conglomerate Adani Group have forged a partnership to build Gripen E aircraft and work on other aerospace programs in the Asian country.
The Sept. 1 announcement means India’s single-engine fighter aircraft competition worth $12 billion is now shortlisted between the Saab-Adani partnership and Lockheed Martin of the U.S. in a tie-up with India’s Tata Advanced Systems Limited.
”The intended collaboration would encompass design, development and production of Gripen for India and other high-tech products of national importance for India and also the creation of joint ventures in India in line with and in support of the Make In India policy,” according to a Saab news release.
Lockheed Martin is pitching its F-16 Block 70 aircraft, whereas Saab is fielding the upgraded Gripen E in response to the expression of interest sent to select aerospace companies through foreign Indian embassies in November 2016.
“Our plans in India are to create a new defense eco-system that would involve many partners, vendors and suppliers. To achieve this, we need a strong Indian partner who can help create the framework for the infrastructure and eco-system to come into place,” said Håkan Buskhe, CEO and president of Saab.
The president of Adani group, Gautam Adani, said: “We are proud of our enduring relationship with Saab and look forward to partnering in major projects such as Gripen. Our various collaborations in aerospace and defence sectors will help establish new production lines in India, generate employment and build sustainable skills.”

As the contest to supply a new fighter aircraft to the Indian Air Force (IAF) heats up, the MiG-35 has emerged as a viable candidate.
India is supposedly seeking about 220 single-engine fighters to replace 11 squadrons of MiG-21/27s that entered service in the 1990s.
Rosoboronexport is believed to have offered a licensed production deal for the twin-engine MiG-35 that would compensate for the IAF’s reluctance to proceed with the Indo-Russian Fifth Generation Fighter Aircraft (FGFA) project.
At the MAKS 2017 airshow in July, Ilya Tarasenko, director general of Russian Aircraft Corporation MiG, said: “We are actively working with the IAF in order to win the tender.”
Russia has committed to a 40-year maintenance and upgrade contract to preclude the support issues that have arisen in the past with Russian aircraft in service with the IAF.
----- ----- ----- ----- -----
According to an Indian defense official, “The MiG-35 is 25 percent cheaper [than rival candidates for the IAF requirement]; has an AESA radar; has commonality with the fleet; and being in the light to medium category enables it to land in the same airfields that the [indigenous] Light Combat Aircraft does. If the FGFA does not go through, Russia will have to be compensated, and this is the only contract left at the moment.”

The upgrade of India’s Mirage 2000-H fleet could face a roadblock, after the maintenance warranty from original equipment manufacturers Dassault Aviation and Thales of France expired with nobody willing to continue footing the bill.
The two companies are demanding an annual maintenance fee of around $15 million from state-owned Hindustan Aeronautics Ltd, the prime contractor on the upgrade, to extend the tooling & test machinery and equipment warranty that expired last month.
HAL is refusing to pay, instead asking Indian Air Force to make the payments; IAF argues however that the annual maintenance fee is part the upgrade contract with HAL.
HAL executives refused to comment officially on the subject, but a company source said the company is pursuing the issue with the service.
HAL is currently undertaking upgradation of 47 Mirage fighters independently — an effort that kicked off in 2015.
Seven aircraft have been delivered to the IAF thus far.

ALTRO GIRO ... ALTRA CORSA ..... :laughing5: :laughing3: :laughing7:
A global competition to sell more than 100 fighters to the Indian air force re-opened for the third time in a decade on 6 April.
The IAF released a 73-page request for information to six companies to supply 110 single and twin-seat fighters over a maximum of 12 years.
Facing a 3 July deadline, responses are expected from the Boeing F/A-18E/F Block III, Dassault Rafale F3R, Eurofighter Typhoon, Lockheed Martin F-16 Block 70, United Aircraft Corp MiG-35 and Saab Gripen E.
----- ----- ----- ----- -----
The IAF scrapped that contest two months ago under pressure from the Indian Congress to consider single- and twin-engined fighters.
The new RFI re-opens the competition to twin-engined fighters made in the USA, Western Europe and Russia.

PARTE SECONDA ..... come prevedibile ..... solo e soltanto fumo .....
The Indian air force has launched a very ambitious $19.5 billion program to buy 110 military fighters.
The problem is, the country’s Ministry of Defense says it is only a fact-finding exercise and there is no commitment from the government on the program as of now.
The IAF on April 6 issued a Request for Information or RFI to all major global aviation companies to bid on the 110 fighter buy.
Without mentioning the requirement of single or twin engine fighters, the service is seeking 82 single-seat and 28 twin-seat fighters.
The RFI says that, “under the program, 16 aircraft will bring in fly away condition. The selected overseas original equipment manufacturers ... will be asked to set up production line with Indian production agency under strategic partner’s policy”.
This RFI only outlines the fighter’s requirements for the service but there is no firm commitment from the government and it is not a firm procurement proposal,” one MoD official told Defense News.

The proposal for India and Russia to jointly develop an advanced fighter — the eponymous Fifth Generation Fighter Aircraft (FGFA) — has been formally buried.
Business Standard has learnt that National Security Advisor Ajit Doval conveyed the decision to a Russian ministerial delegation at a “Defence Acquisition Meeting” in end-February.
Doval and Defence Secretary Sanjay Mitra, who attended the meeting, asked the Russians to proceed alone with developing their fifth-generation fighter.
They said India might possibly join the project later, or buy the fully developed fighter outright, after it entered service with the Russian Air Force.

Nubi in vista per il 'Rafale' ..... :toothy2:
As India’s general elections draw closer this year, the deal signed in 2016 for 36 Dassault Rafales is getting attention in parliament as opposition political parties brawl over the contract they label as a “scam and graft,” while promising to make it an election issue against the present Narendra Modi government.
Charges leveled against the government-to-government deal include lack of transparency on details and a cost that is claimed to be much higher than that negotiated in early 2012.
That year, the Rafale emerged as the winner for the Indian Air Force’s 126 medium multi-role combat aircraft program.
Negotiations by congress were not taken further due to unresolved issues on the transfer of technology and offsets between Dassault and Hindustan Aeronautics Ltd.
The flyaway costs of the aircraft being supplied by Dassault Aviation now are less than those negotiated six years ago but, “the Meteor and Scalp missiles and India’s nuclear specifications are what have made the price slightly higher,” a retired chief of air force told AIN, adding that, “This is much ado about politics.”

India & Francia ..... ovvero ..... la banda degli 'onesti' .....
Indian Prime Minister Narendra Modi faced calls for his resignation over allegations of corruption in a military jet deal with France after former French president Francois Hollande was quoted as saying New Delhi had influenced the choice of a local partner.
Indian political parties have been gunning for Modi over the 2016 purchase of 36 Rafale planes from Dassault Aviation estimated to be worth $8.7 billion, saying he had overpaid for the planes and had not been transparent.
In recent months, the opposition has questioned the government on the choice of billionaire Indian businessman Anil Ambani’s Reliance Defence as Dassault’s local partner instead of a state-run manufacturer with decades of experience.

Ed ora Boeing propone lo F-15EX ... in concorrenza col suo stesso F/A-18E/F ...
Boeing is contemplating pitching the F-15EX to New Delhi for one of the country’s long-running fighter procurements - a contest in which its F/A-18E/F is already competing.
The airframer confirms that it has requested US government clearance to offer the twin-engined type for an Indian air force requirement for 110 fighters.
“While awaiting further definition on the Indian air force’s requirements, we have requested a license for the F-15 so that we’re ready to share the full spectrum of potential solutions across our fighter portfolio when appropriate,” says the company.
“We continue to offer the F/A-18 Super Hornet to both the Indian navy and Indian air force, and our F-15 is experiencing a resurgence in interest in the US and around the world.”

Three more Dassault Rafale multirole fighter aircraft arrived at Jamnagar Air Force Station (AFS) in western India on the evening of 27 January as part of an order for 36 such aircraft placed by the Indian Air Force (IAF) in 2016 for EUR7.9 billion (USD9.57 billion).
The Rafales, which flew over 7,000 km non-stop from France using in-flight refuelling provided by A330 MRTT tankers from the United Arab Emirates, will be stationed at Ambala AFS in northern India – near India’s disputed border with Pakistan – where they will supplement eight similar aircraft operated from that base by the IAF’s No 17 ‘Golden Arrow’ Squadron.
The remaining seven Rafales needed to complete a squadron of 18 fighters at Ambala AFS are likely to be delivered by mid-2021.

In its exercise to identify aircraft carriers, the Indian Navy is preparing to conduct flight trials of the Rafale-Maritime fighter at Shore Based Test Facility at INS Hansa in Goa on January 6 onwards.
The Indian Navy will commission INS Vikrant as its indigenous aircraft carrier in August 2022.
A version of the IAC 1 is undergoing intensive sea trials in the Indian Ocean and Arabian Sea at Cochin Shipyard.
Officials said the Rafale-M fighter aircraft will undergo intensive trials at INS Hansa’s mock-up ski jump facility for nearly 12 days before being assigned to the IAC-1.
In 2008, the Rafale M fighter has also been shown to be interoperable with US aircraft carriers and is the main weapon system for France’s Charles De Gaulle aircraft carrier.
In addition, Indian Navy plans to test US F-18 Hornet fighters apparently in March as an alternative to Rafale-M fighters.
