Giusto Max .....

Buona lettura .....

Veramente molto interessante l'articolo, grazie mille!

Mexico receives first C-27J transport

By Craig Hoyle

Mexico's first newly-acquired Alenia Aeronautica C-27J has made its public debut at an event to commemorate the nation's independence.

Sporting a white colour scheme, the tactical transport was accompanied by one of the Italian manufacturer's own C-27J Spartans during the 16 September flight over Mexico City.

Acquired under a roughly $200 million contract signed in July, the aircraft is the first of four C27Js that will be delivered to Mexico by late 2012.

http://www.airforce-magazine.com/Magazi ... artan.aspx

Canada Retries Fixed-Wing SAR Aircraft

By Graham Warwick (Sept. 28, 2011)

Canada has restarted its politically charged procurement of search-and-rescue aircraft to replace its aging fleet of de Havilland Canada DHC-6 Buffalo and Lockheed Martin C-130H Hercules transports.

The Fixed Wing Search and Rescue (FWSAR) project has been overhauled significantly since becoming mired in controversy over claims the Department of National Defense (DND) was limiting competition and the potential for Canadian industrial participation.

After essentially sole-source procurements of Boeing C-17 transports, CH-47F heavy-lift helicopters and C-130J airlifters — and a decision to proceed with the Lockheed Martin F-35 Joint Strike Fighter without competition — politicians accused the DND of directing the FWSAR procurement toward Alenia’s C-27J.

Following a meeting with industry in July 2009, the government agreed to an independent assessment of the stated FWSAR requirements by Canada’s National Research Council (NRC). Released in March 2010, its report concluded the requirements were over-constrained, and recommended DND adopt a capability-based approach.

Outlined to industry in mid-August, the new competitive procurement strategy provides more flexibility to propose service-provision as well as aircraft-acquisition solutions, to offer mixed-fleet proposals and to suggest changes to where the Royal Canadian Air Force’s SAR aircraft are now based. The SAR fleet comprises six CC-115 Buffalos based at Comox, British Columbia, and six CC-130H Hercules based at Greenwood in Nova Scotia, Trenton in Ontario and Winnipeg in Manitoba.

Following the NRC’s recommendations, operational requirements for the FWSAR replacement aircraft have been strengthened to make key elements mandatory, such as a rear loading ramp to increase parachute-jump safety for SAR technicians.

In addition to the C-27J and larger C-130J already operated by Canada, potential candidates include the Airbus Military C295 and a next-generation DHC-5NG development of the Buffalo previously proposed by British Columbia-based Viking Air.

Under the DND’s new approach, industry was invited to comment by Sept. 16 on the procurement strategy and the potential for alternate ways of providing SAR service. More than 20 responses were received, according to one potential bidder.

Toward the end of the year, following completion of the options analysis now under way, the DND is expected to seek government approval to proceed with the FWSAR procurement.

The requirement calls for initial operational capability by the time the Buffalos are scheduled to be retired in 2015, and full operational capability when the CC-130Hs are planned to be withdrawn, in 2017.

Effect on Army of Spartan Cuts:
Should acquisition of Air Force C-27J transports fall victim to the budget axe, that would have a "huge impact" on the Army's CH-47 Chinook transport helicopters, said Lt. Gen. Jack Stultz, Army Reserve chief.
The C-27s were "designed to take the load off of our CH-47s," Stultz told the House Armed Service Committee's tactical air and land forces panel Wednesday.
The CH-47s are some of the land service's "highest op tempo" assets, he said.
"We are flying the blades off of those things. And if we don't get the C-27s to take a load off of there, it is going to have a significant impact on our CH-47 fleet," he added.

Go Back to the Requirement:
A bipartisan group of House members urged Defense Secretary Leon Panetta to reconsider the Pentagon's decision to reduce acquisition of the C-27J transport from 78 airframes to 38.
"The C-27J is a highly capable, versatile, and cost-effective aircraft with lower acquisition and operating costs than rotary-wing aircraft and larger cargo airlifters," wrote the 12 lawmakers in their Oct. 11 letter advocating more than 38 C-27Js "in light of the current budget environment."
The group is led by Rep. Roscoe Bartlett (R-Md.) and Rep. Joe Courtney (D-Conn.).
They added, "We believe the C-27J is the most practical and affordable solution to our tactical airlift requirements."
The validated National Guard requirement for these aircraft to support homeland defense in addition to national security roles "has not changed," they noted.
Therefore, "the C-27J should be considered as an affordable, cost-effective option in future defense plans," they stated.
Already, the first C-27J operational unit, the Ohio Air National Guard's 179th Airlift Wing, has deployed some of its aircraft to Afghanistan.

Argentine Army acquire 20 AB206s from Italian Carabinieri

The Italian Carabinieri have moved on from using AB206 JetRangers, largely concentrating on variants of the AgustaWestland AW109, most recently the AW109N Nexus. Twenty AB206 JetRangers previously used by the Italian law enforcement agency have been sold to the Argentine Army, where they will be allocated to the 602 Commando Company and based at Campo de Mayo military airport. Each aircraft will be equipped with 7.62mm machine gun and rocket launchers. 602 Commando Company is currently equipped with Bell UH-1H Hueys and Agusta A109As, although the latter are reportedly withdrawn from use.

The agreement between the two countries apparently sees no monies changing hands. Argentina is “paying” for these twenty helicopters by handing over their three Alenia G-222 transport aircraft, which had been withdrawn from use. So it seems like a good deal – each country gets rid of aircraft they had taken out of service.

RAAF Wants C-27J Rather Than C295

By Leithen Francis (Dec. 9, 2011)

LANGKAWI, Malaysia —

Australia’s air force has made it clear publicly that it prefers the Alenia C-27J over the Airbus Military C295.

The chief of the Australian air force, Air Marshal Geoff Brown, says a letter of request (LOR) has been issued for the C-27J, but no such request has been issued for the C295. All that has been issued for the C295 is a request for information in regard to pricing, he says.

Australia has a long-standing requirement for tactical transport aircraft to fill the void created when the country’s military phased out its de Havilland Canada DHC-4 Caribou aircraft. It is clear that the C-27J is a more expensive aircraft, so the Australians may be using the C295 pricing to negotiate a more competitive deal with Alenia.

Brown says the issue the air force has with the C295 is there are some types of Australian army military vehicles that the C295 is unable to transport. He cites as an example the army’s new G-Wagon all-terrain vehicles.

He says armies in Europe may be content to just drive a G-Wagon, but “you have long distances in Australia,” so these vehicles have to be transported by air.

The Australian air force could use larger aircraft, such as its Lockheed Martin C-130s, to transport the G-Wagons. But Brown says “then you end up with small loads on the C-130 and this is not an efficient use” of the aircraft. He also says the air force wants to avoid a situation in which the Australian armed forces’ Boeing CH-47 Chinook helicopters are used for airlifting such cargo. These helicopters are “better for tactical scenarios,” he adds.

Brown spoke to Aviation Week on the sidelines of the LIMA Airshow in Langkawi, Malaysia, on Dec. 7.

Airbus Military chief Domingo Urena-Raso also spoke to Aviation Week at the show. He says he hopes that Australia will open up the tactical transport requirement to a competition in which the C295 is allowed to participate.
