Saudi Arabia has signed an agreement that could lead to the purchase of up to 84 Boeing F-15SA fighters, upgrades for 70 F-15S fighters in a package worth $29.4 billion.
The long-awaited agreement was signed on 24 December, but announced formally by US government officials five days later.
"This has been long in the making," said Andrew Shapiro, assistant secretary of state for political and military affairs. "Discussions over providing aircraft for the Saudi air force have taken place over a number of years. We've negotiated the agreement over the past year and it was signed on Christmas Eve."
The package of up to 84 new fighters includes General Electric F110-GE-129 improved performance engines, Raytheon APG-63(V)3 active electronically scanned array (AESA) radars, Raytheon AIM-120C-7 advanced medium range air to air missiles (AMRAAMs) and AIM-9X Sidewinders, according to the original notification letter.
The deal allows Boeing to preserve the F-15 production line in St. Louis, Missouri, saving up to 50,000 jobs around the country, said Andrew Shapiro, assistant secretary of state for political and military affairs.
Boeing has been waiting for Saudi Arabia to sign a contract since the US government notified Congress 15 months ago.
In October, Boeing chief executive officer Jim McNerney assured market analysts that the deal could be signed quickly, citing without the elaborating the recent death of Saudi Crown Prince Sultan bin Abdul Azziz as one of the factors that could accelerate the process.
However, the timing of first delivery means Boeing may have to overcome a break in the production line.
Boeing is scheduled to deliver the last F-15Es on order by South Korea and Singapore in 2013.
But the delivery of the first new F-15SA is not scheduled until 2015, said Jim Miller, principal deputy under secretary of defense for policy. The retrofits of the APG-63 on Saudi Arabia's 70 F-15S' will start in 2014, he added.

Britain’s BAE Systems believes the United Arab Emirates (UAE) has “real and genuine” interest in buying 60 of its Eurofighter Typhoon jets instead of the French Dassault Rafale.
“I think the interest is real and genuine as does the British government and we are working hard to put a package together for 60 planes for the UAE,” BAE Systems’ business development director Alan Garwood told Reuters at the Farnborough Airshow on Tuesday.
“We could tell by the questions they (the UAE government) were asking us that they were serious.”
The UAE was expected to finalise a $10 billion agreement with Dassault last year but the talks faltered after the UAE said the terms were uncompetitive and unworkable.
Garwood said the British government’s improved relationship with Abu Dhabi, the failure of talks with Dassault and recent new business wins for BAE in the Gulf state make it confident it can clinch the deal.
Stealing back the UAE deal would be a coup for BAE’s Eurofighter consortium which earlier this year lost out on a $20 billion deal to sell 126 fighters to India which chose the Dassault Rafale as preferred bidder.
The Eurofighter consortium is made up of BAE, Italy’s Alenia and European aerospace and defence group EADS.
Garwood said BAE would also look to tie up a deal to sell 12 Typhoon jets to Oman by the end of the year.
“We’ll start formal negotiations with Oman towards the end of August I would imagine. The two governments have targeted it for completion this year and we want it done this year as well,” he said.
“I see no reason why we shouldn’t be able to do that.”
Analysts estimate the sale, which Reuters last week reported was close, could be worth up to $2 billion.
Malaysia is considering buying up to 36 Typhoon jets as well, said Garwood.
The British weapons maker is also battling it out with U.S. rival Lockheed Martin for a $10 billion contract to provide a fleet of new training jets to the U.S. air force.
If successful, BAE, which is working on its bid with American firms Northrop Grumman and L-3, could provide the United States with 350 of its Hawk training jets. A decision over the T-X programme, as it is known, is expected by 2014.
“The funding is there for this apparently ... We’re in for it and we are confident that the system can yield very high pilot output for the United States,” said Garwood.
BAE, battling shrinking European and American defence budgets, has been forced to cut thousands of jobs at home and abroad due to public spending cuts in recent months.

The United Arab Emirates (UAE) is close to deciding whether to buy British or French fighter jets, after nearly five years of talks and numerous diplomatic visits.
French firm Dassault’s Rafales jets and the BAE Systems -backed Eurofighter Typhoon are in a closely-contested race to win the deal for at least 60 new aircraft to replace the UAE’s Mirage fleet.
“It’s still an open field and a decision will be made in a short period of time,” UAE military spokesman Obeid Al Ketbi said at a defence show press conference said this week.
It was the first official comment from the UAE since Abu Dhabi Crown Prince Sheikh Mohammed bin Zayed, who is also deputy supreme commander of the UAE armed forces, called Dassault’s terms “uncompetitive and unworkable” in December 2011.
In talks for the sale since 2008, the comments were a blow to Dassault and opened the door to the Eurofighter.
But the French firm’s star may be rising. Trailed by nearly 100 staff and reporters, Sheikh Mohammed visited the Dassault chalet at the biennial defence show to talk with French Defence Minister Jean-Yves Le Drian and then had lunch with him public.
Sheikh Mohammed went next to the UK pavilion but it was a far shorter visit for the Eurofighter hopefuls although he spoke at length with British Defence Equipment Minister Philip Dunne.
Le Drian confirmed this week that negotiations on the jet sale had restarted.
Both French President Francios Hollande and British Prime Minister David Cameron have been in the Gulf Arab state in recent months to push their respective jets.
We believe that our approach to the UAE through the UK government is a realistic approach and we hope it can come to a positive conclusion,” Enzo Casolini, Eurofighter’s chief executive, said in Abu Dhabi this week.
The British are offering industry participation. A metal piece that links the fighter’s engine to the fuselage is being manufactured in the UAE. The Typhoon is developed by a consortium of BAE, Finmeccanica and EADS.
“Making a deal with Eurofighter means you would have three corporate companies which are the biggest in Europe. This is a huge opportunity for industrial participation,” said Casolini.
Industry experts and firms who have done business with the UAE say it may wait to see which manufacturers land $11 billion in fighter jet deals with Brazil and South Korea, expected in the first half of this year, before making their own call.
Saudi Arabia and Oman both have orders for Typhoons while Dassault is striving to ink a first sale for the Rafales. Both fighter jets waged combat missions in Libya in 2011

... E gli USA hanno piazzato 25 F-16 E/F Block 60 per 5 miliardi di USD. La sconfitta europea è totale, prima (soprattutto) Dassault con il Rafale, poi il consorzio EADS/Cassidian con il Typhoon hanno impiegato oltre due anni per proporre i loro prodotti. Troppo complicati, troppo politici, troppo poco elastici (si dice in alcuni siti dell'Europa centrale) nel trattare con mentalità particolari come quelle della regione del Golfo.

There had been a lot of optimism in the run-up to November’s Dubai air show that a deal could be done, but in typical UAE style, it all came to nothing.
Dassault had been in the same optimistic position a couple of years before with its Rafale, while in the trainer sector an expected buy of the Alenia Aermacchi M-346 also fell late in the talks process.
In definitiva ..... trattare con i potentati del Medio Oriente è diventato un incubo per le delegazioni commerciali occidentali ..... e non solo .....

La mia era una battuta, non vedo perché debba poi preoccuparmi di problemi di difesa altrui. Mi interesso di queste cose anche se non riesco, francamente, a valutare ... non dico utilità ma anche necessità di armi dai costi impossibili per certi Paesi. Beh, UAE (e anche Qatar) hanno partecipato alle operazioni in Libia un paio di anni fa, il che mi porta a pensare che in prospettiva futura vogliano giocare un ruolo più importante a livello geopolitico nell'area medio orientale e nel mondo arabo in generale, di conseguenza non mi pare campata per aria l'idea che vogliano equipaggiare la loro forza aerea con aerei di generazione successiva agli attuali..
