Lockheed Martin says that its experience as the original equipment manufacturer (OEM) gives it a decisive edge over would be competitors in upgrading older F-16 models around the world.

"The OEM brings technical certainty," says Bill McHenry, Lockheed's F-16 business development director. Lockheed has over 40 years of experience, and has dedicated labs and data on the F-16, he says.

A competitor, for example Boeing, hoping to modify F-16s would not have that kind of experience or the in-depth technical knowledge of the aircraft. But that would be also be the case if Lockheed were to try to independently upgrade the Boeing F-15 or F/A-18, McHenry says.

"They're working with technical uncertainty," he says. "What that results in is a certain risk."

As part of the its efforts in developing the QF-16, Boeing recently said that it has reverse engineered much of the structure and avionics of the venerable Lockheed-built jet. Company officials say the experience has given them the confidence to consider upgrading F-16 fleets around the world independent of Lockheed. Boeing has held preliminary talks with a number of potential customers about competing to modify their F-16 fleets.

But technical risks are not the only factor, McHenry says. A custom modification of a relatively small number of aircraft leads to unique configurations that cannot readily be upgraded with a larger pool of aircraft. That robs the customer of economies of scale and cost sharing for further upgrades, he says.

Meanwhile, Lockheed is offering its new F-16V upgrade configuration for the jet. However, it is not a fixed configuration, there are options that customers can choose from, McHenry says.

"You would have this collection of capabilities, of which some customers would pick pieces of that," he says.

For example, the V-configuration offers active electronically scanned array (AESA) radars, however Lockheed does not mandate which type of set a customer picks. The company simply integrates whichever of the two competing designs-either the Northrop Grumman's Scalable Agile Beam radar (SABR) or the Raytheon Advanced Combat Radar (RACR). The same applies to aircraft display systems and other hardware.

"There is no one configuration," McHenry says.

It will be hard work for Lockheed to manage the disparate configurations, but it will be "nirvana" for customers, he says.

The largest customer for the V-configuration is the US Air Force, which is looking at upgrading about 300 of its F-16s. Lockheed is working with the USAF to define the service's requirements, McHenry says.

So far, the USAF knows its wants an AESA array, a new center pedestal display and upgraded electronic warfare systems, but it has not picked specific vendors or finalized the exact configuration it wants. The "intent" is for Lockheed to act as the prime integrator for the upgrades, McHenry says.

The USAF is also gearing up to test theF-16's airframe structure starting around November, McHenry says. The service needs certainty on exactly how much life is left on the jets as it waits for Lockheed's F-35 to become available in numbers.

Taiwan is another prospective V-configuration customer, McHenry says. Overall, the company expects sell about 500 to 600 V-model kits.

Raytheon expects one of the world's major Lockheed Martin F-16 operators to make a decision about its choice of active electronic scanned array (AESA) radars in the coming months.

The US Air Force, Taiwan and South Korea are all in the "active acquisition stage" of choosing between the Raytheon Advanced Combat Radar (RACR) and Northrop Grumman's Scalable Agile Beam Radar (SABR), says Jim Hvizd, Raytheon's vice-president of international strategy and business development.

"In the coming months, we'll see some significant decisions regarding AESA," says Hvizd, speaking with Flightglobal at Raytheon's Farnborough chalet.

Hvizd declined to comment further on which country he feels will be the first mover.

An industry source familiar with the global F-16 upgrade market, however, tells Flightglobal that the first mover is likely to be Seoul.

It has been nearly one year since Seoul's Defense Acquisition Program Administration (DAPA) issued a request for proposals to Raytheon and Northrop with regard to AESA upgrades for 132 F-16s.

The RFP called on both bidders to offer a full suite of AESA radar modes, including the interleaving of air-to-air tracking and air-to-ground mapping. More advanced capabilities, such as electronic attack and electronic protection, could be added by South Korea in the future.

A key requirement for South Korea is an offset package worth 50% of the value of the contract. After the RFP, Raytheon says it would transfer some hardware production to the nation.

Hvizd reaffirmed this commitment at Farnborough. "A big percentage of our products can be made overseas. We are always looking for global suppliers."

And although rival Northrop was the provider of the mechanically scanned radars that have traditionally equipped the F-16, Hvizd feels this is a non-issue for Raytheon's RACR campaign.

Hvizd notes that Raytheon has successfully retro-fitted AESA radars in older fighter types such as the C and E variants of the Boeing F-15 operated by the USAF.

BAE Systems says competition among suppliers is essential if Lockheed Martin F-16 operators hope to enjoy the best value when upgrading the aging type.

"BAE Systems is the predominate original equipment manufacturer for the avionics on the F-16," says Floyd McConnell, vice-president of Integrated Aviation Solutions for BAE Systems.

He adds that BAE has been involved in the F-16 for almost 40 years and produces about 40% of the type's mission components.

McConnell made the remarks to journalists in the BAE Systems pavilion at the Farnborough air show.

There are approximately 3,000 F-16s operating globally, and the upgrade market for the type is extremely lucrative. BAE and Lockheed Martin are major rivals in the avionics upgrade markets, while Raytheon and Northrop Grumman are intent on selling F-16 users their active electronically scanned array radars.

The competition between BAE and Lockheed is especially pointed in South Korea and Taiwan, which are both seriously considering major F-16 upgrade programmes. Seoul plans to upgrade the avionics and radar of 134 F-16s, while Taipei could upgrade 152 examples of the type.

McConnell says that while the F-16 itself is still a superb aircraft, its electronic systems are increasingly outclassed by evolving threats.

He declined to comment specifically on the upgrade plans of individual countries, but said the company has discussed potential avionics upgrades with virtually all F-16 operators.

"The F-16 is an excellent aircraft that is relevant for the current environment and, with upgrades, can be relevant for years to come," says McConnell. "Competition puts the customer in charge and drives lower cost and more innovation."

Lockheed, Taiwan Sign for $3.7B in F-16 Upgrades

Taiwan’s state-owned aerospace company and Lockheed Martin on July 12 said they had signed a memorandum of understanding to cooperate on upgrades of Taiwan’s 145 F-16 A/B fighter jets once Washington and Taipei finalize the deal.

Today a source familiar with the matter confirmed that the U.S. government and Taiwan signed a letter of acceptance on a $3.7 billion deal to upgrade 145 F-16 fighter jets.

Lockheed officials also confirmed the news, which was announced in Taipei by Taiwan’s Aerospace Industrial Development Corp., a state-owned aerospace company, although the memorandum was signed at the Farnborough International Airshow on Wednesday.

The memorandum confirmed the AIDC’s “determination to work with Lockheed Martin” to meet the requirements of Taiwan’s Air Force on upgrading its aging F-16A/B fleet.

Under the memorandum, Lockheed will work with the Taiwanese company “on F-16 retrofit modifications, F-16 component parts manufacture and other potential offset projects.”

The memorandum comes when Taiwan and the United States are close to finalizing a deal to upgrade Taiwan’s 145 F-16A/B jet fighters at a cost of up to $5.3 billion.

A letter of acceptance on the larger weapons deal could be signed within weeks, said a source familiar with the matter.

The Obama administration approved the F-16 upgrades for Taiwan last September, upsetting China, but details of the actual government-to-government weapons sale are still being finalized.

Obama administration officials say the upgrade would give the planes essentially the same capabilities as new late-model F-16 C/Ds that Taiwan had sought to deter any attack.

China opposes U.S. arms sales to Taiwan on the grounds that they sabotage Beijing’s plans for reunification. China deems Taiwan a renegade province and has never renounced the use of force to bring the island under its control.

U.S. lawmakers sympathetic to Taiwan are pushing for Washington sell 66 new F-16s to Taiwan, in addition to the upgrades

Iraqis Impatient for Air Defense .....

Iraqi Prime Minister Nouri al Maliki is pressing the Pentagon to fast-track delivery of the 18 F-16s ordered under an initial foreign military sales deal (1) last September, reports (2) AFP.

Al Maliki "called for the acceleration" of equipping the Iraqi military "in a way that makes it able to defend Iraq, and its sovereignty, and independence," states the news wire service's July 16 report, citing a statement from the prime minister's office.

Under the original schedule, the Iraqis were on tap to receive their first F-16s around late 2013.

The AFP report does not provide a new target delivery date.

Al Maliki stressed that Iraq's intent is not aggression, but the country would "reject anyone transgressing upon us or infringing on our sovereignty," states AFP.

Iraq is looking to acquire 36
(3) F-16 Block 52 airplanes from the United States under FMS arrangements.

Resistiamo e teniamoci i Tornado e gli AMX ancora per qualche annetto fino all'arrivo del JSF, temo non si possa fare altrimenti! :mrgreen:

Second Order Placed for Iraqi F-16s ....

The Air Force awarded Lockheed Martin a $199.3 million foreign military sales contract to supply 18 F-16C/D Block 52 fighters to the Iraqi air force, according to the Pentagon's list of major contracts for July 24.

This deal brings the total number of F-16s ordered for the Iraqis to 36.

Under the terms of the deal, Lockheed Martin will deliver 12 single-seat F-16Cs and six two-seat F-16Ds to the Iraqis, along with associated equipment and services.

This work is scheduled to be completed in May 2018, states the contract description.

Back in December, the Air Force let a contract for the first batch of 18 Iraqi F-16s, also 12 F-16Cs and six F-16Ds.

Delivery of Iraq's first F-16s are expected by early 2014.

However, earlier this month, Iraqi Prime Minister Nouri al Maliki called on the Pentagon to speed the delivery.

qual'è lo scopo dei carozzamenti?
l'f-16 versione tutt'ala a delta è stato realmente realizzato o è rimasto solo un progetto? Qual'era lo scopo di quella configurazione?

Quelli sul "dorso" sono dei CFT (serbatoi conformi, non sganciabili e piuttosto aerodinamici...ti aumento l'autonomia senza dover utilizzare per forza i due wet pylon alari)...l'F-16 con l'ala a delta era l'F-16XL ed è esistito davvero, due esemplari che erano stati proposti per una specifica che richiedeva un aereo d'attacco, ma il suo rivale era l'F-15E che era ben piú pesante ed adatto a sostituire gli F-111....i due esemplari prodotti finirono nelle mani della NASA che li usó per varie ricerche aerodinamiche..

Comunque dell'F-16 hanno fatto una vagonata di versioni speciali...una aveva due "pinne" sotto la presa d'aria che gli consentivano di fare imbardate pazzesche piuttosto che virare..L'F-16 CCV..poi diventato piattaforma per altri test (programma AFTI)

Si, credo intendesse attacco al suolo nella sua accezione piú generale possibile...bisognava sostituire l'F-111 che era un interditore...poi è anche vero che lo Strike Eagle fa spesso e volentieri CAS, cosí come lo fanno i B-1B e i B-52 che sono bombardieri strategici

Si, in Afghanistan forse.
Sull'Europa orientale prima del 1991 sarebbe stato diverso.
L'interdizione è l'infiltrazione ognitempo e a lungo raggio dietro le linee, in territori altamente difesi, per colpire obbiettivi importanti, oggi direbbero "paganti": un ponte, un nodo ferroviario, una rampa di Scud, la casa di qualcuno ...
Se si trattasse di fanteria, queste missioni credo che sarebbero compito delle forze speciali a lungo raggio.
SU-24, F-111, Tornado IDS e F-15E sono aerei specializzati in questo.
La differenza tra loro e un F-16 è la stessa che può intercorrere tra un fante e un membro delle forze speciali.
L'ormai dimenticato F-117 credo che potesse rappresentare l'interpretazione più estrema dell'interdizione: un aereo monoposto subsonico, con una stiva per due sole armi e senza armi difensive, ma protetto unicamente dalla sua invisibilità.
L'interdizione quindi è qualcosa di più di un attacco al suolo. Le distanze, la navigazione cieca a bassissima quota, la quantità e la qualità delle minacce che è previsto che si incontrerà per la strada rendono la cosa per lo meno "complicata".

I satelliti e le nuove armi stand-off hanno segnato la fine dell'aereo da interdizione pura. L'F-111 è sparito, il Tornado è lì lì, il SU-24 è passato ad altri ruoli come la ricognizione e il pattugliamento navale, il SU-34 non lo so, l'F-15E lo usano per il CAS in Afghanistan. Tutte cose diverse dalla missione per la quale erano stati progettati.

L'F-16 fu a tutti gli effetti un aereo eccezionale (se non altro nella sagoma). Nacque come supercaccia puro per il combattimento aereo manovrato nel raggio visuale (cosa in cui mi risulta essere l'unico che è alla pari con il MIG-29), ma divenne anche un perfetto multiruolo a tutti gli effetti, potendo passare indifferentemente dal bombardamento, al CAS, al duello aereo e viceversa nell'ambito della stessa missione.

Per l'interdizione invece lo vedo un tantino stiracchiato, tant'è che gli preferirono l'F-15E che è un aereo di ben altra "stazza" in ogni senso. Non a caso Israele ha entrambi questi aerei.

Un ruolo forse meno "abituale" dell'F-16 può essere il wild weasel. Qui un F-16C imbarca un AGM-88 HARM (e pure un pod ECM an/alq-131 mi pare). Nella prima guerra del Golfo gli F-16 wild weasel che venivano dalla Germania Ovest vennero intensamente impiegati contro le difese fisse e mobili di SAM iracheni, sia con l'HARM che con armi più convenzionali. Il vantaggio dell'HARM ovviamente è che si può rimanere molto più lontani.

Credo che l'attacco al suolo equivalga al "bombardamento" in senso generale. Se serve per proteggere nell'immediato truppe di terra vicine è CAS.

L'interdizione è una cosa diversa perchè è più complicata e può avere fini strategici, non tattici. Interdire significa vietare, impedire l'utilizzo.
Se tu sei alla testa di una colonna corazzata che si dirige al fronte e io ti butto giù i ponti sui fiumi prima che li attraversi, o aspetti che te li rifanno nuovi, o fai il giro da un'altra parte. In ogni caso perdi tempo e consumi carburante inutilmente (e se ti fermi ad aspettare, o ti metti a fare il giro più lungo fai pure da bersaglio ...). Gli F-111 servivano a questo (oltre che per l'attacco nucleare tattico e strategico). Il fatto è che il ponte in questione o qualsivoglia altra cosa che valga la pena in genere è centinaia di Km dietro le linee ...

Un caso di "interdizione" a lungo raggio con gli F-16: credo possa essere il bombardamento della centrale nucleare irachena di Osirak, che non fu certo un "banale" attacco al suolo ... e gli F-16 dovettero portarsi dietro una bella quantità di carburante.

Durante la Iraqi Freedom inizialmente gli Strike Eagle hanno fatto interdizione (per quanto non credo ce ne fosse molta da fare) mentre successivamente hanno fatto praticamente solo CAS..avere una piattaforma versatile come l'F-15E sicuramente aiuta, nonostante sia stato sviluppato come aereo da interdizione può ricoprire alla grande anche la CAS..e anzi grazie al vasto carico bellico e la quantità di combustibile che può trasportare è forse piú efficace del Falcon in quanto a persistenza sulla zona di combattimento (qui esempi di loadout usati durante la OIF http://www.f-15e.info/joomla/weapons/lo ... qi-freedom )..
Tornando all'F-16 la versione SEAD, che è poi la CJ, si avvale del pod HTS montato sulla presa d'aria sinistra che permette al Falcon di non essere soltanto un Harm-shooter qualsiasi (lo Strike Eagle è abilitato agli Harm ma per lanciarli sfrutta solo il sensore del missile), ma di avere un sensore dedicato che localizza meglio le fonti radar e permette di sfruttare appieno l'AGM-88 (di norma ne trasportano due + un pod da guerra elettronica nel centerline pylon)..forse non è una piattaforma SEAD "completa" come lo può essere un Tornado ECR o come l'F-4G che ha sostituito ma che era stato rielaborato apposta per quel ruolo..

Il ramo americano di BAE Systems ottiene, a scapito di Lockheed Martin, il contratto per l'aggiornamento avionico degli F-16 della Corea del Sud ..... che sceglierà però il nuovo radar l'anno prossimo .....

South Korea has selected the US unit of BAE Systems to upgrade the avionics of 134 Lockheed Martin F-16 C/D aircraft, but will not make a radar supplier decision until 2013.

The deal is worth approximately $1 billion, says Seoul's Defence Acquisition Procurement Agency (DAPA). The other contender for the package was Lockheed Martin.

The decision is a major victory for BAE, which recently said it was not given the opportunity to compete for Taiwan's programme to upgrade 66 F-16s. At the recent Farnborough air show, Lockheed and Taiwan's Aerospace Industrial Development Corporation (AIDC) signed an agreement on the upgrade, leading BAE to question the fairness of the award.

Seoul's F-16 upgrade will be conducted through the US Foreign Military Sales mechanism, with the US Air Force contracting BAE Systems for the work.

DAPA has yet to name the winner of a parallel competition to upgrade the radars of its F-16s to active electronically scanned array sets. The rivals in this competition are the Raytheon Advanced Combat Radar (RACR) and Northrop Grumman's Scalable Agile Beam Radar (SABR).

DAPA said this requirement is not as urgent as the avionics upgrade, which will require more intrusive work as it will upgrade items such as the weapons systems, multi-function displays and the aircraft's mission computer.

"The avionics integration will take more time than the radar integration," said DAPA.

DAPA plans to name the winner of the radar competition in the first half of 2013.

Although DAPA plans to announce its AESA decision before the USAF, it is in consultations with the USAF about its F-16 AESA plans. The agency sees significant value in using the same F-16 AESA as the USAF, as this will is simplify logistics and interoperability.

Faccio riferimento al mio post datato 25 lug 2012, 8:31 ..... dal titolo ..... "Sempre a proposito degli F-16 irakeni ....."

Ho constatato che il "Daily Report" dell' AFA ha provveduto a modificare sostanzialmente la notizia che, nella sua prima stesura, lasciava intendere che l'Irak avesse ordinato un secondo lotto di F-16 .....

E' stato precisato infatti che si tratta del pagamento di una seconda rata in relazione però al primo ordine ..... mentre un secondo ordine verrà effettuato in un prossimo futuro .....

Second Funding Installment for Iraqi F-16s ....


The Air Force awarded Lockheed Martin a $199.3 million foreign military sales contract towards the purchase of 18 F-16C/D Block 52 fighters for the Iraqi air force, according to the Pentagon's list of major contracts for July 24.

Lockheed Martin is on the books to supply 12 single-seat F-16Cs and six two-seat F-16Ds to the Iraqis, with deliveries scheduled to occur between May 2014 and January 2016, company spokeswoman Laura Siebert told the Daily Report.

The Iraqis would like to acquire a total of 36 F-16s.

To that end, the White House notified Congress late last year of the possible sale of an additional 18 F-16 Block 52 airplanes.

In Sud Africa c'è un privato che ha un Lightning un Buccaneer e un Hunter...non so peró che curriculum abbia il proprietario..cioè se era pilota militare già abilitato a questi 3 aerei..

Quello che intendevo io è che se ti vuoi fare un type sul F-16 puoi recarti alla Lockheed, paghi e te lo metti sulla licenza? Smilitarizzato e tutto...
