Canada’s Liberal government has unveiled its new defence policy, proposing 88 new fighters for the Royal Canadian Air Force, but pushing back plans to acquire an interim fleet of 18 Boeng F/A-18E/F Super Hornets amid a rift between Boeing Commercial Aircraft and Bombardier.
At the top of Canada’s military aircraft priorities, defence minister Harjit Sajjan outlined the air force’s plan to acquire 88 new fighters – an increase from the previous government’s plan to purchase 65 jets – ...
But the defence policy dodges a previous plan to acquire 18 Super Hornets as an interim solution for solving the service’s capability gap.

Detto ..... fatto .....
The U.S. and Qatar today finalized the sale of F-15QA fighter aircraft, worth $12 billion.
A spokesman for the Department of Defense confirmed the letter had been signed during a meeting between Secretary of Defense Jim Mattis and his counterpart, Qatari Minister of State for Defense Affairs Dr. Khalid al-Attiyah.
When the long-awaited deal was cleared by the State Department in November, it was announced as a $21.1 billion agreement covering up to 72 jets, a good reminder that initial figures reported by the Defense Security Cooperation Agency are often high estimates for where an agreement will end up.
Instead, it appears the agreement will be for about half that.

Finlandia ..... Boeing intenderebbe proporre il Super Hornet Block 3 .....
Boeing could put forward its Block 3 F/A-18 Super Hornet for the Finnish air force competition, assuming the recapitalisation lines up with Boeing’s Block 3 production for the US Navy.
Earlier this month, the US Navy signed an agreement to upgrade the service’s Super Hornet fleet to the Block 3 configuration.
The potential configuration could include conformal fuel tanks, infrared search and track (IRST21), a centreline pod with an infrared telescope, and advanced cockpit, Boeing says.

Grandi speranze per il MiG-35 .....
Despite the Western sanctions, famed Russian jet maker MiG is here at the Paris Air Show to remind the public—and the industry—of its latest iteration of the Fulcrum family, MiG-35 fighter, and to attract attention to its other efforts.
The two MiG-35 prototypes have been in flight tests since the beginning of the year under a contract with the Russian defense ministry.
“The government trials go according to the schedule and should be completed at the end of 2017, beginning of 2018,” MiG CEO Ilya Tarasenko told ShowNews.

There are many ways America’s allies can increase their defense spending, but if nations honestly weigh their options, they will find US-built equipment generally offers them the most total value, said Remy Nathan, vice president for international affairs at the Aerospace Industries Association.

After three painstaking years of negotiation, Russia and Indonesia have finally agreed to sign a major aerospace deal later this year: 11 top-of-the-line Sukhoi Su-35 fighter jets in exchange for Indonesian palm oil, coffee, and other goods.
The two sides signed a memorandum of understanding in Moscow on Friday.
A final contract may be signed by the end of the year, Russia’s business daily Vedomosti reported on Aug. 6, citing an unidentified Rostec source.
The barter arrangement will be facilitated by Rostec and Indonesia’s state-owned trading company PT Perusahaan Perdagangan Indonesia.
The exact terms of the deal have yet to be made public, but the Su-35s will be financed by Indonesian exports to Russia.

Qatar Signs Letter of Intent for Eurofighters .....

Tony Osborne - Aerospace Daily & Defense Report (AW&ST) - Sep. 17, 2017

LONDON - Qatar has signed a long-awaited letter of intent (LOI) to purchase up 24 Eurofighter Typhoons, further bolstering the planned fighter fleet of the tiny Gulf state.
In a surprise move, British Defense Minister Michael Fallon and his Qatari counterpart, Khalid bin Mohammad Al Attiyah, signed the deal in Doha on Sept 17.
Qatari officials say that the agreement, which will solidify the defense cooperation and commitment between the two countries, will also lay the groundwork for “Qatar’s intentions toward procuring 24 advanced Eurofighter Typhoons and supporting capabilities.”
“After a number of years of negotiations between our two countries, I am delighted to have been able to sign today with Qatar’s defense minister this Statement of Intent on the purchase of 24 Typhoon aircraft by Qatar,” said Fallon.
He called the deal with Qatar an “important moment” in the defense relationship between the two countries.
“We also hope that this will help enhance security within the region across all Gulf allies and enhance Typhoon interoperability across the [Gulf Cooperation Council],” he added.
The LOI suggests that Qatar aims to curry favor by purchasing fighters from its three Western allies.
It ordered 24 Dassault Rafales from France and made a Foreign Military Sales request from the U.S. for up to 72 Boeing F-15QA fighters, although Doha has ultimately settled on purchasing 36 of the aircraft.
Jointly, the three types will replace the 12 Mirage 2000s Qatar currently uses for air defense missions.
Several of the first batch of Qatari Rafales on order are now flying in France.
The growth of the Qatar Emiri Air Force is unprecedented, potentially boosting the air arm’s front-line fleet from the current 12 to 84 fighters of three different types.

Although Qatar is not short of money, thanks to its huge deposits of natural gas, operating three different advanced fighters could create a logistics headache for such a small air arm.
However, the move clearly sends a potent message, particularly given that Qatar is facing an air, land and sea blockade from its neighbors over its alleged support to terrorist groups across the Middle East.
If turned into a contract, an order for 24 Typhoons will be a significant lifeline to the Eurofighter program.
Kuwait’s recent order for 28 aircraft will allow the four-nation consortium to push production out to 2023, and the Qatari order could continue production even longer, potentially allowing the aircraft to meet other future fighter requirements.
If it goes through with the Typhoon order, Qatar would become the fourth Middle East nation to order the aircraft after Saudi Arabia, Oman and Kuwait.

Tornando al Canada .....
Si inasprisce la lite con Boeing .....
Canadian Prime Minister Justin Trudeau said Monday his government could stop doing business with Boeing if the U.S. company doesn’t drop a trade complaint against Canadian plane-maker Bombardier.
Trudeau said Canada “won’t do business with a company that’s busy trying to sue us and put our aerospace workers out of business.”
When Trudeau came to power, part of his platform was to cancel a long-planned F-35 joint strike fighter buy and instead look to Boeing’s F/A-18 as a cheaper alternative.
Canada had been in talks to purchase 18 Super Hornet fighter jets from U.S. aerospace giant Boeing, but those have been on hold because of the Bombardier dispute.
Trudeau’s comments are Canada’s strongest yet.
Chicago-based Boeing’s complaint claims Bombardier’s new C Series passenger aircraft receives Canadian government subsidies that give it an advantage internationally.

Canadian Prime Minister Justin Trudeau has warned that his country "won't do business" with Boeing if the American airframer continues a trade complaint against Bombardier and its CSeries commercial aircraft.
Trudeau's comments, made on 18 September, mark the latest salvo in a trade dispute between Boeing and Bombardier, and throw additional uncertainty on Canada's plan to buy 18 Boeing F/A-18 Super Hornet fighter aircraft.
"We have obviously been looking at the Super Hornet aircraft from Boeing as a potential significant procurement of … new fighter jets, but we won't do business with a company that is trying to sue us and put our aerospace workers out of business," Trudeau said during a press conference with UK prime minister Theresa May.
Trudeau was referring to Boeing's complaint to US trade officials in April that a heavily-subsidised Bombardier sold CSeries aircraft to Delta Air Lines at artificially-low prices.

I denominativi "Mig" e "Sukhoi" resteranno.

The U.S. Commerce Department on Tuesday sided with Boeing in a case against Canadian aerospace firm Bombardier that marks a big win for the company’s commercial side ― but places a potential $5 billion Super Hornet order at risk.
In April, Boeing lodged a complaint with the Commerce Department that Bombardier had received more than $3 billion in government subsidies on its C-series jets that allowed it to undercut its competition.
Boeing does not produce a rival to the C-series, but the United States’ largest aerospace company feared that Bombardier’s advantage in that market could allow it to feed larger profits into creating larger airliners that Boeing would then have to compete against.
Tuesday evening, Treasury announced it was siding with Boeing and recommended imposing a 219 percent tariff on Bombardier C Series imports, a massive price hike for the commercial design.
And although the dispute revolved around Bombardier and Boeing’s commercial business, the row caused turmoil in the U.S.-Canada relationship that filtered into the defense aerospace market.

British Prime Minister Theresa May warned Thursday of growing protectionism in the global economy, slamming plane-maker Boeing for its role in the U.S. government decision to impose a massive tariff that could cost thousands of jobs in Northern Ireland.
Addressing a conference organized by the Bank of England, May mounted a strong defense of free trade and insisted that her government would push for free trade after Britain leaves the European Union in March 2019.
“I think there is a real challenge for us globally today because I think that here are aspects of protectionism creeping in around the world,” she said.

Slovak Defense Minister Peter Gajdos said that while the ministry has received offers from the U.S. to supply the F-16 and Sweden to deliver the JAS-39 Gripen for its planned purchase of 14 fighter jets, MiGs aren’t under consideration.
“Certainly, no one is counting that we will purchase MiGs,” Gajdos said, according to local daily Novy Cas.
Earlier this month, he said that Bratislava evaluated Russia’s offer to supply new aircraft, but this was done to provide the ministry with a better negotiating position.
The planned procurement to replace Slovakia’s Soviet-designed Mikoyan MiG-29 jets is valued at about €1.1 billion (U.S. $1.32 billion).
Slovakia aims to acquire new fighter jets before 2019, when the servicing deal for the MiG-29s is set to expire.

BAE Systems has stepped up its campaign to sell Typhoon combat aircraft to Belgium, with the company and its Eurofighter consortium partners pledging to establish new innovation centres with local industry if the type is selected to replace Brussels' Lockheed Martin F-16s.
Outlined on 26 October and supported by Airbus Defence & Space, BAE, Leonardo and European missile company MBDA, the proposal would see new centres dedicated to defence and aerospace activities opened in Flanders and Wallonia.
To be jointly funded with Belgian industry in the event of a Typhoon selection, these could specialise in areas including advanced manufacturing and additive layer manufacturing, BAE says.

Medio Oriente ..... ulteriori grossi affari in vista .....
“In the last few years, a lot of these contracts have come to completion. They’ve started signing orders. They’ve been approved. So that does limit what they need to be purchasing for the time being,” said Derek Bisaccio, an aerospace expert with Forecast International.
“That doesn’t mean that there aren’t still opportunities,” he added.
“What I think is notable is that a lot of these countries feel they need to get more. They definitely have the budgets for it, the resources for it, even with the collapse of energy prices.”
Bisaccio estimates the value of the Middle East fighter jet market to be about $22 billion over the next decade, based on projected unit costs per aircraft.
That figure could double if including additional services such as spare parts, training and maintenance.

UAE verso il Su-35 ?
More than one source told AIN that the purchase will be made official during this year’s Dubai Air Show, and that the Gulf state wants “more than one” squadron of the aircraft, with a total of “more than 10 aircraft.”
However, exact numbers and other details may be known only once the official announcement is made.

The Royal Malaysian Air Force (RMAF) is no longer seeking a multi-role combat aircraft (MRCA) and is evaluating light combat aircraft (LCA) instead.
In another change of policy, the service has grounded its remaining airworthy MiG-29s instead of upgrading them, although the government has not made a final decision about their future ...
Over the past few years, the makers of fourth-generation combat aircraft such as Boeing (F/A-18 Super Hornet), Dassault (Rafale), Eurofighter (Typhoon) and Saab (Gripen) have all devoted considerable efforts to wooing the southeast Asian country.
But an RMAF official said that Malaysia would defer further evaluation of an MRCA until at least 2025, because of budget constraints.
Instead, it now wants to acquire “one or two squadrons” of a light, single-engine jet that would have some air-to-air performance, including supersonic speed, but that would mainly offer air-to-ground capability.
The Korean Aircraft Industries KA-50 would seem to be the frontrunner, since it has already been chosen by neighboring countries Indonesia, the Philippines and Thailand.
Moreover, it is powered by a GE F404 - the same engine as found on the RMAF’s small fleet of eight Boeing F-18D Hornets.
However, the official said that rival aircraft would be closely evaluated.

The U.S. Defense Department has begun talks with the United Arab Emirates about a potential sale of F-35 joint strike fighters, the U.S. Air Force’s number-two general said Friday.
The statements, made by Air Force Vice Chief of Staff Stephen Wilson during a roundtable with reporters ahead of Dubai Airshow, confirm an earlier report by Defense News.
The story cited sources close to the talks that claimed President Donald Trump’s administration was considering delivering a classified briefing on the jet’s capabilities to UAE officials.

The Royal Canadian Air Force expects to release a new request for proposals for its fifth-generation fighter competition by 2019 with a contract award by 2021, the RCAF’s commander says this week.
In June, Canada proposed 88 new fighters for the RCAF , an increase from the previous government’s plan to purchase 65 jets to replace the aging CF-18 fleet, but did not outline a timeline for the RFP.
