Finlandia ... si comincia col Typhoon ...
Finland has launched the latest stage of its HX fighter contest, with a first candidate type now involved in flight evaluation from the nation’s Pirkkala air base.
Detailing the new phase in a blog post, Finnish defence ministry programme manager Lauri Puranen describes it as a “testing and verification event for HX candidates”.
Intended to evaluate aircraft performance against the responses submitted following Helsinki’s earlier invitation to tender, the activity “will test the multifunction fighter and its systems on the ground, air, take-off and landing,” he adds.
The Eurofighter consortium’s Typhoon is the first model to begin the process, with two Royal Air Force examples having been deployed from the UK for an assessment window running from 9-17 January.

Gli USA autorizzano l'acquisto di un piccolo numero di F-35B da parte di Singapore ...
The US State Department approved a possible Foreign Military Sale of up to 12 Lockheed Martin F-35B Lightning II stealth fighters to Singapore for an estimated $2.75 billion.
The Pentagon’s Defense Security Cooperation Agency says that it notified the US Congress on 9 January.
The potential deal would be for an initial package of four aircraft, with the option to buy eight more examples.
The announcement was expected as Singapore said in January 2019 that it plans to use a small number of F-35s in an evaluation programme before buying additional jets.

Oltre agli F-35 per la Polonia ... altri F-16 per la Romania ...
Meanwhile, on January 27 the defense ministers of Portugal (João Gomes Cravinho) and Romania (Nicolae-Ionel Ciucă) signed a contract at Monte Real air base, where Portugal fields its two F-16 squadrons, for the Romanian air force to acquire an additional five F-16s from Portugal in a €130 million ($143.6 million) deal that was approved by the Romanian parliament in December.
Four F-16AM single-seaters and one two-seat F-16BM - which have already gone through the MLU program - will undergo further modernization and modification to Romanian specifications by OGMA in Portugal prior to handover.
The first four are due to be delivered in 2020, with the last aircraft following early next year.

L' Indonesia sarebbe interessata all'acquisto di 48 Rafale ...
Indonesia has advanced talks with France for the acquisition of Rafale aircraft, Scorpene submarines and Gowind corvettes which would figure in a potential defence cooperation deal between the two countries to be signed later this year.
Jakarta is interested in acquiring 48 Rafale jets, up to 4 Scorpene submarines armed with Exocet SM39 missile and by two 2,500-ton Gowind corvettes, French publication LaTribune (*) said quoting informed sources.
The potential purchases are worth an estimated $25-$28 billion.

However, when asked for confirmation about the news, Prabowo only laughed and said, “That's probably their [the French government's] wish.”
The minister, however, conceded that there was an urgency for Indonesia to modernize its weaponry systems and advance its defense industry, particularly following the recent tension with China in the North Natuna Sea.
“In order to enhance our defense, we definitely need to modernize our weaponry defense systems and repair what we already have, so that we have the power to assert our sovereignty,” he said.

Yak-130 per il Vietnam ...
Vietnam has ordered Yakovlev Yak-130 advanced jet trainers, the Moscow-based Vedomosti newspaper has reported (*).
Although this is yet to be confirmed by official sources, none of the Russian governmental establishments involved in the arms trade have refuted the news, which may be taken for a tacit consent.
The contract is believed to be for about a dozen aircraft to equip a single squadron.
Since the type is offered to foreign customers at $15 million apiece, the deal is valued at about $200 million, but Russian media gives it at $350 million price tag, taking account of air-launched weapons, training, and aftersales support packages.
In Vietnamese service, the Yak-130 will replace aged Aero L-39 jet trainers procured some 40 years ago.
The new aircraft are expected to join the 915th Training Aviation Regiment founded in 2018.
Apart from the L-39s, it also operates Mi-8 helicopters belonging to the Higher Flight School of the Vietnamese People’s Army.

A German think tank is calling on Germany’s defense ministry to reconsider Lockheed Martin’s F-35 as a successor for the country’s Panavia Tornado fleet.
- - -
Now the influential German Society for Foreign Policy, DGAP, argues that to meet the nuclear mission requirements, Berlin should “revise” its original decision to consider only the F/A-18 and the Eurofighter, with authors Heinrich Brauss and Christian Molling calling for the F-35 to be “included in the comparative analysis and evaluation,” in a new report published Feb. 3 (*).

Competizione HX in Finlandia ...
Avviso ai partecipanti ... "Mantenete la calma !"
Why fighter contenders must keep cool in Finnish HX battle ...

Buying a new fleet of fighters is a huge decision for any nation: not only due to the high capital cost of making such an acquisition, but also because of the heavy responsibility of selecting the right type to defend its citizens for 30 years or more.
Visiting the Finnish air force’s Pirkkala base in Tampere in late January, it was not only the near-zero temperature and falling snow that were refreshing.
With a media open day staged for each of the five visiting contenders – in this case the Saab Gripen E – Helsinki has adopted an impressively transparent approach during its HX Challenge.
Its programme manager also writes regular blog posts about the process, which is heading towards a vendor decision during 2021 and initial capability being declared six years later.
Of course, some things are best not widely publicised when it comes to air combat capability requirements, so the bidders are instructed not to provide specific details about the ongoing HX Challenge evaluations.
Meanwhile, engaging in “trash talk” about the perceived weaknesses of their rivals is also actively discouraged.
Finland has some unique requirements which already make the battle between the Boeing F/A-18E/F Super Hornet, Dassault Rafale, Eurofighter Typhoon, Lockheed Martin F-35 and Gripen hugely intriguing.
Add to the mix an – albeit comparatively modest – 30% offset requirement, and the potentially 60-unit deal is even more engaging.
With updated proposals just tabled and best and final offers to follow before year-end, programme director Colonel Juha-Pekka Keranen cautions: “Put in true numbers, because these will be tested.”
Worth a maximum of €10 billion ($11 billion), this is a dogfight not to be missed.

L' Australia cede i suoi vecchi F/A-18 A/B ...
Canberra plans to sell 46 Boeing F/A-18 A/B “Classic” Hornets to Air USA, a firm that provides tactical airpower training services to the US military and international customers.
The aircraft are being retired as Canberra takes delivery of up to 72 Lockheed Martin F-35As, which are replacing the Hornet in Royal Australian Air Force (RAAF) service.
“The Classic Hornet aircraft will be used to provide training services to the United States Air Force and will be prepared over the next three to four years,” says Melissa Price, minister for defence industry.
Price gave no details about the pricing, but said that the work to prepare the jets for transfer to Air USA will provide 24 direct industry jobs at RAAF Williamtown.

Le singolari decisioni della Germania ...
You can count on Germany to stir the pot of nuclear weapons sharing amid a global pandemic.
Such was the case in the past few days in a country that, armed with a superb health care system and a relatively low COVID-19 mortality rate, is seen as a model for managing the coronavirus crisis.
But as of Sunday afternoon, the national security community was abuzz about a news report saying Defence Minister Annegret Kramp-Karrenbauer effectively promised her U.S. counterpart that the ministry will buy 45 F-18 jets from Boeing.
The Der Spiegel report comes after news broke a few weeks ago that Berlin planned to acquire a mix of Airbus Eurofighter jets and Boeing F-18s for a smattering of air warfare jobs too demanding for the country’s aging Tornado fleet.
Those jobs include flying conventional fighter-bomber missions, jamming enemy air defenses and carrying U.S. nuclear-tipped gravity bombs to hypothetical World War III targets somewhere eastward, per NATO’s so-called nuclear sharing deal.

Ancora sui futuri acquisti della Germania ... un commento da AeroSociety.com ...
EDWARD HUNT considers the German Defence Minister Annegret Kramp-Karrenbauer's surprise announcement earlier this year that the Luftwaffe will acquire US-made Boeing Super Hornets and Growlers as well as Eurofighter Typhoons.
What lies behind this procurement strategy?
Before the world’s attention was understandably fixed on Covid-19, a subject of mild interest in aerospace circles was the German Air Force’s requirement to replace its ageing Tornado fighter-bombers.
Like the Italians, but unlike virtually everyone else in the NATO circle, the Luftwaffe had – very sensibly – retained a dedicated Electronic Warfare (EW) and Suppression of Enemy Air Defences (SEAD) capability delivered by the Tornado ECR variant.
The rise of Russian and Chinese integrated air defence systems (IADS) – capabilities of which are shrouded in mystery and mythology – shows just how prescient a decision this was.

The State Department approved a possible sale of three E-2D Advanced Hawkeye aircraft to France, in a deal that would bring the U.S. and French carrier air wings even closer together (*).
If finalized, France would become the third country to operate the airborne early warning and control aircraft, after Japan bought four from the U.S. Navy in 2015.
Japan purchased nine more in 2018.
The Japanese Air Self-Defense Force’s first aircraft delivered last year.
The three aircraft and associated parts would cost about $2 billion, according to a notification to Congress.

The potential F-35 deal is the second largest foreign military sale approved by Washington in history, behind a $29.4 billion sale of Boeing F-15SA fighters and associated weapons to Saudi Arabia in 2010.
Tokyo requested 63 examples of the F-35A conventional take-off-and-landing variant and 42 examples of the F-35B short-take-off-and-vertical-landing variant (STVOL), the US Defense Security Cooperation Agency says as part of a notice delivered to the US Congress on 9 July (*).
Also, part of the sale are 110 Pratt and Whitney F135 engines, including five spare turbines.
