The bids are in for Canada’s fighter competition, and three companies will go head-to-head for the chance to build 88 new jets.
The Canadian government on Friday confirmed that the field is down to two American entrants — Lockheed Martin’s F-35 Joint Strike Fighter and Boeing’s F/A-18E/F Super Hornet — as well as Swedish aerospace manufacturer Saab’s Gripen E.
All companies submitted proposals before the July 31 deadline.

Foreign media reported on Saturday that the island of Taiwan has officially signed an agreement with the US to buy 66 F-16V fighter jets.
Chinese mainland military analysts said that if a reunification-by-force operation breaks out, the PLA would destroy Taiwan's airfields and command centers, giving the F-16Vs no chance to even take off, and giving those already in the air no place to land.

The plan will effectively increase the military’s budgetary framework in 2021 by $2 billion to $5.8 billion to meet phase one of the project’s procurement costs.
The economic impact of the COVID-19 pandemic, which has forced Finland to significantly increase international borrowings and further load national debt, was feared to have a negative bearing of the fighter replacement project, particularly against the backdrop of a potential economic recession and grim forecasts of an 8 to 10 percent drop in GDP in 2020.
Instead, the 2021 budget both protects and moves forward the $12 billion national security capital investment.
The HX Fighter Program will have a “substantial effect” on the FAF’s budgetary position and finances from 2021, said the HX Program’s Director, Lauri Puranen.

La Croazia riceve una proposta dalla Svezia ...
Representatives from the Swedish government formally offered 12 new-build Saab JAS 39 Gripen C/D multi-role fighters to Croatia on September 9.
Sweden is offering the Gripen C/D platform to Croatia, which is seeking a replacement for its ageing Soviet-era Mikoyan-Gurevich MiG-21bis-D (NATO reporting name: Fishbed) and MiG-21UMD Mongol-B fighter fleets.
The government-to-government proposal was submitted by the Swedish Defence Material Administration (FMV) and the Swedish Embassy in Croatia.

With a current backlog of 130 jets, and several countries on the cusp of making orders, the company sees a possibility of surpassing the 5,000th airplane of the type, Lockheed Martin Executive Vice President of Aeronautic Michele A. Evans said Sept. 9.
“We’re seeing a … resurgence of the F-16 business,” Evans said in an interview with Air Force Magazine.
The company is producing Block 70 Falcons for Bahrain, Bulgaria, and Slovakia at its Greenville, S.C., plant, where it moved the F-16 line last year, freeing up space at its Fort Worth, Texas, plant for the F-35 production line.
“We’re up to about 4,600 aircraft delivered and can see possibly getting up to 5,000,” Evans said.

Anche se non si tratta di caccia ...
Israel’s Ministry of Defense announced a reciprocal procurement agreement with Italy’s defense ministry that will see Israel acquire 12 training helicopters (AW 119KX) and Italy receive Rafael Advanced Defense Systems “Spike” missiles and Elbit Systems simulators.
The agreement builds on a 2011 deal between Israel and Italy in which Israel purchased 30 training aircraft and Italy purchased an Israeli observation satellite and two airborne early warning systems.
This week’s deal signing completes an exchange that began in February 2019, the Israeli Ministry of Defense said.
Israeli Defense Minister Benny Gantz, who was in the United States this week for a meeting with his US counterparts, hailed the new pact.

Si comincia ora a parlare di una possibile, futura vendita di F-35 al Marocco ...
Afin de contrer l’arrivée possible du Sukhoi Su-57 E « Felon » chez le voisin algérien, Washington ouvre la porte à l’exportation du Lockheed-Martin F-35A « Lightning II » au Maroc.
Offre faite notamment sous couvert de la reconnaissance de l'État d'Israël par le roi Mohamed VI.
Les négociations entre Rabat et Washington ont débuté en juin dernier et pourraient déboucher sur un accord avant la fin de l’année.
Pour autant une vente éventuelle devrait tomber sous la coupelle de la nouvelle loi « Secure F-35 Exports Act de 2020 » (*).
Une loi visant à réaffirmer la surveillance du Congrès sur la vente de systèmes militaires américains sophistiqués et critiques.

Il Regno Unito si oppone ... [-X
L’industria aerospaziale coreana, la KAI – Korea Aerospace Industries, ha informato il governo argentino che non sarà in grado di fornire il velivolo FA-50, variante avanzata del caccia leggero T-50 Golden Eagle, che la Fuerza Aerea Argentina avrebbe voluto acquistare già da tempo.
Il motivo della marcia indietro della KAI è il veto messo dal Regno Unito a causa di alcuni componenti di produzione britannica incorporati nei sistemi del velivolo sud coreano.
Una lettera del 28 ottobre scorso del produttore sudcoreano che informava Buenos Aires che non sarebbe stato più in grado di fornire il caccia leggero poiché utilizza parti di fabbricazione britannica è stata pubblicata sui canali social del Ministro della Difesa argentino Agustín Rossi.

I dubbi di RID ...
Gli USA rafforzano così un importante pilastro anti-iraniano e lo “premiano” per gli accordi di pace con Israele.
Sarà interessante vedere come un sistema d’arma così complesso, e “smart”, come l’F-35 potrà essere gestito da un Paese arabo che, come dimostrato dalla guerra in Yemen, non brilla certo in quanto ad organizzazione militare, dottrine, gestione e così via.

The official Letter of Request (LOR) from the Department of Defense was sent to the US Government on November 6, 2020.

Greece has formally asked the U.S. to purchase 18-24 F-35s, and it wants them so quickly it’s willing to accept ex-USAF airplanes, according to Pentagon officials and Greek press reports.
The official Letter of Request was transmitted to the Pentagon by the Greek defense ministry on Nov. 6.
The request asks for the “immediate” purchase of aircraft, such that the first ones could be delivered in 2021; the document said this timeline is “crucial.”
While it’s not clear why Greece views the timing of the purchase as so critical, industry officials said it likely has to do with European Union loan guarantees that will expire in the coming months.
The financing is also viewed as the reason Greece may be willing to accept used, ex-Air Force F-35s.
The LOR said the sale would be affected by the speed of delivery, configuration of the aircraft, and “the repayment plan.”

Why UAE F-35 deal makes sense to Washington - and Israel ...

Even after the most turbulent of years had taught us all to expect the unexpected, Washington’s snap announcement of a planned stealth fighter sale to the United Arab Emirates (UAE) still came as a big surprise.
Add to that the fact that the proposed first transfer of Lockheed Martin F-35s to an Arab state had received tacit support from Israel.

The UAE has of course long been seeking to add the fifth-generation fighter to its already impressive combat fleet.
But the USA’s underpinning of Israel’s comparative military advantage in the Middle East meant there was no Lightning II on the ground at the Dubai air show in November 2019 – although an example made a debut flying appearance at the event.
While previously unable to gain approval for an F-35 acquisition, Abu Dhabi had dallied with Dassault on the Rafale, eyed the Eurofighter Typhoon and also considered adding to its existing Lockheed F-16E/F inventory with more capable Block 61 examples.
Ultimately, it chose to bide its time – to good effect.
While it waited, other Gulf Cooperation Council members moved to strengthen their fleets around it.
For Saudi Arabia, this meant taking new Boeing F-15SAs, while Bahrain is to field 16 new F-16Vs and Kuwait 36 Typhoons.
Meanwhile, Qatar – now isolated by the UAE and its allies because of Doha’s alleged leaning towards Tehran – is making the most marked step.
It has so far fielded 23 of an eventual 36 Rafales, with the same number of F-15s and 24 Typhoons also to join its ranks.
The timing of secretary of state Mike Pompeo’s announcement of a prospective broader $23.4 billion arms package for the UAE – amid the political turmoil following the contested outcome of the US election – only added to its surprise nature.
In what now looks set to be a final flurry of defence sale approvals before the Trump administration makes way for US President-elect Joe Biden in January, Washington had just weeks before drawn China’s ire by backing the sale of new F-16s and General Atomics Aeronautical Systems MQ-9B unmanned air vehicles to Taiwan.
But what directly advanced the prospect of 50 F-35As and related weapons, plus 18 armed MQ-9Bs boosting the UAE’s military capability, was its recent normalisation of relations with Israel.
Brokered via the USA, this development has already seen the commencement of direct commercial flights between the nations.
The strengthening of another US ally in the Middle East region is seen as good news for pretty much everyone but Iran.
As Washington turns its attention to preparing for potential future conflicts with China and Russia, arming its friends elsewhere with the best equipment it can offer spares its assets for the bigger battles to come.
Job creation at home is a further bonus.
With stealthy F-35As, plus its Saab GlobalEye surveillance aircraft, the UAE will have a highly capable air force fleet – more than able to address the threat posed by Iran’s military.
As for Israel, its air force now operates 23 F-35I Adirs from a planned 50-strong fleet of the type.

While it already has this technological head start on the UAE, it also retains a unique status in being able to update the aircraft with its own systems.
As such, it won’t be getting outmanoeuvred by its neighbours any time soon.

Vi è, però, un problema ... secondo quanto scrive il blogger elvetico ... l' Uruguay è a corto di fondi e la cosa, con tutta probabilità, avvantaggerà la Cina ...
L’Uruguay est à la recherche d'un avion moderne d’attaque au sol léger, mais ne dispose que d’une faible marge de manoeuvre en ce qui concerne le financement du futur avion.

Pressoché completato l'aggiornamento di 22 F-16A/B di Taiwan ...
Taiwan’s plan to complete the upgrade of 22 Republic of China Air Force (RoCAF) F-16A/B multirole fighter aircraft to the latest F-16V configuration by the end of 2020 remains on schedule, Taiwanese media have reported referring to a RoCAF report submitted to the island’s Legislative Yuan.
Taiwan’s Central News Agency (CNA) reported on 6 December (*) that 19 of the 22 F-16 upgrades planned for this year under the RoCAF’s Peace Phoenix Rising programme have already been completed, with three more aircraft set to complete the upgrade later this month.

Gli Stati Uniti hanno offerto all'Indonesia la fornitura di caccia F-15 e F-18 ...
The U.S. has indicated it will sell F-15 and F-18 fighter jets to Indonesia following months of meetings between top defense officials from the two countries, according to a defense official in Jakarta.
U.S. Acting Secretary of Defense Christopher Miller was in Jakarta on Monday and Tuesday to meet with Indonesian Defense Minister Prabowo Subianto.
During those meetings, Miller agreed to sell the two models of fighter jets to Indonesia, which has long wanted to upgrade from its aging F-16 fleet.

In a role reversal, India has offered to sell its indigenously developed Lead in Fighter Trainer (LIFT) version of the Tejas Light Combat Aircraft to the US Navy, which has floated a Request for Information (RFI) to acquire a fighter jet trainer required for pilot training on aircraft carriers, Economic Times has reported.
As per the report, it is the first time India has made a defence sales pitch to the US.
The US Navy requires these jets for its Undergraduate Jet Training System (UJTS).

Rafale alla Grecia ... imminente la firma del contratto ...
Paris et Athènes devraient finaliser l’achat des 18 avions de combat Rafale avant la fin de l’année.
Le Parlement grec devrait de son côté avaliser le projet la semaine prochaine. Selon les premières informations, la ministre française de la Défense devrait se rendre à Athènes entre le 17 et le 20 décembre.

Avions neufs et d’occasions :

Le contrat total pour la fourniture de 18 avions de combats Rafale se compose de la manière suivante : 12 d'occasions prélevés au standard F3-O4T sur les unités de l’Armée de l’air et 6 neufs soit des F3-R.
Les équipements prennent en compte des missiles MBDA METEOR, SCALP et Exocet ainsi que le matériel connexe de formation.
Le contrat est estimé pour l’instant à environ 2,5 milliards d'euros.
Les Rafale d’occasions seront en outre, portés au standard F3-R afin de rendre la flotte uniforme.

In a legal claim announced last month, the New York Center For Foreign Policy Affairs asserted that the Trump administration failed to provide a reasonable explanation for its decision to sell F-35 fighter jets and other weapons to the UAE, which places it in breach of the Administrative Procedure Act.
It has asked the U.S. District Court for the District of Columbia to find the sale invalid.
The case is unusual, as is the theory of the case, but so is the Trump administration’s approach to the sale, said Brittany Benowitz, a legal expert on human rights and arms trade.
Such legal challenges rarely succeed, but if this one does, it could halt the deal even if Washington and Abu Dhabi follow through with plans to sign contracts in the waning days of the Trump administration.
“If you can say this deal was executed improperly and the contractor was on notice of that, which they are, then I think you can say it’s possible to stop the sale before delivery,” Benowitz said.

La Grecia acquisisce 18 Rafale, firmato oggi il contratto. L’ordine per 18 Rafale include 12 Rafale attualmente in servizio con la French Air Force e 6 nuovi Rafale prodotti negli stabilimenti Dassault Aviation.

The deadline for finalised tenders is 30 April 21.
