Mentre si lavora tuttora alla definizione dei termini contrattuali .....
The B-21 bomber is a “good business deal” for Northrop Grumman, but the details of the deal are still being worked out, Pentagon acquisition, technology, and logistics chief Frank Kendall said Tuesday.
Bidding on the bomber was “very aggressive,” he said, and the reason “it took so long” to award the contract was because the Pentagon wanted to make sure it was “comfortable” with the risks being taken, and those discussions are apparently still ongoing.

A top Air Force general Thursday ruled out the possibility that the Pentagon would partner with allied nations to develop the next-generation B-21 bomber.
The F-35 joint strike fighter was designed and tested jointly with multiple partner nations from its inception, according to Lt. Gen. Arnie Bunch, the Air Force’s deputy assistant secretary for acquisition.
But although this is a “model” for development programs in the future, the Pentagon will not look at using this approach for the B-21, Bunch stressed Thursday.

Una minaccia dal Senato .....
The Senate Armed Service Committee’s version of the National Defense Authorization Act would make it illegal to spend any Fiscal 2017 money for the B-21 engineering and manufacturing development program until the Air Force tells defense committees the amount of the contract award.

USAF’s projected force structure “is not capable of fighting and winning” an air war in 2030, demanding a faster approach to fielding new weapons and an array of new technologies that aren’t available yet, according to the just-released Air Superiority 2030 Flight Plan.
The report is the result of a year-long Air Force cross-specialty analysis of what it will take to control the skies 14 years hence.

While plans for the B-21 — née Long Range Strike-Bomber — have long included an unmanned option, Air Force officials have shown little interest in having that capability on Day One of the plane’s service life.
This is unwise; an unmanned option would increase the U.S. military’s operational flexibility, providing much-needed endurance and persistence at only a marginal increase in cost.

The B-21 bomber, which is supposed to be able to drop massive payloads onto America’s enemies in the near future, is still shrouded in secrecy.
We don’t know what it can do, how it can do it, and we only have one single, solitary illustration of it.
We also don’t know the price, and thanks to the United States Senate, that’s by design.

But Congress, in its infinite wisdom, has found a reason to keep budgets that are susceptible to bloat - like the B-21 program - secret, and conveniently enough, it’s the all-menacing specter of “security,” .....

Neanche il prossimo CSM dell' USAF intende svelarli .....
Air Force Chief of Staff nominee Gen. David Goldfein chose his words carefully on June 16 while explaining why he believes the B-21’s contract award value needs to remain classified.
“I believe that if we’re not transparent with the American people on the cost of this weapons system through its elected leadership, then we have a good chance of losing this program,” he told Senate A​​​rmed Services Committee Chairman Sen. John McCain (R-Ariz.) during his nomination hearing.

Nubi (e complicazioni) in vista .....
A provision within the House of Representative’s version of the National Defense Authorization Act for Fiscal 2017 could affect the development of emerging technologies for major defence acquisition programmes, including the Northrop Grumman B-21 bomber.
The proposal from Rep Mac Thornberry, chairman of the House Armed Services Committee, would separate risky technology development from major acquisition programmes and require a high level of maturity for technology bef ore it is integrated onto a platform.
Under the current defence acquisition system, technologies that are not associated with a specific programme of record are often guaranteed a short lifespan.

Almost seven months after designating Northrop Grumman’s next-generation stealth aircraft the B-21, U.S. Air Force Secretary Deborah James said on Sept. 19 it will be called the Raider, in honor of the Doolittle Raiders who took on the Japanese during World War II.
The name came about through a poll of airmen that kicked off in March and ended in May with the winnowing down of potential names to a handful of top submissions.
From more than 4,600 entries, the winning name Raider was revealed by Lt. Col. Richard Cole (ret.) at the opening of the Air Force Association’s Air, Space & Cyber Conference at National Harbor, Maryland.
Cole is one of the last surviving Doolittle Raiders, flying as co-pilot in aircraft No. 1.
“From the early days of World War I, our bombers redefined the battlefield. In World War II, the 8th Air Force fleet brought the Nazi war machine to its knees. In the Pacific, the Doolittle Raiders and other bomber crews took the war to the Japanese,” James said during the presentation.
“The heavy bomber became the symbol of American strategic power - always ready and never afraid. Since then, in every single conflict, our bomber airmen have been in the fight. B-52s brought unprecedented firepower to the jungles of Vietnam and we are still flying and fighting with them today. B-1s deliver their massive payloads of precision weapons against any adversary anywhere in the world and our B-2s can hold any target at risk, because an adversary can’t fight what it can’t see.”
There had been speculation that the Air Force’s B-21 name would honor a World War II aerial bombardment type, such as the B-17 Flying Fortress, B-29 Superfortress, Consolidated B-24 Liberator, North American B-25 Mitchell or Martin B-26 Marauder.
In choosing Raider, the air branch has rejected ghoulish suggestions like Wraith or Spectre as well as tongue-in-cheek nods to the aircraft’s low-observable profile such as Stealthy McSteathface and Dr. Stealthlove.
While no one realistically expected Air Force leadership to settle on oddball names that inevitably result from public polls, a number of sources said Wraith was gaining the most traction internally.
Wraith is already the unofficial nickname of Lockheed Martin’s still-classified RQ-170 Sentinel surveillance aircraft.
The service has already disappointed some observers by choosing the B-21 designation, with many stumping for B-3 as the most natural follow-on to the B-2 Spirit.
The Air Force has previously denied freedom of information requests calling for the list of submissions to be released because the content was “pre-decisional.”
However, the service expects to make all of the proposed names public some time this week.
The B-21 name is important to bomber advocates as they lobby Congress for funding to keep the potentially $80 billion program for 100 aircraft moving forward.
The Long-Range Strike Bomber (LRSB) program emerged in 2010 as a phoenix from the ashes of the Next-Generation Bomber, or “2018 Bomber,” which was terminated the year prior.
Affordability has been one of the driving requirements of LRSB to avoid locking the service into another overblown aircraft program.
The B-2, despite all of its formidable capabilities, was too expensive at $2 billion per copy to sustain production.
The service aims to keep the cost of its new bomber under $564 million per copy and within $23.5 billion for the development phase.
Investment in the intercontinental-range heavy bomber comes after more than 20 years of lopsided investment in stealthy fighter jets, which have relatively short ranges and limited payload capacity.
The Air Force’s youngest bomber is the B-2, which Northrop began designing in 1979 and achieved initial operational capability in 1997.
Production was capped at just 20 aircraft, down from the original requirement of 132, meaning there is no backup inventory and not enough operational capacity to support large-scale combat operations against a potential peer adversary like Russia or China.
Meanwhile, the Boeing B-1B and B-52H cannot get close enough to enemy surface-to-air missiles to conduct direct attacks on critical targets.
The B-2 remains the world’s premier stealth bomber, but after more than a quarter-century in operation, Russia and China will have developed techniques for tracking and targeting it.
The two regional superpowers have also announced plans to build their own modern, nuclear-capable bombers.
Northrop won the B-21 contract in October 2015 over a Boeing-Lockheed team.
Development began in earnest in February after the U.S. Government Accountability Office rejected the losing side’s bid protest.
The aircraft will enter services around 2025.
Air Force Global Strike Command chief Gen Robin Rand says there are 156 bombers in today’s force, of which 96 are combat coded.
He says 100 B-21s is the lower limit of what the Air Force needs to meet U.S. national security strategy, as part of a mix of 175 bombers total.
In 1960, the service maintained 2,000 bombers and 4,300 fighter aircraft.
By 1980, the number declined to 323 bombers and 3,600 fighters.
Now the count is approximately 156 bombers and under 2,000 fighters.
The B-21 continues the legacy of Northrop Corporation founder and famed aircraft designer Jack Northrop, who inspired the Air Force to adopt flying wing aircraft as strategic bombers.
Northrop’s YB-35 flying wing aircraft first flew in 1949 and the B-2 took to the sky in 1989.
While Northrop’s interest in flying wing aircraft predates World War II, homage must be paid to the Nazis’ Horten Ho 229, the world’s first jet-powered flying wing aircraft that flew in 1944 as a glider and was discovered by U.S. forces on their march to Berlin at the close of the war.
The B-21 closely resembles the original B-2 Advanced Technology Bomber design, known as High Altitude Penetrator.

Meet the B-21 Raider .....

Air Force Secretary Deborah Lee James announced today the B-21 bomber will be called the B-21 Raider.
The name represents the historically important role the new long-range stealth bomber will lead for the next 50 years.
The name is a tribute to the sheer bravery and grit displayed by Jimmy Doolittle and the Doolittle Raiders during World War II; and the legacy will now be carried on by future Airmen.
Assisting Secretary James on stage to announce the name was one of the original Doolittle Raiders, the last living Doolittle Raider, and Jimmy Doolittle’s co-pilot, 101-year-old Air Force Lt. Col. (ret.) Richard Cole.

A voler essere pignoli ..... l' USAF ha reso in questo modo omaggio anche all' US Army ..... in quanto Doolittle e i suoi Raiders appartenevano, a quell' epoca, alle U.S.A.A.F (United States Army Air Forces) ... che erano il braccio alato dell' Esercito USA ...

B-21 'Raider' ..... qual' è il numero giusto ?
Just after the US Air Force officially revealed the moniker for the Northrop Grumman B-21 bomber, now known as the Raider, the service’s head of Global Strike Command expressed his support for at least 100 next-generation bombers.
The USAF has yet to set the official quantity for the B-21 fleet, but Gen. Robin Rand reiterated his support for 100 aircraft during the annual Air Force Association conference Monday.
Based on ongoing operations and threats the service sees 15 years ahead, Rand does not foresee dipping below the USAF’s current level of 158 bombers, including B-52s, B-1s and B-2s.
“I’m gonna stick to my guns though, 100 is the minimum for the B-21,” he says.

B-21 Raider ..... rivelate le innumerevoli, e talvolta stravaganti, denonominazioni alternative partorite dalle menti vulcaniche del personale dell' USAF chiamato, a suo tempo, a suggerirle mediante una competizione indetta addirittura dalla stessa Segretaria per l' Air Force .....

Nukey McMeltface and Trump Bomber were among more than 2,100 submissions to a list that was released by the air branch on Sept. 22 after a number of freedom of information requests were filed seeking the document.
The responses ranged from historically informed to odd, witty and downright inappropriate, with airmen requesting the names Death Star, Meme Machine, Chuck Norris, Taxslayer and Mecca Wrecka.
There were nods to late U.S. special forces sniper Chris Kyle, Star Wars, World of Warcraft, the Bible and Greek mythology.
Other proposals patriotically played up the next-generation nuclear stealth bomber's role in advancing America’s global military supremacy.

..... il GAO (US Government Accountability Office) ha finalmente rivelato i motivi per i quali la protesta, a suo tempo inoltrata da Boeing, è stata respinta .....
The US Government Accountability Office has revealed details of Boeing's rejected bid earlier this year to overturn the long-range strike bomber contract that was awarded to Northrop Grumman.
In its heavily redacted decision document released Tuesday, the GAO maintains that Northrop beat Boeing on the price of the bomber and that the US Air Force was not unreasonable in its selection.
Despite Boeing’s allegations, the Office states that the USAF’s decision remained consistent with the request for proposals.

Il contratto a Northrop Grumman ..... un generale USAF rivela altri particolari .....
Both Northrop Grumman and Boeing’s bids for the US Air Force’s long-range strike B-21 bomber met technical requirements, but a top USAF acquisition official tells reporters that the deciding factor came down to costs.
During a 26 October event outside Washington, Lt. Gen. Arnold Bunch elaborated on the Government Accountability Office’s recently released bomber protest decision document.
Although bids from both companies offered capable aircraft and the estimates came in far lower than the USAF expected, Northrop’s proposal beat out Boeing.

Divampano le polemiche intorno al nuovo missile da crociera LRSO (Long-Range Standoff missile) che dovrebbe equipaggiare anche il B-21 .....
..... the LRSO is “the most flexible leg” of the nuclear triad. Able to be carried by the B-52, B-2, and B-21 bombers, the LRSO would present “a very effective deterrent capability” .....

​The Air Force’s requirement for the B-21 Raider bomber, initially stated as “80-100” airplanes, is now officially at least 100 aircraft, the Air Force said in clarifying recent senior leader remarks.
Written testimony presented to the House Armed Services Committee last week by Air Force Global Strike Command chief Gen. Robin Rand and vice chief of staff Gen. Stephen Wilson indicated that 100 is now the minimum number of B-21s required.

Viene ribadito, da parte del capo dello STRATCOM, che 100 velivoli dovrebbero essere più che sufficienti per coprire le necessità .....
​While Air Force officials have called for a bigger buy of B-21 Raiders, the current planned number of 100 should be enough for US Strategic Command, the command’s chief said Tuesday.
Air Force Gen. John Hyten, speaking Tuesday at the Senate Armed Services Committee, said based on requirements in the New START treaty and the need for the bomber’s conventional operational mission, the planned buy of 100 is sufficient from the “top level.”

The Air Force’s secretive B-21 bomber took a hit in the fiscal 2017 omnibus spending bill, with congressional appropriators stripping about $20 million from the program, budget documents show.
Although the service requested $1.358 billion to fund research and development activities related to the B-21 Raider, the omnibus funding bill would only fund $1.338 billion.
Budget documents attribute that cut to “forward financing.”
The documents cited only spell out publicly releasable changes between the president’s 2017 request and the omnibus spending bill, which was agreed to Monday by a bipartisan group of appropriators but has not yet been passed by Congress.
It does not contain information on classified Pentagon budget items, which likely also includes spending for the bomber.

Si torna a parlare di quanti B-21 potrebbero essere necessari per affrontare le crisi future ..... e il numero cresce .....
Rep. Mike Gallagher on Thursday questioned whether the Air Force is low balling the actual number of B-21 Raiders it will need in the future, citing a 2015 AFA Mitchell Institute study that found the service would need roughly 60 bombers in the event of a contingency with North Korea, 103 bombers for Iran, and as many as 258 if conflict were to erupt with Russia.
“Given that a two war standard has traditionally been a critical measurement of our status as a super power it seems to me that the right number of bombers should be north of 160 in order to factor in Korea and Iran contingencies, and certainly Lt. Gen. [Mike] Moeller [the author of the Mitchell study] agrees and calls for as may as 200 B-21s,” said Gallagher (R-Wisc.) during a House Armed Services seapower and projection forces panel.
Lt. Gen. Jerry Harris, USAF deputy chief of staff for strategic plans and requirements, did not disagree with those numbers, but said the Air Force is waiting to see what comes out of the ongoing Nuclear Posture Review and a review of the national military strategy before it updates its requirement.

In arrivo ..... una nuova "Bomber Roadmap" .....
The Air Force will in September release a long-awaited new Bomber Roadmap which will focus not just on the B-1B, B-2, B-52, and B-21, but enabling technologies and things such as standoff weapons, Chief of Staff Gen. David Goldfein said Wednesday, also promising a new white paper on Air Force priorities.
At a Capitol Hill event sponsored by AFA, Goldfein said Global Strike Command chief Gen. Robin Rand has been in a “very aggressive dialogue with Congress” about USAF’s bomber plans for the last week or so, seeking congressional input and “socializing” the document so there are no surprises when it’s released.
“It’s not even just a bomber roadmap,” he said.
It’s a Global Strike roadmap, that includes all these capabilities that come together to allow us to hold these targets at risk” around the world.

Altro che 100 ..... ce ne vorrebbero almeno 174 .....
​Rather than state a requirement for “at least” 100 new B-21 bombers, the Air Force ought to be requesting 174 of the jets, in order to field a dozen deployable bombers with each of 10 Air & Space Expeditionary Forces (AEFs), said retired Lt. Gen David Deptula, dean of AFA’s Mitchell Institute.
Chairing a panel on “The Evolution of Stealth” at ASC17, Deptula said the Air Force must conserve its heaviest hitters and add to their numbers.
“What we really need is 120 combat-coded B-21s,” which translates to a fleet of 174 of the jets in order to have some in test, maintenance, training, depot, and some for attrition, he said.

Nineteen months into the highly classified B-21 stealth bomber program, things are moving as planned with drawings being completed and released and a Preliminary Design Review completed, Air Force Rapid Capabilities Office Director Randall Walden said at ASC17.
In a panel discussion on acquisition affordability, Walden said the program so far is meeting its goals: to design an aircraft that can “hold any target on the planet at risk” - meaning it can penetrate any air defense system now planned - and deliver “at least” 100 airplanes “on time, on cost, with the best value.”
