Northrop Grumman has teamed with AgustaWestland to offer the Italian company's AW101 for two US military contests.

The long-awaited contests, one for the US Navy to replace the VIP fleet that ferries the US president, and another to replace US Air Force combat search and rescue (CSAR) helicopters, both require highly survivable aircraft.

AgustaWestland had previously partnered with Lockheed Martin to produce a similar presidential helicopter called the VH-71, but the VXX programme was cancelled due to high acquisition costs and budget overruns. The presidential transportation role is currently filled by Sikorsky VH-3s, based on the long-retired SH-3.

The USAF's CSAR contest will replace the Sikorsky HH-60s that currently fill the role but are reaching the end of their service lives. Variants of the UH-60 are ubiquitous throughout the US military, and an updated version has been offered as a competitor. A previous competition named CSAR-X was cancelled in 2010.

“It’s a very smart move for Northrop,” says Richard Aboulafia, vice president of the Teal Group consultancy.

..... questa dovrebbe essere (dico dovrebbe essere dati i noti precedenti) la data dell'entrata in servizio di quello che sarà il nuovo elicottero del Presidente degli Stati Uniti d'America .....
US Navy Moves Ahead To Replace Presidential Helicopters .....

The U.S. Navy is moving forward with a long-delayed effort to replace the aging fleet of Marine One helicopters that transport the U.S. president, with the first of the new aircraft slated to enter service in 2020.

The Navy’s last attempt to buy a new presidential helicopter ended in 2009, when then-Defense Secretary Robert Gates cancelled a program run by Lockheed Martin Corp after numerous requirement changes threatened to double the cost of the program to more than $13 billion.

On Friday, the Navy issued a draft request for proposals that maps out its plan to buy 25 new helicopters, giving companies until Dec. 5 to respond. It also invited bidders to an unclassified conference to be held the week of Dec. 10, when government officials will answer questions about the proposed terms of the competition.

This time, Lockheed Martin is paired with Sikorsky Aircraft, a unit of United Technologies Corp, offering Sikorsky’s S-92 helicopter.

Lockheed’s partner on the previous program, Finmeccanica SpA unit AgustaWestland, has teamed up with Northrop Grumman Corp, to submit a possible bid based on AgustaWestland 101 helicopter.

Boeing Co said it is also studying a possible bid based on its H-47 Chinook helicopter or the V-22 Osprey tilt-rotor aircraft that it builds with Textron Inc’s Bell Helicopter unit.

The current presidential helicopters are VH-60N “Night Hawks” and VH-3D “Sea Kings,” both built by Sikorsky. The fleet is operated by the Marine Corps, but the acquisition program is overseen by the Navy.

In the draft request, which was posted to a federal procurement website on Nov. 23, the Navy said its acquisition plan aimed to integrate mature communications equipment into an existing aircraft. It said it expected to issue a final draft request for proposals in March 2013 and award an initial engineering and design contract by mid-2014.

“We’re pursuing a technically viable and cost-effective aircraft to replace the current presidential helicopters,” said Navy spokeswoman Kelly Burdick. “No PowerPoint planes.”

Captain Cate Mueller, another Navy spokeswoman, said the Navy planned to award a fixed-price contract with an incentive fee for the development program, moving to fixed-price terms for low rate initial production and full production.

She said the new program was structured to emphasize “affordability, cost control and risk reduction in balance with system performance,” before any major contracts are awarded.

The Navy included $1.85 billion for the program in its budget request for fiscal 2013 through 2017, with funding to increase $61.2 million the first year to $687.7 million in fiscal 2017.

The Navy’s new procurement program comes as weapons companies brace for additional cuts in defense spending, regardless of whether Congress is able to avert $500 billion in reductions that are due to start taking effect in January.

Congressional aides said the Navy’s plan to slowly ramp up funding for the program could ensure its survival, even if some additional cuts are imposed on the Pentagon as part of a compromise to avoid the full brunt of the cuts now planned.

Burdick said the first helicopters built under the previous Lockheed program were sold to Canada, while some additional parts were sold to Denmark.

It was not immediately clear how much money was raised by the sales, but the Navy had planned to use the funds to defray the termination costs it owed Lockheed for cancelling the program.
A questo punto mi si consenta di porre una domanda ..... in quali condizioni potranno essere nel 2020 (per quanto tenuti in efficienza con pazienza certosina) gli elicotteri attualmente in servizio ?

Nel suo numero di Febbraio di quest'anno il mensile "Air Force Magazine", organo dell'AFA .....

..... aveva pubblicato un articolo dedicato alla tormentata storia del programma VH-71 ..... cancellato, come è noto, nel 2009 dal Presidente Obama .....

.... che, anche per tutta la durata del suo secondo mandato (2013-2016), sarà costretto a continuare a volare sugli ormai obsoleti elicotteri attualmente a disposizione.

Ma altrettanto dovrà fare anche il suo successore ..... che, FORSE, soltanto nel corso del 2020, potrà cominciare ad utilizzare la nuova macchina che verrà adottata .....

..... salvo ulteriori sorprese .....

Riprendo, dopo parecchio tempo, questa discussione per segnalare che, dopo una ennesima 'competizione burla', Sikorsky costruirà il prossimo elicottero presidenziale ..... si proprio quello che, in precedenza, era stato sconfitto dal nostro AW101 ..... e che, in versione navale militare, sta tuttora facendo impazzire i Canadesi sia per i ritardi nelle consegne che per l'escalation dei costi .....
VXX is an unusual program in that Sikorsky — which offered its S-92 helicopter to replace the Navy’s increasingly aged fleet of Sikorsky VH-3 and VH-60 VIP transport aircraft — was the only bidder.
In earlier in July 2013, a competing team that was offering the AgustaWestland AW101 heavy lift helicopter dropped out of the competition.
Boeing did not offer its CH-47 Chinook or the V-22 Osprey, which the company produces jointly with Bell.

L'elicottero presidenziale autarchico ha ora una sigla .....
..... al posto di 'VXX' ..... si legga dunque 'VH-92A' .....
The previous design intended for the presidential fleet, but canceled for cost overruns, was designated VH-71A.
According to Defense Department policy, the next available designation, H-73, could have been used to make the new S-92 helicopter the VH-73A.

VH-92A ..... una strada ancora lunga .....
The contract calls for Sikorsky to deliver six aircraft—two engineering and development models (EDM) the Navy will use for flight testing and four system demonstration test articles for operational test and evaluation, by 2020.
The program expects to conduct a preliminary design review in August, with a critical design review following in about one year.
Ultimately, Marine Helicopter Squadron One will fly 21 VH-92s after two low-rate initial production and one full-rate production lots.

A UH-1N Huey assigned to the 1st Helicopter Squadron at JB Andrews, Md., made a precautionary landing on a field next to William Ramsay Elementary School in Alexandria, Va., just before 11 a.m. Thursday.
The aircraft landed safely and all seven personnel on board were uninjured.
“Following the illumination of a transmission warning light, standard operations and training call for rotary wing crews to ‘land now and investigate later,’ in response to situations that may prove to be serious,” said Lt. Col. Scott Yeatman, 811th Operations Group deputy commander, in an April 30 release .....

L' elicottero destinato ai futuri successori di Obama compie un passo avanti ..... ma l' entrata in servizio definitiva è ancora lontana .....
The VH-92A Presidential Helicopter Replacement Program successfully passed a major Pentagon test, Lockheed Martin’s Sikorsky subsidiary announced today, with completion of a Critical Design Review (CDR). The milestone means the manufacturing and assembly of the helicopters can take place.

Dato che la cancellazione del programma VH-71 è avvenuta nel 2009, praticamente all' inizio della prima amministrazione Obama, a quest' ora tutti gli elicotteri sarebbero stati felicemente in servizio ..... e il 'buon' Donald, altrettanto felicemente, avrebbe cominciato ad utilizzarli .....

Un nuovo incidente coinvolge un Sikorsky S-92 ..... https://aviation-safety.net/wikibase/wiki.php?id=194177 .....
Initial findings from Irish crash investigators suggest that the tail section of a Sikorsky S-92 search and rescue helicopter struck cliffs near Black Rock lighthouse during its fatal descent on 14 March.
But there is no indication whether the contact with terrain was a cause of the crash or if it happened as the helicopter came down for other reasons.

Sikorsky is set to complete first flight this summer of the VH-92, the Marine One configuration of its commercial, heavy-lift S-92 helicopter.
Two developmental model aircraft, EDM 1 and 2, are making their way into the VH-92 configuration today at Sikorsky’s facility in Stratford, Connecticut, says US Marine Corps Col Robert Pridgen, presidential helicopter programme manager for Naval Air Systems Command (NAVAIR).
“Later this summer, [we’ll] break the deck in a VH configuration and hit that first flight on time,” he told reporters 4 April at the annual Sea Air Space conference outside Washington.

Un contratto da 33 milioni di Dollari ..... dalla pagina 'CONTRACTS - March 30, 2018' del DoD .....
Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is being awarded a $33,000,000 not-to-exceed, cost-plus-incentive-fee order (N0001918F2410) against a previously issued basic ordering agreement (N00019-14-G-0004).
This order provides for non-recurring engineering tasking associated with developing engineering changes to modify and retrofit the VH-92A forward airstair door design and the 5th multi-function display.
Work will be performed in Stratford, Connecticut, and is expected to be completed in October 2019.
Fiscal 2018 research, development, test and evaluation (Navy) funds in the amount of $2,000,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year.
The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

VH-92A ..... un rapporto del GAO fa il punto sul programma .....
Sikorksy’s VH-92A replacement helicopters for the President’s Marine One fleet are on schedule and slightly below previous cost estimates by 2.4%, or about $123 million.
Cost reductions came from a small number of design changes, stable requirements and efficiencies from cost saving initiatives, according to a report from the Government Accountability Office (*).

Nuovo rapporto del GAO ... che conferma la diminuzione dei costi del programma ...
Projected total costs for 23 new Sikorsky VH-92As, aircraft for the Presidential Helicopter Replacement programme, have declined $230 million from a previous estimate.
Sikorsky attributes the savings to several factors, including stable requirements, a low number of design changes, and programme efficiencies, says the Government Accountability Office (GAO) (*).
The projected total cost of the US Navy (USN) programme fell from $5.18 billion to $4.95 billion.
Initial delivery of VH-92A presidential helicopters is scheduled to begin in FY2020 with production ending in FY2023.
The presidential helicopters are based on the commercial Sikorsky S-92A, a twin-engined, medium-lift helicopter.
The new helicopters will replace the current US Marine Corps (USMC) fleet of VH-3D and VH-60N aircraft.

NAVAIR has already taken possession of three VH-92A aircraft and the program is scheduled to have a milestone decision meeting at the end of the month with Assistant Secretary of the Navy for Research, Development and Acquisition James Geurts.
Based on the feedback from test pilots, VH-92A production is expected to start soon after the milestone meeting, Marine Maj. Gen. Gregory L. Masiello, the program executive officer for Air anti-submarine warfare, assault and special mission programs (PEO (A)) said during a presentation at the Navy League’s 2019 Sea Air Space exposition.

Sikorsky was awarded a $542 million contract from the US Navy (USN) to build six production VH-92A Presidential Helicopters, an aircraft which will be known by the call sign “Marine One” when the president of the USA flies aboard.
The helicopters are part of low rate initial production lot 1.
The total Presidential Helicopter programme of record calls for 23 aircraft to be managed and flown by the US Marine Corps (USMC).
Sikorsky will deliver the first six production helicopters between 2021 and 2023.
The contract also provides for spares and training support.
The USN reached a Milestone C decision on 30 May to move from the aircraft’s development programme into production.
Prior to that decision, the VH-92A test aircraft located at NAS Patuxent River in Maryland underwent Naval Air Systems Command (NAVAIR) testing and operations assessments, including landing and taking off from the south lawn of the White House without damaging the grass, says the USN.
The VH-92A has flown more than 520 flight test hours in total.

Sikorsky has won a $471 million contract from the US Navy (USN) to build six production VH-92A presidential helicopters.
The helicopters are to be operated by the US Marine Corps (USMC) and are to replace the Sikorsky VH-3D, popularly known by its call sign of “Marine One” when the US president flies aboard.
The Low Rate Initial Production Lot II (LRIP Lot II) deal was an option exercised as part of an earlier contract and will also provide for interim support of the aircraft, according to a US Department of Defense notice posted online 19 February.
The USN plans to buy 23 examples of the VH-92A as part of its programme of record.
Sikorsky will deliver the six VH-92A helicopters in 2022 and 2023.

The U.S. Navy awarded technology integrator VT Group a five-year, $105 million contract (*) to support the presidential helicopter fleet with research, test, and evaluation, as well as integrated logistics, engineering, and maintenance support.
The new contract continues the support VT Group has provided the Presidential Helicopters Program Office since 2004 and integration of the new Sikorsky VH-92A helicopter into the fleet.

All the necessary pieces are in place for a transition to the VH-92A from the legacy VH-3D Sea King, which entered service in 1976, according to Marine Corps Maj. Gen. Greg Masiello, program executive officer for air anti-submarine warfare, assault, and special mission programs at U.S. Naval Air Systems Command (NAVAIR).
Marine Helicopter Squadron One (HMX-1) is currently flying the first four Sikorsky VH-92 helicopters, and delivery of two more is “imminent,” Masiello said Aug. 3 during a briefing at the Navy League’s annual Sea-Air-Space Conference outside Washington, D.C.
Those two will be the first two production-representative aircraft, rather than test articles.

President Joe Biden will not be embarking aboard the new Sikorsky VH-92A presidential helicopter for the time being, after the program was hit by more delays as a result of it failing to meet requirements for the all-important ‘White Top’ Marine One role.
Among the latest failings identified is an inability to reliably undertake emergency contingency flights, potentially like those associated with the critical continuity of government mission.
A report today from Bloomberg cited a U.S. official, speaking on condition of anonymity, who confirmed that the Biden administration is still working out whether the VH-92A is safe to be put into operation with Marine Helicopter Squadron One (HMX-1).
Bloomberg has also obtained an internal summary from the U.S. Naval Air Systems Command (NAVAIR) test office, dated September 28, which describes the VH-92A as “failing to meet the reliability, availability or maintainability threshold requirements” required of it.
That same summary notes that the helicopter is not considered “operationally suitable” and that this is a particular concern for the continuity of government mission set and other contingency operations.
That’s obviously a significant shortcoming in an aircraft that would, for example, be expected to whisk the president to wherever they would be required should something catastrophic ever occur.

VH-92A ..... un nuovo rapporto del GAO fa il punto sul programma ...
Sikorsky VH-92A, 23 aircraft with a combined development and procurement cost of $5.023 billion ...

The GAO found that the VH-92A presidential helicopter replacement program (Marine One) likely has corrected previously reported performance problems with the classified, government-developed missions communications systems on board the aircraft; however, “technical modifications may be needed to address issues identified in follow-on operational testing.”
The GAO also noted that the Navy was working to improve aircraft availability and reduce engine exhaust and fluid discharges in landing zones.
A final fix for the exhaust problem, which singes the grass at landing zones, has yet to be implemented.
A solution proposed by manufacturer Sikorsky involving blade pitch changes “will require the aircraft to undergo certification for landing zone suitability from the Federal Aviation Administration.”
Fifteen of the 23 new aircraft are expected to be fully operational no later than January 2023.
