Perhaps an Opportunity .....

The Air Force's ancient T-38 trainers are "an icon" of the service, said Heidi Grant, the Air Force's deputy undersecretary for international affairs, but they also represent something else, "perhaps an opportunity."

Over the past 10 years, 1,500 international students have trained in some version of the T-38—a number that doesn't even include students trained outside the United States, said Grant on Sept. 17 at AFA's Air and Space Conference in National Harbor, Md.

But the T-38 will "sooner rather than later" reach the end of its service life, she said.

With the Air Force's plans for a T-38 replacement on hold, there may be a chance for the United States and international partners to work together to develop, field, and operate a next-generation trainer, said Grant.

She lauded the decades-long relationships developed by nations working together on the F-16 program, and the F-35 has an even more international flavor.

In time of austere budgets, can the United States and its partners field a program together, more efficiently and more effectively than the United States could alone?

"We have proven, over and over, it is possible," said Grant.

certo , il prodotto c'è , bisogna vedere se esiste la volontà politica per portare avanti il progetto oppure se prevarrà la malaugurata idea di fare a brandelli finmeccanica a base di inchieste giudiziarie pilotate ......

The US Air Force has released a set of draft key performance parameters (KPP) for its prospective T-X jet trainer requirement which would replace the long-serving Northrop T-38 Talon.

The service requires not only an aircraft, but also simulators and computer-aided learning courseware for the new system. The USAF might need as many as 350 T-X aircraft to replace T-38s currently being used for undergraduate pilot training and the introduction to fighter fundamentals course.

The KPPs include a requirement for the prospective aircraft to have an operational availability of no less than 64.7%. It must also be able to sustain 6.5Gs for no less than 15 seconds using no more than 15 degrees nose low attitude at 80% fuel weight between an altitude of 10,000 and 20,000 feet.

Key system attributes (KSA) include the ability to attain a minimum of 7.5G and an onset rate of 3Gs per second. The USAF wants the T-X to be able to attain at least a 12° per second instantaneous turn rate with a sustained turn rate of 9°. It should also be able to conduct angle-of-attack maneuvering at greater than the 20° angle-of-attack. It also needs to have enough fuel for visual range dogfighting and it needs to be able to make dry contacts with an aerial refueling tanker. Other KSAs for the T-X aircraft include having simulated radars, data-links, radar-warning receivers, situational awareness displays and a full glass-cockpit similar to the Lockheed Martin F-22 Raptor and F-35. The T-X must also have the ability to simulate a wide range of air-to-air and air-to-surface weapons including the AIM-120 and Small Diameter Bomb onboard.

The training package must also include networked weapon system trainers (WST), operational flight trainers (OFT), and unit training devices (UTD). The whole system must be able train new students who will eventually fly the F-22.

The simulations must provide visuals equal to 20/20 human vision and must also provide physiological cues to the student. "The WST and OFT shall provide a simulated sense/perception of motion using Combat Edge/G-Suit inflation representative of that which would be experienced in the aircraft at respective maneuvering G-force; as well as a dynamic motion seat," the USAF document reads.

The avionics and other systems must be modular and open architecture and upgradable overtime. Life-cycle costs are required to be no more than $35.3 billion over 20 years in then-year dollars.

A number of contractors have expressed interest in the T-X programme. Lockheed hopes to enter its T-50 into the contest, while BAE Systems will enter its Hawk. Alenia Aermacchi has said it will enter its T-100, based on the M346. Boeing is expected to offer a clean-sheet design.

Industry sources say a formal request for proposal might be released next fall.

ST. LOUIS — Boeing is consciously taking a departure from its normal design process in coming up with a concept for the forthcoming U.S. Air Force T-38C replacement competition.

This process could help shape the company’s bids for other Pentagon competitions to come — such as the Unmanned Carrier-Launched Surveillance and Strike (Uclass) and next-generation bomber.

The very fact that the company is planning to compete with a clean-sheet design is viewed by some analysts as bold. Senior Air Force officials have said they want to proceed with a program at the lowest possible cost and risk. The likely candidates are thought to be the existing designs now being pitched by foreign suppliers — BAE’s Hawk-based concept, the Korea Aerospace Industries/Lockheed Martin T-50 and Alenia Aermacchi’s M346. These companies all tout their designs as inexpensive because the development costs have already been paid by other customers.

The ability to build something new is an advantage, though, according to Chris Chadwick, president of Boeing Military Aircraft. “We are going to try to disrupt the market with a purpose-built platform that provides the right capability at the right cost at the right time for the customer,” he tells Aviation Week.

Chadwick says the company has embraced a “one Boeing” concept that has allowed for improved collaboration among the different business units – including Boeing Commercial Aircraft and the various divisions of the Defense Space and Security sector. This has facilitated an unprecedented amount of best-practice sharing as well as lessons from failed work.

And, an “immersive development,” or Imdev, concept is allowing for collaborative design work using virtual tools across the company.

This push, coupled with a variety of options for T-X, gives company officials confidence in their approach.

“When you’re starting with a clean piece of paper you’re unconstrained; when you’re starting with an airplane that’s already in flight test or in some stage of production you’re dramatically constrained,” says Darryl Davis, president of Boeing’s Phantom Works advanced development unit. “but [we’ve] got unlimited degrees of freedom here... We would contend, potentially, that for the same amount of investment and a different approach to balancing what’s on the ground with what’s in the air, you could make a different trade; whereas if the airplane is already built you can’t make that trade.”

With its T-X procurement, the Air Force is looking to buy a full, fast-jet training system that will ready pilots for service in the F-22 and F-35. This will include the aircraft as well as a robust, ground-based suite of coursework and simulation-based training.

Davis notes that since Boeing is not bounded by the capabilities of an aircraft that already has been built, the company can tinker with the balance of what learning can be done on the ground and what must be done in high-cost flight hours.

What is unclear is just how much research and development funding Boeing plans to sink into its development before bidding a design to the Air Force. Significant financial pressure at the Pentagon is forcing the service to reduce its R&D spending as much as possible. Boeing may have to underwrite some of its design work, as it is doing with the KC-46A development, to balance out the cost of its design with that of one of the off-the-shelf options flying today.

Company officials declined to outline how far along they are in detailed design work and how much funding they are willing to put into their design for T-X.

ho paura che sia avvantaggiata la LM....
Dubito che prendono un aereo non made in usa.... e boeing non ha nulla di pronto ed deve farlo da zero...

Poco conta che il T-50 e' di produzione coreana.... i markettari di LM riusciranno a spacciarla come progettato dagli USA e costruito dagli USA, senza dimenticare i poteri da lobby...

Di Boeing dovranno comunque tenere conto ..... specialmente nel caso il progetto che presenterà fosse tecnologicamente più avanzato e con maggiori possibilità di sviluppo rispetto a quelli dei concorrenti ..... considerando inoltre che il T-50 ha già dieci anni di vita ed è, in un certo qual modo, un F-16 pantografato .....

The AETC's (Air Education and Training Command) T-38s are an average of 44 years old, and under current plans the type is due to fly on until 2026.
Previous studies, which looked at extending this as far as 2041, showed major cost increases and underlined the need for a new system .....

Lockheed Martin believes its T-50 jet trainer is well-suited to meet the US Air Force's requirement for a next-generation replacement for the Northrop T-38C Talon.

After seeing a set of draft key performance parameters (KPP) for what the USAF hopes field in the T-X trainer, Mike Griswold, Lockheed's business development director for the T-50, expressed confidence that the company's aircraft will meet the service's requirements.

"There is nothing in here that presents a problem for the T-50," Griswold says. "We designed this aircraft starting about 10 years ago specifically as the T-38 replacement knowing this day would come."

Lockheed believes that the USAF will release a request for proposal in late 2013 or early 2014, but how the programme proceeds is largely dependent on the health of the US defence budget. Griswold estimates that the air force could buy as many as 350 jets to replace the T-38 fleet. If support aircraft such as "aggressor" T-38s used to help train Lockheed Martin F-22 Raptor pilots at Joint Base Langley-Eustis, Virginia, or Tyndall AFB, Florida, are included, that number could increase somewhat.

The T-50, which is currently in service with the South Korean air force, would have to have its cockpit systems tailored to the USAF's requirements. The service wants the aircraft to have embedded training systems that would simulate radars and electronic warfare systems that resemble those found on the F-22 and Lockheed F-35 stealth fighters. "We've been working on that for some time because we've always known that would be a requirement for T-X," Griswold says.

Aerodynamically, the T-50 has the performance to meet the USAF's requirements for G-loading and instantaneous and sustained turn rates. It should also be able to maneuver at better than 20° angle-of-attack. The T-50 will have to be modified with an aerial refueling receptacle, but whether or not it would actually be able to take on fuel or simply make dry contacts has yet to be determined, Griswold says. The USAF's requirements only call for the T-X to make dry contacts-but the capability to train for aerial refueling is critical for prospective F-22 and F-35 student pilots.

Lockheed is also confident that it can deliver the USAF's required simulation capabilities for the T-X programme. The service's specifications call for a comprehensive training system that not only requires robust flight simulation systems, but it calls for the ability to replicate physiological sensations of flying on the ground. Those include a dynamically moving seat and supporting the inflation of a full body G-suit similar that worn by F-22 pilots.

The T-X programme is designed to find the "sweet spot" between simulation and live flying. "But at the end of the day, you gotta go fly the airplane," Griswold says.

Loren B. Thompson .... si, proprio quello che ha polemizzato con Bill Sweetman di "AW&ST" a proposito dello F-35 (si veda in merito la discussione "JSF"), si dichiara favorevole all'acquisto off-the-shelf del successore del T-38 .....
The good news is that there are several proven replacement aircraft from which to choose, modern trainers already developed for foreign air forces that can be bought and fielded quickly.
And that's what the Air Force needs -- something that can be brought into the force fast.
If it goes through the usual process for developing a new aircraft, it will take a decade to come up with a successor, and even that depends on keeping the lawyers at bay (protests are now a reflex for some companies).

General Dynamics and Alenia Aermacchi are signing of a Letter of Intent (LOI) to compete jointly for the US Air Force's T-X trainer programme to replace the venerable Northrop T-38 Talon jet trainer. Under the agreement General Dynamics C4 Systems will serve as the prime contractor for a comprehensive training system based around Alenia's T-100, a variant of the company's M-346 Master jet trainer.

"This LOI brings together the world's best and most efficient pilot training system in the T-100 and a leading US prime defense contractor in General Dynamics," says Giuseppe Giordo, chief executive officer for Alenia Aermacchi. "The General Dynamics and Alenia Aermacchi team will present the most technologically advanced and affordable training solution for the US Air Force."

The two companies will hope to bid a package consisting of the aircraft, flight simulation devices, multi-media classrooms and logistics support. "Leveraging aircraft and systems that are already proven internationally saves significant development time and cost for the Air Force and includes an unprecedented level of safety for the trainees as they train and fly," says Jerry DeMuro, General Dynamics' executive vice president of information systems and technology.

General Dynamics will bring its proven experience in systems integration and sub-contract management to the team, the company says. The General Dynamics/Alenia team says their training system will be built in the United States with an emphasis on American-made components and equipment.

General Dynamics To Lead Alenia's M346 Bid For USAF T-X .....

Alenia North America and General Dynamics are teaming up to vie for a U.S. Air Force contract to build 350 T-38 fast jet trainer replacements.

The teaming agreement, announced today, is likely to round out the field of would-be competitors for the so-called T-X competition.

The competition is not likely to start until 2014 at the earliest, but the announcement comes as the Air Force plans to conduct a T-X industry day later in the month.

Alenia North America will provide the Alenia Aermacchi M346 — dubbed the T-100 for the U.S. sales campaign — while General Dynamics C4 Systems will handle prime contractor responsibilities, including subcontractor management, and systems integration work, based a letter of intent jointly signed by both companies.

The team vows to build the aircraft in the United States; they are currently built in Venegono, Italy. Executives have not said, however, if all of the aircraft for the United States would roll off of a stateside final assembly line or merely some portion of the buy if the team wins the competition.

Current M346 customers include Italy, Israel and Singapore.

The GD/Alenia team joins a familiar field. BAE will compete with the Hawk trainer and Northrop Grumman as its U.S. manufacturing lead. Lockheed Martin and Korea Aerospace Industries will propose the T-50. One exception in this arena, which has competed for other work abroad, is the arrival of Boeing in the competition.

The company plans to propose a clean-sheet design based on the forthcoming U.S. Air Force request for proposals. This is seen by some as a risky proposal because the Air Force has said it prefers to buy a trainer with as little development cost as possible. Boeing will either have to underwrite some of the cost of development — as it has done with the KC-46A tanker program — or risk competing with off-the-shelf designs that may need less costly modifications.

In replacing the aging and maintenance-needy T-38 fleet, the Air Force plans to buy not only a fleet of aircraft, but an end-to-end training system, including sophisticated ground-based training aids.

Past performance evaluations could be a challenge for Alenia. Last month, the Air Force decided not to renew a contract with the company to train the burgeoning Afghan Air Force to operate its refurbished G222 tactical airlifters, which were purchased by the United States. This was Alenia’s first prime contract with the Air Force, and the decision came within a year of the service’s decision to terminate purchases of the C-27J, a more modern tactical airlifter, and ground all those that have been delivered.

However, it is unclear whether the service will consider the G222 contract suitable for inclusion in the team’s past performance criteria. More likely, it will assess its performance on the earlier contract with Alenia to convert the old G222s into usable aircraft for the Afghan Air Force. Though they were all delivered, there were times when the company had to pay for excess labor hours because it underestimated the challenge of refurbishing the aircraft.

Ultimately, though, the Air Force is likely to emphasize the cost of developing, procuring and operating the aircraft in its eventual T-X decision.

Speriamo che la scelta dell'Aeronautica israeliana possa giocare a favore del T-100, anche se con la storia del "buy american" e la presenza del T-50.....

Martin-Baker has completed the installation of new-generation US16T ejection seats in the US Air Force’s entire fleet of Northrop T-38 Talon jet trainers, with the upgrade providing crews with a “zero-zero” escape system.
The last of 456 aircraft to have undergone the work was returned to use at Vance AFB in Oklahoma in mid-June.

Delays to the launch of the air force's replacement T-X trainer contest mean that the service is extending operations of its twin-engined T-38Cs.

Era la versione più avanzata dell'F-5/T-38 con un motore solo ma di ultima (allora) generazione e un nuovo tipo di aerodinamica ad alte prestazioni/manovrabilità. Fu anche ipotizzata una produzione come caccia NATO da fornire agli alleati per sostituire la generazione degli F-104 e degli F-5. Era interessante perché era "proposto" ad un prezzo molto appetibile e le prestazioni erano notevoli.

No davvero non riesco a visualizzare cosa ci salta fuori..forse al più potrei dire viggen se chiudi l'ala facendola diventare a delta (però la devo ribaltare a freccia positiva)...boh :mrgreen:

The US Air Force (USAF) has rolled out the first Northrop T-38 Talon advanced jet trainer aircraft to be modernised under the 'Pacer Classic III' programme, the service announced on 6 August.
The aircraft was rolled out at the Ogden Air Logistics Complex's (ALC's) 575th Aircraft Maintenance Squadron at Joint Base San Antonio-Randolph, Texas, on 31 July.
