Il 'Daily Report' dell' AFA riferisce della decisione di LM ..... che sembra parlare come se avesse già il contratto T-X in tasca .....
I tempi, però, sono ancora lunghi e la competizione, in particolar modo col team Boeing/Saab (non considerando Northrop Grumman, già vincitrice della competizione LRSB, e Finmeccanica che presenta un velivolo che negli USA verrà, poco ma sicuro, accusato di essere di origine sovietico-putiniana), riserverà certamente ancora numerosi colpi di scena .....

Lockheed Martin will offer the T-50A supersonic jet trainer in the Air Force competition to replace the T-38 Talon, the company said Thursday, also announcing it will build a final assembly and checkout facility for the jet in Greenville, S.C.
Rob Weiss, head of Lockheed Martin’s “Skunk Works” advanced development division, said the company settled on the T-50 late in 2015 after completing 80 percent of the work on a parallel “clean sheet” design.
At that point, it was clear that designing, developing, and creating a manufacturing capability for an all-new jet would be “eight times more expensive” than a modified T-50, and the clean-sheet “wouldn’t do anything the T-50 doesn’t already do,” Weiss said.
The T-50A is a modification of the T-50 trainer Lockheed helped Korean Aerospace Industries design for the Republic of Korea Air Force, and derives in part from the company’s F-16.
Besides avoiding the risk of an all-new design, the T-50A will allow the USAF to get jets in service possibly even before the service’s 2024 goal, Weiss said.
A new design would demand a “substantial and unacceptable amount of concurrency;” compelling the USAF to develop the jet while producing it, he said.
Two T-50s are being modified into production-representative T-50A prototypes and will come to the US from Korea in the next few months, Weiss said, adding that USAF will be invited to do extensive flying evaluations with them.
Boeing and Northrop Grumman have both said they will offer an all-new design for the T-X competition.

Lockheed Martin’s T-50A would be the best bet for the Air Force’s T-X trainer because it not only meets all the service’s performance requirements, but also it would draw on the company’s incumbent knowledge of the F-16, F-22, and F-35: most of the jets the T-X will train pilots to fly, said Lockheed’s T-X capture chief, Mike Griswold.
Lockheed could adapt its F-35 Ground Based Training System to the T-X, reusing hardware and software and making the transition easier from one to the other, he said.
The T-50A cockpit, using flight controls and displays highly similar to that of the F-35, would also ease the transition, he said.
The T-50A could also perform some F-35 training at lower cost, Griswold noted, because of embedded training software that would simulate sensors and weapons.
The T-50A, with a new refueling receptacle behind the cockpit – as it is on the F-16, F-22, and F-35 – could also give F-35 pilots their first real-world tanker contacts with an experienced instructor in the back seat; something that can’t be done with the F-35, of which there are no two-seat models.
The T-50 trainer has racked up 100,000 flight hours in Korean service and has trained more than 1,000 pilots, company officials noted.

Greenville won out because of the “competitive cost structure” of the location and the “flexible workforce” there.
It made more financial sense to choose Greenville instead of Marietta, Ga., Weiss said, even though Marietta has unused floor capacity since the F-22 line shut down.
Lockheed does some P-3, C-130, and F-16 work at Greenville, and Weiss acknowledged without comment that the International Machinists Union has not organized in South Carolina; an important reason why Boeing put its 787 Dreamliner plant there.
Lockheed could start T-50A deliveries from Greenville “by the end of the year,” Weiss said, even though the USAF likely won’t choose the T-X winner until 2017 or later.
He told Air Force Magazine that the T-50A – which retains the hardpoints and some other capabilities of the Korean Aerospace Industries FA-50 light fighter – could become a preferred “export fighter” to US allies who don’t want or can’t manage more expensive or sophisticated jets like the F-16 and F-35.
The Greenville facility is located at the former Donaldson AFB, which closed in 1962 and became Donaldson Center Airport.

Raytheon will announce Monday it is joining Alenia Aermacchi and CAE to offer the T-100 for the US Air Force T-X trainer competition, Defense News has learned.
A news release sent by Raytheon Tuesday said that the company, “along with its industry partners, will make an announcement regarding the US Air Force Advanced Pilot Training competition” on Feb. 22.
A source confirmed that the announcement will be that Raytheon is joining the T-100 bid. Defense News first reported the interest between Raytheon and the T-100 team in September.

The T-100 trainer is back in the running for the Air Force’s T-X trainer competition, this time with a team headed by Raytheon.
Raytheon and Finmeccanica officials, speaking at a Washington, D.C., press conference Monday, said the T-100 will offer a “proven and affordable” design for the T-X contest, but declined to provide many details.
General Dynamics had been partnered with Finmeccanica’s Aermacchi on a T-100 offering for T-X, but withdrew almost exactly a year ago, saying its corporate organization had shifted, and suggesting that the T-100 was no longer a tight fit with evolving USAF requirements.
Raytheon vice president for business development Jim Hvizd said, “We’re not picking up what was done with General Dynamics,” but asserted the company has taken a fresh look at the requirements and will adapt the T-100, based on the Aermacchi’s M-346 trainer, accordingly.
Team officials pointed out that the aircraft is training pilots of the air forces of Italy, Israel, Singapore, and soon Poland.
Hvzid emphasized that the Air Force is looking for “a whole system” for training, which includes ground-based simulators, training systems, and an aircraft, and he noted the final version of the jet will meet USAF’s needs.
Raytheon was the prime contractor for USAF’s other trainers, the T-6 Texan II and T-1 Jayhawk.
The M-346 aircraft started out as a co-development with Yakovlev of Russia, and is similar to the Yak-130 trainer.

Raytheon and Finmeccanica officials, talking up their new partnership offering the T-100 trainer for USAF’s T-X competition, said the aircraft is already plumbed for aerial refueling.
However, it is equipped for Navy-style probe-and-drogue re​fueling, and USAF wants a boom-type refueling receptacle.
A company officials said, “We know where [the receptacle] will go, but for competitive reasons” he wouldn’t discuss it.
Lockheed Martin resorted to a pronounced hump on its T-50A development of the Korean Aerospace Industries T-50 to meet the refueling requirement.
Raytheon officials said they are reviewing “several” locations in the US where they would assemble the T-100 if it wins the T-X contract, asserting that its US content would be similar to that of the F-35 fighter.
The T-100 would be powered by two Honeywell F124 engines and will have a large single-piece cockpit display, though not necessarily the same one used in the F-35.
A Finmeccanica official said the jet is capable of supersonic flight “in a dive” but is not equipped with afterburners.
Along with Honeywell and Finmeccanica, CAE USA, Inc., which does modeling and simulation work, is partnered on Raytheon’s T-100 team.

Non sbagli affatto .....
Sulla questione dei motori razzo RD-180 sono in corso negli USA, ormai da mesi, roventi polemiche che vedono protagonista, nelle vesti di strenuo oppositore al loro impiego, il potente senatore McCain ..... che, c' è da aspettarselo, assumerà, non appena avrà recepito il messaggio lanciato dall' USAF, lo stesso ruolo nei confronti del T-100 .....

Non se ne era più sentito parlare da un bel pò di tempo ..... per cui pensavo che quelli di Textron AirLand, di fronte a cotanti colossi, si fossero messi l' anima in pace ..... invece ..... rieccoli .....
Barring a change in requirements, Textron AirLand will not put forth its Scorpion design for the Air Force’s T-X trainer competition, according to a top company executive.
Bill Anderson, Textron AirLand’s vice president for Scorpion, also said in a Feb. 22 interview that developing a brand new, clean-sheet design for the T-X requirements as they exist today would be cost prohibitive for the company.
However, Anderson stressed that the Air Force’s requirements for the program are not firm.
Until a final set of requirements are in place, Textron will not make a final decision on whether to commit to the program, he said.

While some entrants are basing their entries on existing aircraft, and others are using new “clean sheet” designs, the Air Force does not have a preference between the two, Roberson said.
The Air Force expects to reach initial operating capability on the new trainer by 2024.

Despite speculation that parameters for the Air Force's T-X trainer are still up in the air, top officials say there will be no more changes to the program requirements.
The Air Force’s requirements for 350 T-X jets to replace the service’s aging T-38 trainer fleet are pretty much set, according to Brig. Gen. Andrew Croft, director of plans, programs, requirements and assessments for Air Education and Training Command.
Although a formal request for proposals will not be released until later this year, the requirements will likely hold steady in part to control cost growth, officials said late last month at the Air Force Association’s Air Warfare Symposium.
“As far as changes go, there’s real stability in the T-X program, none of the requirements have changed,” AETC commander Lt. Gen. Darryl Roberson told reporters Feb. 25.
“That’s one of the premises of how we’re approaching this program as well. … We are trying as hard as we can to stick to requirements and not change them because as soon as you do, now the cost goes up.”

Bene ..... perché ora sembra abbiano cambiato idea e si stian dando da fare per 'perfezionare' la RfP ..... si tratta però di vedere a favore di chi .....
The Air Force has delayed a key milestone for its T-X advanced trainer by three months in order to refine the industry solicitation.
As a result, the new aircraft will reach full operational capability two years later than expected.
Refining the planned industry solicitation has taken longer than anticipated, Air Force spokesman Capt. Jose Davis said March 21.
The Air Force decided to delay the release of the T-X request for proposals until late December after reviewing the remaining tasks for RFP approval.

La Svezia si accinge a scegliere un successore all' addestratore Saab 105 (Sk 60) ... ma non è detto che possa essere quello che risulterà vincitore della competizione T-X ..... alla quale Saab sta partecipando insieme a Boeing .....

Asked whether the air force could wait for the outcome of the US Air Force’s T-X trainer contest – for which Saab is a development partner with Boeing – Helgesson says: “We have quite a lot of different options. We could try to extend the Sk 60 for a couple more years, look to have a turboprop aircraft as a replacement or do some sort of combination with the Gripens.”
No decision is expected this year but he says the service retains an option to try to field a new capability by 2020.

The flight took place in Sacheon, South Korea, as the T-50A is currently manufactured there jointly by Korea Aerospace Industries (KAI) and Lockheed Martin.

Programma T-X ..... viene confermato che la RfP è stata spostata di tre mesi .....
The USAF in March announced a delay to its planned opening of the T-X competition by three months in order to further refine the request for proposals (RfP).
The programme office anticipates an RfP release in late December 2016.
As a result, full operational capability (FOC) was delayed by two years until 2034.
Initial operational capability (IOC) remained unchanged at 2024.

Boeing and Saab have managed to keep the design for the Air Force’s T-X trainer competition under wraps, but there are signs the two companies may be nearing a milestone for the program.
On Monday, aviation enthusiasts in Sweden noticed the arrival of an Il-76, operated by Volga-Dnepr Airlines LLC, near the city of Norrköping, where a large piece of cargo was loaded onto the plane.
From there, the large cargo plane took off for Reykjavik, Iceland — and then took an overnight flight to St. Louis, Missouri.
So what was the cargo loaded at Norrköping?

A margine del programma T-X .....
Anche Taiwan ha la necessità di dotarsi, in tempi relativamente brevi, di un nuovo caccia/addestratore e sta mettendo in piedi un apposito programma (XAT-5 ..... di derivazione 'Indigenous Defense Fighter') onde poterlo realizzare in loco.
Non è escluso però che gruppi che partecipano al programma americano T-X possano concorrere ..... sempre che i velivoli da loro proposti rientrino nelle specifiche taiwanesi .....

Accada quel che accada ..... Boeing e Saab lo metteranno ugualmente sul mercato .....

Speaking to reporters Sunday in London, Boeing defense head Leanne Caret expressed confidence in the trainer design, even as she continued to keep details of the heretofore mysterious trainer design close to the vest.

The US Air Force is considering expanding the scope of its T-X trainer requirement to include the role of an aggressor aircraft or potentially as a replacement for its Fairchild Dornier A-10 Warthogs.
Although the service is yet to issue a formal request for proposals on T-X, USAF officials have expressed interest in using the aircraft to fulfill the close air support mission of the A-10 replacement, also known as AT-X, said Dan Darnell, vice-president of strategic initiatives at Raytheon, speaking at the show on Tuesday.

Despite being one of the hottest competitions in military aerospace right now, there is surprisingly little being said about the US Air Force’s T-38 Talon replacement program T-X.
The Boeing/Saab team is saying nothing at the Farnborough International Air Show (FIAS) about its clean sheet design.
Northrop Grumman is once again absent from the show (so nobody to discuss their clean sheet design), Lockheed Martin is here in strength with its F-35 presence — but it too is tight lipped about the T-50 it is offering to the USAF.
Only Raytheon has broken the T-X silence, talking today about the T-100, which it calls a ‘Block Upgrade’ for the baseline Leonardo M-346 Master.

In attesa delle prossime mosse dell' USAF ..... Saab fa un pò di conti .....
“We have spent most of our investment for the important T-X development [in 2016] in the first half-year,” Buskhe told investors during a results briefing on 21 July, while adding: “Of course, there will be some remaining.”
This year’s total financial commitment to the opportunity is less than in 2015, he notes, and 2017 will be “significantly lower”.

Lockheed Martin and Korean Aerospace Industries said the second T-50A aircraft configured for the Air Force’s T-X competition for a new pilot trainer has completed its initial test flight at KAI’s airfield in Sacheon, South Korea.
“We now have two aircraft in flight test proving our upgrade, and we’re nearing completion of our assembly and training operations center in Greenville, S.C.,” Doug Batista, Lockheed Martin T-50A program manager, said in a company release.

Ora l' USAF offre incentivi .....
The US Air Force has proposed millions of dollars in incentives for contractors who bring forth a T-X trainer aircraft that exceeds the service’s outlined performance requirements, according to the latest draft request for proposals released late on 26 July.
Contractors who offer a trainer with higher sustained G and maneuvering, as well as lower turn-around time, would receive reductions to their total evaluated price.
That adjusted price, based on more advanced capabilities, would come into play as the Air Force evaluates the T-X candidates.

In pratica, con questa nuova proposta, è più facile possano fruire di tali incentivi quei nuovi progetti americani che nascono da un foglio bianco che non un certo qual prodotto già disponibile, sia pure con qualche aggiornamento, off the shelf .....
E' chiaro che, continuando ad alzare l' asticella delle prestazioni, stanno cercando di favorire, non senza una buona dose di spudoratezza, quei loro nuovi progetti che, in quanto tali, possono ancora godere di buoni margini di flessibilità nonché di possibilità di ulteriore sviluppo .....
In sostanza ..... sembra che il 346 proprio non lo vogliano .....

Come dovevasi dimostrare ..... :x

The U.S. Air Force has taken another step toward replacing its aging fleet of T-38 training aircraft, releasing a draft request for proposals (RFP) to the competitors that provides incentives for exceeding certain performance requirements for the next-generation T-X.
This is the first time the Air Force has released a version of the full RFP package for the T-X, after issuing several iterations of the requirements for industry review and comment.
The key difference this time is that the Air Force is now incentivizing industry to exceed the threshold requirements for specific performance aspects, including high-g maneuvering, high angle-of-attack maneuvering and aerial refueling.
For the aircraft’s crucial g-capability requirement, this means that for every 0.1 g above the 6.5 g threshold and up to the 7.5 g objective, the offeror will receive a bonus, according to the draft RFP posted online July 26.
In other words, for two T-X proposals that are the same price, the proposal with the higher sustained-g capability will be rated higher overall.
Depending on the cost of the competing solutions, a proposal with a slightly higher price tag for a greater sustained-g capability could get the better rating.
The Air Force settled on this method of evaluating the proposals after a long conversation with industry about baseline and higher-level requirements that Secretary Deborah Lee James called “unprecedented.”
The Air Force’s aim is to do a cost-capability analysis and tradeoff for T-X as part of a service-wide effort to bring down the cost of acquisition programs, called “bending the cost curve,” James said during an event in Washington just hours ahead of the draft RFP release.
“Based on the multiple reviews with industry, the Air Force now has a much better appreciation of the potential value of performance above threshold capability,” said Air Force spokesman Maj. Rob Leese July 27.
“Therefore, in our evaluation of proposals we will incentivize specific performance aspects, allowing for additional capabilities that will improve the effectiveness and efficiency of pilot training for decades to come.”
The draft RFP, which will be followed by a finalized version by the end of the year, is driving the decisions of four industry teams competing to build the 350 T-X aircraft and associated training systems that will train the next generation of Air Force pilots flying the F-22 and F-35.
The T-X contract will also provide the winning team an inside track to any number of international customers who buy the F-35 around the globe.
The Air Force anticipates awarding a contract in 2017, with initial operating capability planned in 2024.
Although a contract award is still a year away, it’s already a crowded field.
A Boeing/Saab team and a Northrop Grumman-led coalition that includes BAE Systems and L-3 are offering clean-sheet designs; meanwhile Korea Aerospace Industries (KAI) and Lockheed Martin are teamed on the T-50A, and Raytheon, Leonardo and CAE will offer the T-100.
Textron Airland had hoped to offer its Scorpion design, or a modified version of the jet, but earlier this year determined developing a proposal that could meet the T-X requirements would be cost-prohibitive.
The system specifications included in the draft RFP hew closely to the requirements the Air Force released last year.
That document identified three key performance characteristics for the new aircraft: sustained g, simulator visual acuity and performance, and aircraft sustainment.
The sustained g specification, which is unchanged from last year, is the most controversial.
Rather than the common definition of sustained g-force as being achieved at constant speed and altitude, the T-X requirement is to perform a specific maneuver in which a minimum of 6.5g is sustained through a 140-degree turn.
The Air Force is requiring a minimum of 6.5g sustained through the turn, with at least 80 percent fuel at 15,000 ft., and a desired objective requirement of 7.5g.
The maneuver should start at 15,000 ft., and finish no lower than 13,000 ft., while losing no more than 10% of its initial speed.
The Air Force’s announcement that it will incentivize a higher g capability seems to favor the Lockheed-KAI T-50A.
The Raytheon-Leonardo T-100 is compliant with the requirement but “on the line,” chief test pilot Enrico Scarabotto told Aviation Week last year.
However, Raytheon’s Dan Darnell more recently said the aircraft “easily meets and exceeds” the minimum g, instantaneous turn and sustained turn rates.
During a briefing at the Farnborough International Airshow earlier this month, Darnell called doubts that the aircraft could meet the performance characteristics “a lot of urban myth and legend.”

Lockheed spokesman Rob Fuller said there were no surprises in the draft RFP.
Required aircraft availability is also unchanged from the 2015 requirements document: at least 80%.
Other requirements include in-flight refueling from both a KC-135 and KC-10 tanker boom; a 10% reduction in fuel usage from the T-38; a takeoff distance no greater than 6,400 ft. using an 8,000-ft. runway with a 10-kt tailwind and 7,464-ft. density altitude; and a landing ground roll distance of no greater than 7,000 ft. on an 8,000-foot runway with a 10-kt tailwind and 7,464-ft. density altitude.
Each airframe must be able to operate for 8,000 flight hours, while the fleet should be designed for 22 years of service life assuming a maximum utilization rate of 30.3 hr. per month, according to the draft RFP.

Ha Sung-yong, president and CEO of Korea Aerospace Industries Ltd (KAI), has suggested that he would step down if KAI failed to win the T-X project of the United States Air Force to buy advanced jet trainers.
According to industry sources, he said, “I submit my resignation first in order to confirm my determination that I will step down when KAI fails to win the contract of the T-X project in the presence of 39 executives attending an executive strategy meeting held at LIG’s Sacheon Training Institute in Gyeongnam Province, adding “I hope all of you will join me to hand in a resignation en bloc.”

A margine del programma T-X ..... il 346 tenta di sfondare a Taiwan ..... ma emergono complicazioni .....
Leonardo-Finmeccanica has launched a massive public relations effort in Taiwan to save an agreement with a local aviation company to honor a 2014 deal to co-build the M-346 Advanced Jet Trainer (AJT) for filling Taiwan’s air force requirement for 66 aircraft to replace aging AT-3 Tzu Chung attack/trainers.
The local aviation company, Aerospace Industrial Development Corporation (AIDC), signed a teaming agreement for the transfer of technology, co-production and technical assistance for the M-346, but the election of a new president, Tsai Ing-wen, has thrown a wrench into the deal.
Tsai has pledged to develop indigenous weapon systems and wean Taiwan off its dependence on foreign-made arms.
Tsai has put AIDC and the Air Force in a difficult position.
The new government wants to build a completely indigenous trainer, dubbed the XAT-5 AJT, according to a senior AIDC official.
The Leonardo agreement is still in effect, he said, but the new president wants to change it.

Lockheed Martin on Tuesday opened a facility in Greenville, S.C., that will house manufacturing and training equipment for its T-50A - its entry in the competition to field the Air Force’s T-X trainer.
The Advanced Pilot Training building will be used to complete assembly on the aircraft, which is being jointly developed with Korea Aerospace Industries.
The facility also will hold the trainer’s Ground Based Training System, according to a Lockheed release.
