A proposito di Leonardo ..... questa mattina, sull' ultima pagina di numerosi quotidiani, appare una pubblicità del gruppo industriale (una bambina, con in mano il modellino di un vecchio biplano, che osserva, in un cielo azzurro cupo, le evoluzioni delle Frecce Tricolori) ove campeggia lo slogan 'Disegniamo il futuro del Paese' .....
Potrò anche sbagliare ..... ma considero poco felice tale iniziativa in quanto non credo che la cosa interessi molto alla maggior parte dei lettori dei quotidiani nostrani che, anzi, potrebbero vederla come un inutile spreco di risorse.
Meglio sarebbe stato l'avessero fatta su quotidiani esteri ..... cosa che potrebbe anche essere ma che, ovviamente, non sono in grado di verificare .....

Il Daily Report dell' AFA dedica la sua attenzione al concorrente presentato da LM .....
Lockheed Martin’s entrant for the T-X program has been flying regularly around its new facility in South Carolina as the company tries to press the T-50A as a reliable aircraft for future Air Force training.
The newest of the two T-50As built by Lockheed, the T-X2, has flown eight sorties for about eight flight hours of total flying time at a range near Greenville, S.C., test pilot Mark Ward said Tuesday.

Sierra Nevada Corp. (SNC) and Turkish Aerospace Industries (TAI) are betting that the U.S. Air Force is seeking a fuel-efficient advanced pilot trainer to succeed the outdated Northrop T-38 Talon, like the one the companies plan to offer.
With the spotlight shining on the major primes until now, the two businesses have quietly set up shop in Centennial, Colorado, as Freedom Aircraft Ventures LLC, to develop a lightweight, all-composite trainer powered by two business jet-class engines.
The company tells Aviation Week in exclusive interviews that it intends to enter the jam-packed race for the T-X, offering an “economical” trainer alternative to those being pitched by rivals Lockheed Martin, Boeing, Northrop Grumman and Raytheon.
The clean-sheet aircraft has been designed by an integrated team of engineers from SNC and TAI, who have been working for some time at the joint venture’s headquarters near Denver.

Northrop Grumman has kept its contender under wraps.
Images of a new T-38-like jet taxiing at Mojave Airport, Calif, are reported to be of the Northrop T-X, but a senior company official told Air Force Magazine in December that “the plane you saw out there may not be the final version” of the company’s entry.

Raytheon's abrupt withdrawal leaves Leonardo with a difficult decision: bid on a US programme without an American partner or lose one of the most lucrative contracts from the USAF outside of its bomber and fighter programmes.
Leonardo could also seek out another US partner and launch a new team, but the clock is ticking with the contract award date expected in 2017.

The collapse of the deal between Raytheon and Italy’s Leonardo to offer the T-100 jet trainer in the US T-X competition followed Leonardo’s inability to cut the price of the aircraft by nearly a third, Italian sources have told Defense News.
“Raytheon wanted to drop the price of the plane by 30 percent below Leonardo’s idea,” said the source, who was knowledgeable of the talks between the two firms.
“Leonardo worked towards that but could not achieve it."

I dubbi Northrop Grumman visti da un' altra fonte .....
Northrop Grumman has designed, built and flown a new plane for the T-X trainer competition, but that doesn’t mean it will ultimately bid on the program, its CEO said Thursday.
During a quarterly earnings call, Northrop CEO Wes Bush said the company was reviewing the newly-released request for proposals and had not yet reached a committed decision on whether it would remain in the competition.

James Drew - Aerospace Daily & Defense Report (AW&ST) - Jan. 27, 2017

The U.S. Air Force’s once-crowded $16 billion T-X next-generation trainer competition is beginning to look more and more like a price shootout between the Lockheed Martin/Korea Aerospace Industries T-50A and Boeing/Saab BTX after Northrop Grumman expressed mixed feelings about entering the race.
What started out as six potential entrants including Raytheon/Leonardo, Sierra Nevada Corporation/Turkish Aerospace Industries and Textron Aviation prior to the Dec. 30 request for proposals has narrowed to five and perhaps fewer after the Raytheon/Leonardo team withdrew its M-346 Master-based T-100 offer.
The two firms left T-100 partners CAE USA and Honeywell Aerospace, as well as the town of Meridian, Mississippi, in the lurch on Jan. 25 when they abandoned T-X, having failed to come to a business agreement over the cost of the Italian aircraft, which Raytheon believed needed to be substantially lower to be competitive.
On Jan. 26, when asked if Northrop would bid, company CEO Wes Bush surprised some T-X watchers by saying no decision has been made either way, despite substantial investment in a flying prototype.
“We don’t want to walk ourselves into a decision to do something just because we’ve been doing it,” he said.
Sierra Nevada has avoided saying whether its “Freedom Trainer” will enter the race, and Textron Aviation also will n0t say definitively if a Scorpion-based offer is on the table.
One industry source tells Aviation Week that the T-100 needed to be the low-cost option for the Air Force to have a fighting chance against Boeing and Lockheed.
Raytheon, which produced the T-1A Jayhawk and T-6A Texan II, exited the aircraft manufacturing business in 2006 when it sold Hawker Beechcraft, now owned by Textron Aviation.
The firm would have been Leonardo’s U.S. face for the T-100, acting as prime system integrator and driving toward 70% American content on the aircraft.
The team announced its partnership in February 2016 and looked solid until October, when Aviation Week reported disagreements over control of the bid.
The source says Leonardo’s aircraft and helicopter divisions, Finmeccanica Alenia Aermacchi and AgustaWestland, respectively, are “not the easiest partners” and do not like relinquishing control of their products to teammates.
Alenia Aermacchi had been teamed with General Dynamics for T-X, but split and reformed with Raytheon.
“[The M-346] is probably the most proven of the competitors, [but] Leonardo and Raytheon were several million dollars apart from what [unit price] they wanted,” the source says.
Just last month, Raytheon held a ceremony at Key Field in Meridian - where it hoped to complete assembly of the aircraft - to drum up support for the T-100 among local politicians and business leaders.
A spokesman for Mississippi Sen. Thad Cochran (R) expressed disappointment about the breakup, but was not totally disheartened.
“Because of this process, there’s no question that we are poised to meet future opportunities [in high-tech aerospace manufacturing],” the spokesman says.
CAE, one of the leading providers of aircraft training and simulation services, says it is disappointed that the T-100 will not compete.
The Canadian firm’s U.S subsidiary in Tampa, Florida, would have provided the ground-based training system.
It typically competes against FlightSafety International, L-3 Link Simulation & Training, and Boeing and Lockheed’s in-house training services businesses for U.S. military training contracts.
L-3 Link is partnered with Northrop, and Boeing and Lockheed are leveraging their own training and simulation capabilities.
Sierra Nevada has not disclosed its teaming arrangements.
“We would welcome supporting the eventual T-X winner with our advanced simulation technologies and training support capabilities,” CAE says.
The T-100 split has dashed Honeywell’s hopes of resuming production of its F124 low-bypass turbofan engine in the U.S.
The F124 was militarized from Honeywell’s commercial TFE731 business jet engine for Taiwan’s Indigenous Defense Fighter, and it now also powers the M-346 and Aero Vodochody L-159.
Honeywell opened an American assembly line in Phoenix, Arizona, to build engines for Israel’s M-346 training fleet, and would have resumed production there if Raytheon won T-X.
“For Honeywell, it’s easy to shrug off,” says Richard Aboulafia, vice president of analysis at Teal Group.
“This was only a combat engine by accident when the Taiwanese adopted it for their fighter program a long, long time ago.
For CAE, their business is going very well, so they should be able to shrug it off, but it hurts; it hurts to be a big training company and not be part of the biggest training competition in the world.”
Loren Thompson of the Lexington Institute said the break with Leonardo was a “smart move” by Raytheon because of the economics and Leonardo’s shaky track record of partnering with American companies, citing the failed the Lockheed/AgustaWestland AW101-based VH-71 Kestrel presidential helicopter project.
“Leonardo had an integrated training solution before Raytheon even came along,” he says, “but there’s a price of admission for getting into this market that requires getting along with one of the major U.S. system integrators.”
Aboulafia and Thompson agree that it could come down to a price war between Lockheed and Boeing, although the two firms have different motivations and market forecasts.
The T-50A is an already-fielded, high-performance aircraft that easily could be adapted to other missions such as light combat or aggressor training support, whereas Boeing and Saab have developed a purpose-built trainer aircraft.
Boeing is hungry for a military aircraft win after losing the Joint Strike Fighter contract to Lockheed in 2001 and the Long-Range Strike Bomber to Northrop in 2015.
“Boeing does have a significant development bill, but boy, are they hungry for a military airframe win,” Aboulafia says.
Thompson says if price does become the main discriminator for T-X, it might be wise for Northrop to sit this competition out, since it significantly underbid the Boeing/Lockheed team to win the bomber contract and might be exposed to too much financial risk with another development program.
“Taking a big risk dampens your enthusiasm for more such bidding,” he says.
Aboulafia says just because Northrop invested in a clean-sheet prototype does not mean it must bid.
“Any economist is going to tell you that the sunk cost fallacy is the biggest fallacy of all,” he says.
Bush expressed such sentiments during the earnings call.
“While it’s interesting enough that we have made some investments supporting this program, [these] investments tend to have broader applicability, so we need to be thoughtful.”
The Air Force is seeking 350 next-generation trainers over 11 annual batches to replace upward of 450 Northrop T-38 Talons for undergraduate fighter and bomber pilot training.
The T-38 was introduced in 1961, and T-X service entry is due by late fiscal 2024 “or earlier,” the service says.

..... ma ormai, per quanto riguarda questa competizione, ce ne eravamo abituati ..... anche se, a questo punto, si dovrebbe parlare di ecatombe .....
“Northrop Grumman and its principal teammate BAE Systems have carefully examined the U.S. Air Force’s T-X Trainer requirements and acquisition strategy as stated in the final request for proposals issued on Dec. 30, 2016,” a Northrop statement said.
“The companies have decided not to submit a proposal for the T-X Trainer program, as it would not be in the best interest of the companies and their shareholders.”

Stavatti Aerospace of Eagan, Minnesota, is making a surprise play for T-X after acquiring the property rights to the defunct Aviation Technology Group Javelin.
It was developed from 1998-2007, initially as a high-performance sportplane and then military trainer under a partnership with Israel Aircraft Industries.
Stavatti CEO and founder Chris Beskar announced the firm’s intention to enter the $16 billion T-X competition on Feb. 1., and says the company is open to partnerships with major original equipment manufacturers for the production and support of the aircraft and teaming with major training and simulation suppliers for the associated ground-based training system.
Raytheon, Leonardo, Northrop, BAE Systems, and training suppliers CAE and L3 Link are no longer teamed for the competition, leaving the door wide open for new partnerships.
The Air Force will likely approach this Javelin bid cautiously, since Stavatti has few, if any, projects of significance to point to, except a sizable library of conceptual aircraft and missiles that never left the drawing board.
The lone Javelin prototype first flew on Sept. 30, 2005, and is now disassembled.
Beskar is offering a redesigned version that overcomes earlier performance issues.
He pegged the unit price at about $10 million apiece.
“The airplane flew, but currently the airplane is disassembled,” Beskar says.
“It was being updated when Javelin went bankrupt in 2008. Instead of putting it together, we’re retooling and developing a prototype based on that aircraft.”

A margine del programma T-X .....
Taiwan decide di farsi l' addestratore in casa ..... e fa tramontare il vecchio sogno di vendergli il '346' .....
The Taiwanese government on 7 February committed to support local industry to design and fly a prototype advanced jet trainer by 2020 and deliver 66 production aircraft to replace the air force’s aging fleet of AIDC AT-3 and Northrop F-5F trainers.
In a ceremony in Taichung attended by President Tsai Ing-Wen, the government launched the $1 billion development programme to kick-start an indigenous aerospace industry that 30 years co-developed with General Dynamics the F-CK-1 twin-engined fighter.

Taiwan had flirted with acquiring an advanced jet trainer replacement from Western suppliers, including the Leonardo M-346, which is powered by Honeywell F124 engines assembled by AIDC in Taiwan.

Ma ..... spendere una barca di soldi in un programma autarchico, sia pure con l' intenzione di far ripartire l' industria aeronautica interna e, magari, mirando al mercato internazionale (di per sé già abbastanza affollato di potenziali concorrenti) ..... ha veramente un senso ?

Sono riusciti a fare scappare tutti (o quasi) ..... ma il CSM USAF ..... non è preoccupato ..... :mrgreen:

Before the request for proposals was released in late December, the “dialogue” between industry and the Air Force was exhaustive, Goldfein said, and “it’s not surprising to me” that as the companies gained more insight into what the Air Force wanted and what competitors were offering, “some of them were able to make informed business decisions … not to jump into this race.”

Richard Aboulafia - Aviation Week & Space Technology (Feb. 14, 2017)

Last month saw a sudden self-downselect by potential U.S. Air Force T-X trainer program contractors.
Northrop Grumman, which had built a clean-sheet T-X prototype, decided it would not bid after all.
Raytheon, bidding Leonardo’s M-346 as the T-100, left the partnership, leaving Leonardo’s expected bid as the sole non-U.S. prime.
On Jan. 1, there were four front-runners, and two are now left.
Lockheed Martin, offering Korea Aerospace Industries’ T-50A, and Boeing, working on a clean-sheet design with Saab, will bid, perhaps along with Sierra Nevada Corp.
Boeing and Lockheed Martin are sticking with the T-X, and they represent a study in contrasts.
The two dropouts left for a reason.
The final T-X request for proposals (RFP), released in late December, basically constitutes a price shootout, not too different from the KC-X aerial refueling tanker competition.
The RFP gives a price adjustment for superior performance but with a maximum that is less than $400 million, for a contract valued at over $16 billion.
Improved maintenance costs do not count either, since there is merely a maximum life-cycle cost, with no credit for anything lower.
Meanwhile, T-X development cost overruns beyond a certain point will be borne by the contractor.
The KC-X program used this formula too, resulting in Boeing’s $1.5 billion in KC-46 losses.
A contractor persisting in these circumstances needs either an off-the-shelf platform or a strategic imperative to win a U.S. military aircraft contract.
Lockheed Martin has the former, while Boeing has the latter.
Northrop Grumman, with a new aircraft and the important B-21 contract win behind it, had neither.
Raytheon, which has not built an aircraft since it owned Hawker Beechcraft over a decade ago, had Leonardo’s off-the-shelf M-346, but it could not make the bid price numbers work.
While the T-50 and Boeing T-X will be superb performers, it will be hard for either to gain a performance edge, given the terms of the RFP.
They both use the same GE F404 engine, and neither will be able to gain a significantly greater share of that performance incentivization increment than the other.
For the Lockheed/KAI team, the advantage is in not having to bury any serious development costs in the bid price.
As an off-the-shelf aircraft, the T-50 also will not suffer any risk-related upward price adjustment, another feature of the RFP with which Boeing will need to deal.
For Boeing, much depends on how it amortizes the cost of developing its clean-sheet design, a question that is related to its expectation for total market size.
Much of this nonrecurring expense is shared with Saab, but the Swedish company will want some degree of amortization, too.
If the development bill is $1.5 billion, and this is amortized solely by the 350 aircraft in the T-X program, this represents a $4.3 million additional cost for each aircraft.
Since T-X unit costs will likely be lower than $20 million, this added cost would be disastrous, particularly due to the RFP’s risk cost-adjustment.
But if Boeing believes the total market is 1,000 aircraft, the unit cost increase would be in the $1.5 million range, a far more manageable increment.
The problem is that the 1,000-unit market is speculative, at best.
Boeing has designed an aircraft optimized for the T-X competition, and the world market for supersonic high-end trainers is relatively small.
There is also the light fighter market, but with its stadium seating and other trainer features, it is far from clear that Boeing’s T-X can play a significant role as a light fighter.
Even the T-50, sold as the FA-50 for light fighter missions, has only found a small export market niche.
Selling 650 Boeing T-Xs for these missions in the world market would be a very difficult task.
Therefore, the big question is with Boeing.
If it is sufficiently eager to win a new military airframe contract, it will make the aggressive decision to spread costs over a large and perhaps unrealistic number of aircraft, probably resulting in future losses.
If it does not do this, then Lockheed/KAI will win, assuming the team puts in a sufficiently aggressive bid.
It is Lockheed’s to lose and Boeing’s to win.
As for the Air Force, it has done its job, with T-X RFP terms harsh enough to eliminate two of the four front-runners but reasonable enough to preserve competition between the two survivors.
The service clearly has not left any money on the table.

Ulteriori informazioni sulla decisione di Taiwan di realizzare un aereo da addestramento in casa propria .....
The decision is controversial.
The ROCAF evaluated jet trainers produced by Korea Aerospace Industries (the T-50) and Leonardo (the M346).
In 2014 AIDC signed an MoU with what was then Finmeccanica to buy 66 M346s for approximately $2.1 billion.
Most of them would have been built by AIDC in its Taichung facility.
But following the victory of Taiwan’s pro-independence party in last year’s general election, new President Tsai Ing-Wen pledged to boost the island’s own defense industry.
Leonardo reportedly reduced the price of its M346 offer by about 25 percent, but to no avail.

Ed anche Lara Seligman di AW&ST ha avuto modo di andare in volo sul T-50A .....
