Lunga è la strada verso la RFP definitiva ..... :dontknow:
The Air Force on April 19 issued another draft request for proposals for a new helicopter to replace the aged UH-1N fleet, which provides support to ICBM fields and transports VIPs.
The new draft incorporates industry input, and the service is still hoping to put out a final version this summer.
The service had to delay the RFP earlier this year, when it was found that none of the potential offerors could, with an “off the shelf” solution, meet its threshold requirements for the aircraft.

Dopo un problema tecnico di poco conto che aveva purtroppo guastato, a fine Febbraio, la presentazione alla stampa dello MH-139 ..... https://www.flightglobal.com/news/artic ... it-434751/ ..... Leonardo/AW è riuscita a portare felicemente in volo i giornalisti .....
Nonostante ciò ..... permane lo sconcerto riguardo la posizione dell' USAF che si ostina a mantenere le specifiche relative al defunto programma CVLSP .....
Boeing and Leonardo Helicopters, along with their rotorcraft competitors, are baffled by the US Air Force’s requirements for the UH-1N Huey replacement programme but are pressing ahead with a bid based on the MH-139, a militarised version of the commercial AW139 medium-twin.
From Boeing’s perspective, the protracted Huey replacement programme is playing out like a repeat of the cancelled Common Vertical Lift Support Platform programme, with one mission set driving high speed, endurance and payload requirements.
The air force has hung onto stringent requirements set out in the CVLSP programme, including the ability for the helicopter to hover at 6,000ft in temperatures up to 35°C (95°F), but the helicopter industry has struggled to meet those standards, JD Clem, Leonardo helicopter division USAF director, told reporters this week at Leonardo’s AW139 facility in Philadelphia, Pennsylvania.
Still, the service has not given up on requirements they set out years ago in CVLSP, he adds.

USAF Releases Final Huey Replacement RFP .....

The Air Force on July 14 released its final request for proposals (1) to replace the UH-1N fleet that patrols the service’s nuclear missile fields.
The proposal calls for responses by Aug. 28, with a contract award expected in spring 2018.
The service is looking for an initial operating capability as early as 2020.
The Air Force has repeatedly released draft RFPs, as recently as April (2), after industry told the Air Force it could not meet requirements with an “off the shelf” solution.
The Air Force wants to buy 84 helicopters, with the bulk of the fleet providing security for Air Force Global Strike Command, though they also will be used for transporting VIPs.

Le cose si complicano .....

La competizione relativa alla sostituzione dei vecchi UH-1N che supportano le basi degli ICBM sparse negli stati settentrionali degli USA, cui Boeing prende parte proponendo lo MH-139 di AW, si ingarbuglia sempre di più ogni giorno che passa .....

Il programma continua a non decollare ..... l' USAF si vede costretta ad apportare qualche aggiornamento tappabuchi ai vecchi elicotteri .....
​Air Force Global Strike Command has provided fuel and armament system changes to current UH-1N Huey helicopters in use in the service's missile fields to help the aging aircraft do its job as the replacement program continues to languish in source selection and a Government Accountability Office protest, the head of US Strategic Command said Tuesday.
The Air Force is in the middle of source selection of the UH-1N Huey Replacement program, but Sikorsky has filed a pre-award protest with the Government Accountability Office on the selection process.
STRATCOM boss USAF Gen. John Hyten told the Senate Armed Services Committee on Tuesday that his "frustration" with the program "won't go away."
He said he has been working to "try to get a helicopter in the hands of the folks at the missile fields for more than a decade."

Sia quel che sia ..... il generale Rand, secondo quanto riferisce il sito dell' AFA, spera che una decisione verrà presa entro la fine della prossima Estate .....

Air Force Gen. Robin Rand, commander of Air Force Global Strike Command, said Thursday he hopes the Air Force will pick a source for replacement of the Vietnam-era UH-1N Huey by autumn.
Gen. John Hyten, head of the US Strategic Command, last year criticized (*) repeated delays on replacing the helicopters, which defend US nuclear missile fields.
In Thursday testimony before a House Armed Services subcommittee, Rand said the request for proposals for the replacement has been released and he said he hopes the “source selection will come before the end of the summer.” In an unusual move, Sikorsky, a Lockheed Martin company, filed a pre-award protest with the Government Accountability Office in February, alleging the Air Force’s insistence on owning the intellectual property rights “are inconsistent with the RFP and contrary to law.”
The service now is prohibited from awarding a contract until the protest is resolve; the GAO has until May 23 to make its decisions.

Gen. Robin Rand, commander of Air Force Global Strike Command, Wednesday expressed confidence the planned replacement of UH-1N helicopters, which guards US nuclear missile fields, will proceed, despite delays.
Rand told a House Armed Services Committee hearing last month a request for proposals for the new helicopter had been released and he hoped a source would be picked by the end of the summer.
Speaking to an AFA-sponsored, Air Force breakfast Wednesday, Rand acknowledged that he has some concerns about the possibility of further delays to the contract award, but said he hoped it would be later this summer.
“Everything expires, otherwise we’d still be flying B-17s and P-51s. So, it’s time,” said Rand, noting that although other commanders have talked about replacing the Vietnam-era helicopters, he is the first “that can say we have dollars allocated” for the program.
“So it’s going to happen,” he said, “and that is something that I take great comfort in knowing, that we’ve been able to move the ball right inside the five-yard line.”

Sikorsky, a Lockheed Martin company, is “reviewing” its “options” after the Government Accountability Office dismissed its pre-award protest of the Air Force’s UH-1N helicopter replacement program, allowing the service to move forward with source selection.
“We remain confident the Sikorsky HH-60U offering is the strongest, most capable and only technically compliant solution for the UH-1N Huey replacement program,” company spokeswoman Melissa Chadwick told Air Force Magazine in an emailed statement.
“We remain committed to supporting the Air Force and providing them with a proven, in-production military aircraft for the critical no-fail mission of protecting our nation’s nuclear missile silos and supporting the continuity-of-government mission.”
Lockheed’s highly unusual decision to protest before USAF awarded a contract, was based primarily on concerns related to intellectual property rights.
Air Force spokeswoman Ann Stefanek said the service planned to award a contract for "up to 84" replacement helicopters by the end of the fiscal year.
"The Air Force remains committed to delivering a UH-1N replacement as soon as possible. UH-1Ns are one part of a multi-layered ICBM defense system," said Stefanek.
"DOD will continue to take actions necessary to mitigate UH-1N capability shortfalls. Our nation's nuclear deterrent remain safe, secure, effective, and ready."

The Air Force had planned to award two contracts this summer for major aircraft competitions, but one of them — the UH-1N Huey replacement — may slip into fall, the Air Force’s top civilian said Tuesday.
For the UH-1N Huey replacement, the service had planned to decide among three competitors sometime in June. However, a pre-award protest by Sikorsky denied by the Government Accountability Office last week resulted in a delay of contract award to the fourth quarter of fiscal year 2018 — or sometime before Oct. 1, Air Force spokeswoman Ann Stefanek said in a statement.

La cosa era già stata annunciata nello scorso autunno .....

Questa azienda vorrebbe dunque acquisire vecchi UH-60A dismessi dall' Esercito, ricondizionarli e trasformarli in UH-60L per poi cederli all' USAF qualli successori degli obsoleti UH-1N .....
..... SNC will acquire divested UH-60A helicopters and transport them to Corpus Christi Army Depot, Texas, for inspection and A-to-L-model conversion.
Once released to SNC, Bailey said the aircraft will be sent back to a Huntsville, Alabama, facility where it will undergo additional upgrades, installation of the Garmin cockpit display, and additional missionisation before being delivered to the USAF.

Existing UH-1N Bases Will Receive Replacement Helos .....

All bases that currently house UH-1N Hueys will receive the replacement for the aging aircraft, the Air Force announced Wednesday.
The service is in the process of replacing the 46-year-old UH-1N fleet, and hopes to award a contract by October after a pre-award protest by Sikorsky delayed the process.
The current UH-1N operating locations are Duke Field at Eglin AFB, Fla.; Fairchild AFB, Wash.; F.E. Warren AFB, Wyo.; JB Andrews, Md.; Kirtland AFB, N.M.; Malmstrom AFB, Mont.; and Minot AFB, N.D.
The helicopters are usually used for personnel transport and to protect USAF missile fields.
The Air Force will conduct an environmental impact analysis before the aircraft are based, with deliveries scheduled for 2020-2032, according to a USAF release (*).

In attesa dell' agognata sostituzione ..... un pugno di UH-1N di stanza in Giappone viene tenuto in efficienza con cura certosina .....
The UH-1N aircrew and maintainers at Yokota AB, Japan, are among the smallest contingent flying the aging helicopter in the Air Force, and as such are the last to update the helicopters.
Nevertheless, the airmen keep their helicopters flying at a mission capable rate more than 90 percent as they fly VIPs throughout the Tokyo metropolitan area and train for search and rescue missions with the Japanese Air Self Defense Forces.
"It's super reliable and cheap to fly," said TSgt. Nicholas Poe, an instructor and special missions aviator with the 459th Airlift Squadron at Yokota.

The Air Force’s missile fields will get a new helicopter, no matter what, the head of US Strategic Command pledged Wednesday as the acquisition program continues to slow.
We’re going to get a new helicopter, if I’m going to die trying or kill somebody to do it,” STRATCOM boss Gen. John Hyten said Wednesday at the STRATCOM Deterrence Symposium in Omaha, Neb.
The current process to replace the UH-1N Huey fleet is “taking way too long” as it has been slowed by protests by Sikorsky Corp. and delayed requests for proposals.
In the meantime, Air Force Global Strike Command has upgraded its current fleet with new capabilities, such as better avionics, armament systems, and the ability to refuel at alert facilities, to make the helicopters more effective at its mission of protecting the missile fields.
“That Huey is now armed, that Huey can now refuel at missile fields … it’s doing things a few years ago it couldn’t,” Hyten said.

Devo ammettere che, date le considerevoli pressioni a favore di Sikorsky-LM esercitate nel corso degli anni da parte di taluni settori dell' USAF, non ci speravo molto.
E non vorrei che si trattasse per noi di un contentino in vista dell' imminente e probabile assegnazione, sempre a Boeing, del ben più importante contratto T-X.
Comunque Sikorsky-LM mastica amaro e ci sarà da aspettarsi l' inevitabile ricorso .....

The Boeing Co., Ridley Park, Pennsylvania, has been awarded a $375,550,368 firm-fixed-price contract for the non-developmental item integration of four aircraft to replace the UH-1N.
This is the basic award of a contract (including options) valued at approximately $2,380,000,000, which will provide for the acquisition and sustainment of up to 84 MH-139 helicopters, training devices, and associated support equipment.
The location of performance is predominantly in Ridley Park, Pennsylvania; and Philadelphia, Pennsylvania.
If all options are exercised, the work is expected to be completed by September 2031.
This award is a result of a competitive acquisition.
Fiscal 2018 research, development, test, and evaluation funds in the amount of $98,000,000 are being obligated at the time of award.
Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8739-18-C-5030).

La prospettiva di un ricorso è, in effetti, reale .....
It’s also important to point out that both Lockheed Martin and Sierra Nevada will have an opportunity to contest the award if they feel the Air Force acted improperly.
This could delay the process or even up-end it entirely if federal watchdogs decide the contracting process was flawed.

Boeing has chosen FLIR Systems to provide the electro-optical/infrared (EO/IR) surveillance sensor for the U.S. Air Force UH-1N replacement helicopters it is building in concert with Leonardo.

The initial contract award to FLIR covers integration of the FLIR Star SAFIRE 380-HDc on ..... four helicopters.
If chosen to continue the work on the remaining 80 helicopters the Air Force plans to buy, FLIR stands to pull in $40 million, the company said (*).

The Air Force’s new fleet of MH-139 helicopters, provided by Boeing and Leonardo, is expected to cost nearly $19 billion over the course of its life, the service said in a report to lawmakers that Air Force Magazine viewed this week.
A September 2018 service cost position for the UH-1N Huey replacement program, for which the Air Force chose the MH-139 last September, set the total life cycle cost at $18.6 billion, according to Will Roper, the service’s acquisition executive.
A Boeing spokesman said Tuesday the price tag was based on a comparison with the UH-60 Black Hawk, variants of which were offered in the competition by Sikorsky and Sierra Nevada Corp.

MH-139 ... qualche dettaglio ...
The first MH-139 for the Air Force - which replaces the UH-1N Huey in the roles of nuclear missile field support, VIP transport, and some other missions - is in production at Agusta-Westland facilities north of St. Louis, Mo., and if there are no hiccups, it will fly by the end of the year, Boeing officials reported.
The Agusta-Westland facility, part of Boeing’s major subcontractor, Leonardo, will assemble the fuselage, put on the rotors, and essentially build a civilian version of the aircraft, Rick Lemaster, company director of vertical lift marketing, told reporters in a briefing at Boeing’s Philadelphia, Pa., helicopter factory on May 16.
It is then handed over to Boeing, which militarizes it for the Air Force’s unique missions.
Boeing will convert the vanilla aircraft into an MH-139 by changing the baggage door compartment to “allow some special equipment to be installed” that the Air Force declines to identify.
Defensive aids, such as flare dispensers and missile warning systems will be added, as will the machine gun mount and a “crashworthy, self-sealing fuel tank,” Lemaster explained.
Additionally, ballistic protection will be added to the floor and cockpit.
Once complete, the aircraft will receive USAF certification and fly off to their duty station.

The Air Force will receive its first MH-139 helicopter for testing in December, as it enters the next phase of the $2.4 billion effort to replace the Vietnam-era UH-1N Hueys, the head of Air Force Global Strike Command said Sept. 18.
Boeing and Leonardo are teaming up to provide the MH-139s, a new military variant of a civilian helicopter the Air Force chose one year ago.
The fleet of up to 84 airframes will replace Bell-made UH-1 Hueys at nuclear missile fields across the US and for other transport and VIP missions.
After years of trying to get a helicopter on contract, the Air Force required that Boeing deliver the first two aircraft by the end of 2019.
“We have a very good helicopter, and everything is on track,” AFGSC Commander Gen. Tim Ray told reporters at AFA’s Air, Space & Cyber Conference.

The U.S. Air Force accepted its first MH-139 Grey Wolf helicopter Thursday, paving the way for the replacement of the aging UH-1N Huey helicopters that have patrolled missile fields for almost five decades.
Air Force Global Strike Command head. Gen. Timothy Ray announced the name of the aircraft during a ceremony commemorating the first M-139 delivery on Dec. 19 at Duke Field, Florida.
Boeing won the $2.38 billion Huey replacement contract in September 2018. 
The company’s offering — a militarized version of the commercial AW139 helicopter made by Italian firm Leonardo — beat out Lockheed Martin Sikorsky and Sierra Nevada Corp. in an upset.

Airbus Helicopters filed a protest with the Government Accountability Office (GAO) against the US Navy (USN) awarding its Advanced Helicopter Training System contract to Leonardo Helicopters.
The company filed its protest on 3 February, about three weeks after the service granted Leonardo the contract, asking the US government agency to review the USN’s decision, according to the GAO’s website.

Representative Don Bacon, a Nebraska Republican and a retired U.S. Air Force Brigadier General, raised the issue at a hearing on Mar. 10, 2020.

Boeing riprende la produzione degli MH-139 (e non solo di quelli) che era stata sospesa a causa della pandemia ...
