Settore Indo-Pacifico ... la superiorità USA è a rischio ...
Un rapporto dall' Australia ...
China is gaining an increasingly favorable military position in the Indo-Pacific, leaving the United States no longer able to enjoy military primacy in the region, a new report by an Australian think tank has warned.
The Sydney-based United States Studies Centre says the region is now vulnerable to China making a quick move to secure a military or strategic advantage, with the cost of an American counter-move potentially too high to bear.
In its report, analysts also lament the “combined effect of ongoing wars in the Middle East, budget austerity, underinvestment in advanced military capabilities and the scale of America’s liberal order-building agenda has left the US armed forces ill-prepared for great power competition in the Indo-Pacific."
The report, titled, “Averting crisis: American Strategy, Military Spending and Collective Defence in the Indo-Pacific,” adds that over the next decade, the U.S. defense budget “is unlikely to meet the needs of the National Defense Strategy owing to a combination of political, fiscal and internal pressures."

Colpo di scena ... Boeing abbandona la competizione ...
Boeing is abandoning its bid to build the next intercontinental ballistic missile amid an ongoing dispute with the Air Force about rocket propulsion.
The Air Force had planned to choose between Boeing and Northrop Grumman to be the program’s sole contractor about a year from now.
By not bidding, Boeing is walking away from its six-decade legacy of Minuteman missile work and throws a wrench into the Air Force’s plans for a competitive selection.
With only two vendors in the US solid rocket motor industrial base, the Air Force must now decide whether a single bidder is acceptable, or whether it must revise its request for proposals to satisfy Boeing’s objections.

The Northrop lineup includes Aerojet Rocketdyne, BRPH, Clark Construction, Collins Aerospace, General Dynamics, Honeywell, L3Harris, Lockheed Martin, Parsons, and Textron Systems, as well as many small and midsize companies it did not name.
It did not disclose workshare among the participants.
Quanto a Boeing ...
Boeing wrote the Air Force in July to say that it cannot compete with Northrop on price, given the latter’s vertical integration with Orbital ATK.
Last week, Boeing issued a statement that it had failed to persuade Northrop to form a joint “national team” combining the expertise of both, and would therefore not be participating in GBSD.
Industry sources noted, however, that Boeing could still change its mind and submit a bid by the December deadline, and Manuel said that’s what Northrop will assume in developing its bid.
Manuel declined to discuss whether Boeing and Northrop had in fact held discussions about a joint offering, and said Northrop Grumman’s lineup is a “national team.”

Months after announcing it would not bid on the Air Force’s ICBM replacement program, Boeing is officially lobbying both Congress and the service to force a shotgun marriage with Northrop Grumman, against the latter company’s will.
Frank McCall, Boeing’s director of strategic deterrence systems, told reporters Tuesday that the company was actively seeking “government intervention” on the Ground Based Strategic Deterrent (GBSD) program, one which would require Northrop to add Boeing as at least a major sub-contractor, if not a co-equal partner.

Una proposta interessante ...
A direct line of communication between NATO air commanders and their Russian counterparts could be helpful in de-escalating tensions, especially when Russians fly too close to NATO aircraft and ships, US Air Forces in Europe Commander Gen. Jeffrey Harrigian said at AFA’s 2019 Air, Space & Cyber Conference.
A “deconfliction” hotline similar to the one between US Central Command and Russian forces operating out of Syria is “something we ought to consider,” Harrigian said.
He has raised the idea with Supreme Allied Commander Europe Gen. Tod Wolters, adding that Wolters, who also heads US European Command, is considering it.

B61-12 ... ritardi e aumento dei costi ...

Non è che sia una novità ...
A top National Nuclear Security Administration official said Sept. 25 the agency expects B61-12 warhead refurbishment delays could cost the multibillion-dollar program an extra $600 million to $700 million.
The B61-12 warhead effort, run by NNSA, is refurbishing and consolidating four legacy bomb variants into one weapon.
A related tailkit program, run by the Air Force, will provide a new digital guidance system for the nuclear gravity bomb so it can also hit programmed coordinates when dropped from US and foreign fighters and bombers.

Defects found in a $5 electrical component will delay the Navy and Air Force nuclear warhead refurbishment program by 18 months and cost more than $1 billion to fix, a National Nuclear Security Administration official said during a congressional hearing Wednesday.
The faulty components are small commercially available capacitors that were to be used in upgrades to the Navy’s W88 nuclear warheads.
These weapons are deployed on the Trident II D5 submarine-launched ballistic missile systems.
Similar capacitors are needed to upgrade the Air Force’s B61-12 gravity bomb, Charles Verdon, deputy administrator for defense programs at the National Nuclear Security Administration, told members of the House Armed Services subcommittee on strategic forces during the unclassified portion of Wednesday’s hearing.

OPINION: Communist party shows Cold War is back ...

Source: Flight International - October 04, 2019

Beijing’s vast parade on 1 October, celebrating 70 years of Communist Party rule, again underlined – as if there was any doubt – its dream of military domination in the Asia-Pacific.
The intercontinental ballistic missiles (ICBMs), cruise missiles, hypersonic glide vehicles, unmanned combat air vehicles (UCAVs), and swarms of combat aircraft and helicopters jarred somewhat with President Xi Jinping’s remarks about peaceful development – not to mention the continued riots in Hong Kong.
But ignore Xi’s platitudes and the message is clear: China means to dominate its near seas through airpower and a massive array of precision missiles.
All this is backed by an increasingly powerful, and mobile, nuclear deterrent centred on the new DF-41 ICBM.
Though the parade was largely for domestic consumption, weapons designations were clearly labeled for Western viewers: DF-41, DF-26, GJ-11, JL-2, and the DF-17 hypersonic glide vehicle.
Similar to how defence experts of yesteryear were certain that every Soviet capability ever to appear in public was a devastating one, today’s legion of online pundits rushed to assume that everything Beijing showed off both works and has been deployed.
While the GJ-11 Sharp Sword UCAV first flew in 2015, the example carted on a parade float lacked key details and looked like a mock-up.
One up-close observer said the special forces gyrocopters in the parade looked “amateurish”.
Were there really missiles in all those containers?
Has China really cracked the secrets of hypersonic flight?

Despite the considerable questions, it is impossible not to take all this kit seriously, and the expansionist intent behind it.
Welcome back, Cold War.

Salto di qualità ...
In 2014, “60 Minutes” made famous the 8-inch floppy disks used by one antiquated Air Force computer system that, in a crisis, could receive an order from the president to launch nuclear missiles from silos across the United States.
But no more.
At long last, that system, the Strategic Automated Command and Control System or SACCS, has dumped the floppy disk, moving to a “highly-secure solid state digital storage solution” this past June, said Lt. Col. Jason Rossi, commander of the Air Force’s 595th Strategic Communications Squadron.

US aircraft fired a heavy onslaught of ordnance from the air, including multiple AGM-158B Joint Air-to-Surface Standoff Missiles, to destroy the Islamic State group leader’s hideout in Syria following the raid that resulted in his death, the Pentagon said Oct. 28.
The airstrikes at the “tail end” of the raid on Abu Bakr al-Baghdadi’s hideout just 4 miles away from Turkey leveled the structure, after US forces retrieved large amounts of intelligence and took two fighters into custody, Army Gen. Mark Milley, chairman of the Joint Chiefs of Staff, said at an Oct. 28 press briefing.

No US forces were seriously injured in the operation.
A military dog that chased Baghdadi into a tunnel before he detonated his suicide vest was slightly injured and has returned to service, Milley said.
The Pentagon is not identifying the dog for security reasons.

https://sputnik-ossetia.ru/analytics/20 ... -22M3.html

https://vpk.name/news/287896_novyii_bom ... zduhe.html

The Chinese People's Liberation Army (PLA) Rocket Force has conducted a nuclear attack survival exercise where troops in an underground missile facility had to endure extreme conditions and make sure they could still launch nuclear counterattacks.
During the undated exercise, a Rocket Force brigade mobilized into the launch bunker at an undisclosed location and completely sealed themselves off from the outside world, as the troops readied for combat, China Central Television (CCTV) reported on Wednesday.
The bunker was then struck by a mock hostile nuclear attack as the troops inside, fully dressed in protection suits, carried out contingency plans and operated missiles for upcoming counterattacks, according to the report.
They also simulated a situation where missile fuel leaked after a hostile strike and a troubleshooting team was immediately deployed to repair.
Tactics including a fast missile condition check, rapid logistics, bunker defense and hasty launch were also practiced, CCTV reported.

... https://www.flightglobal.com/singapore- ... 27.article ...

While Singapore is on good terms with neighbours and plays an important leadership role in the region, the country’s leaders are cognizant of the far larger size of nations such as Indonesia and Malaysia.
Perhaps more concerning is China.
While Sino-Singapore ties are strong, Beijing is aggressively increasing its ability to project power into Southeast Asia.
With no justification under international law Beijing has laid claim to the entire South China Sea, where it has developed a string of island air bases.
A recent New York Times report (*) detailed its development of a major runway in a remote part of Cambodia that will be able to support Chinese airpower in the South China Sea.
Moreover, analysts speculate that its recently commissioned second aircraft carrier, the CNS Shandong, will spend most of its time in the South China Sea.
Analysts fret that the South China Sea, not Taiwan, has the greatest potential to be a flashpoint between Beijing and the US.

A new nuclear warhead requested, designed and produced under the Trump administration, has been deployed aboard a nuclear submarine, the Pentagon confirmed Tuesday.
The deployment of the W76-2, a low-yield variant of the nuclear warhead traditionally used on the Trident missile, was first reported Jan. 29 by the Federation of American Scientists.
The first to move out with the new weapon was the USS Tennessee (SSBN-734), deploying from Kings Bay Submarine Base in Georgia at the end of 2019, FAS reported.
Asked about the reported deployment, a Pentagon spokesman stated that it is U.S. policy to neither “confirm nor deny” the presence of nuclear weapons abroad and declined to comment on the specific details of the FAS report, such as the ship involved.
However, in a Tuesday statement, undersecretary of defense for policy John Rood confirmed that the Navy has fielded the weapon (*).
