A new report by the RAND Corp. cites support from the White House and Congress for modernizing the nuclear triad, but its authors also offer a stark warning to the Air Force, which owns two of the triad’s three legs, to “not take this support for granted.”
The Biden administration’s original fiscal 2022 budget requested an additional $1.2 billion for the Air Force’s Ground Based Strategic Deterrent program, the replacement for the aging Minuteman III intercontinental ballistic missiles.
That’s “a figure slightly higher than had been predicted during the final year of the previous administration,” according to the RAND report, “Modernizing the U.S. Nuclear Triad: The Rationale for a New Intercontinental Ballistic Missile.”
The Senate Armed Services Committee’s version of the 2022 National Defense Authorization Act said “the ground-based strategic deterrent is necessary and in the national security interest of the United States.”

The Biden Administration has economically sanctioned five individual North Koreans, a Russian national, and a Russian company in response to six missile tests conducted by Pyongyang since September, which the Administration says violate U.N. Security Council resolutions.
The sanctioned individuals are based in China and Russia.
The test of a hypersonic missile on Jan. 11 is “further evidence” that North Korea “continues to advance prohibited programs despite the international community’s calls for diplomacy and denuclearization,” said Brian Nelson, undersecretary of the treasury for terrorism and financial intelligence, in a statement for the press (*).

At around the same time North Korea said it fired off a hypersonic weapon, the Federal Aviation Administration issued a ground stop order for air traffic operating in the Western U.S. and Hawaii.
This was likely no coincidence, according to The War Zone.
Both the overall duration of North Korea’s missile test and the grounding and subsequent resumption of U.S. flights occurred along the same timeline, the publication reported.
The War Zone reported that multiple pilot reports and radio communications from that day mention a “national security issue” as the reason for the temporary ground stop.
According to the War Zone, just before 2:30 pm PST on Jan. 10, North Korea test-launched a hypersonic missile eastward towards Japan and the U.S.
By no later than 2:32 pm PST, ground stop orders were issued for Anchorage, Seattle, Oakland, and Los Angeles.
Air traffic control messaging acquired by The War Zone indicated that NORAD advised of a missile launch from North Korea impacting air space from the Aleutian Islands south to Los Angeles.

Two House Armed Services Committee lawmakers forecast a difficult upcoming budget cycle for the Navy and criticized the service for not coming to Congress with a strategy to build a fleet that can counter China.
Speaking to the annual Surface Navy Association symposium, Reps. Elaine Luria (D-Va.) and Mike Gallagher (R-Wis.) voiced concern over the Navy’s impending Fiscal Year 2023 budget submission.
“Everything I hear from inside the building, not with details, is that the next one is actually going to be worse,” Luria said of the Fiscal Year 2023 budget, comparing it to the FY 2022 plan that asked for fewer battleforce ships than previously projected.
“And it really frightens me. It frightens me when we have … increased aggressive actions of China against Taiwan, not only in rhetoric, but their sorties,” she added.
Gallagher echoed Luria’s concerns and said he has heard similar rumblings about the budget slated for release in the coming months.
It could be a bloodbath for the Navy, he said.

Meanwhile, several Marine Corps F-35B short takeoff and vertical landing variant aircraft are operating aboard USS America (LHA-6).
While the Marine Corps could not immediately provide the number of fighters aboard the amphibious ship, Navy images show a detachment of at least five F-35Bs aboard America when it deployed.
The three air units represent the largest assembly of deployed U.S. naval F-35s to date. Last year, the U.S. and U.K. deployed 18 F-35Bs aboard Royal Navy aircraft carrier HMS Queen Elizabeth (R06).

North Korea confirmed Monday it test-launched an intermediate-range ballistic missile capable of reaching the U.S. territory of Guam, the North’s most significant weapon launch in years, as Washington plans steps to show its commitment to its Asian allies.
Sunday’s launch could be a prelude to bigger provocations by North Korea such as nuclear and long-range missile tests that pose a direct threat to the U.S. mainland, as the North tries to further pressure the Biden administration to win sanction relief or international recognition as a legitimate nuclear state.
The official Korean Central News Agency said the purpose of the test was verifying the overall accuracy of the Hwasong-12 missile that is being deployed in its military.
KCNA published two sets of combination photos — one showing the missile rising from a launcher and soaring into space and the other showing North Korea and nearby areas that it said were photographed from space by a camera installed at the missile’s warhead.
The Associated Press decided not to use the images because the authenticity of the photos couldn’t be verified.

Gli Stati Uniti fanno un'offerta alla Russia ... 
In a proposal to ease tensions over a Russian military build-up in Ukraine, NATO and U.S. negotiators offered Moscow the opportunity to inspect two ballistic missile defense sites to prove the alliance has no offensive missiles.
The offer for a “transparency mechanism” to ensure there are no Tomahawk Land Attack Missiles at the two Aegis Ashore sites in Romania and Poland is contingent upon Moscow also offering similar transparency for two ground-launched missiles bases that the U.S. chooses, according to a leaked U.S. document published by Spanish newspaper El País and confirmed by U.S. officials.
The two sites have the same air-search radar and Mk-41 vertical launch system as U.S. destroyers and can technically field a variety of missiles.
However, the U.S. has insisted that the Aegis Ashore sites only field Standard Missile 3 ballistic missile interceptors for a BMD defense capability against Iranian missiles.
Moscow has said the sites threaten Russian security.

As well as a possible tit-for-tat reaction to NATO troop movements, the deployment ties in with recent rhetoric from Russian officials about placing unspecified missiles along Russian borders.

A U.S. Navy Virginia-class submarine left Russian territorial waters Saturday after that country’s navy took “appropriate” actions, the Russian Ministry of Defense claimed in a release (*).
The ministry summoned the U.S. embassy’s military attache after it said the navy detected an American submarine in Russian waters near the Kuril Islands in the Pacific.
The submarine declined orders to leave, but departed after the navy used unspecified “appropriate means,” the ministry said.

The Russian Ministry of Defense claims a U.S. Navy Virginia-class submarine left Russian territorial waters Saturday after that country’s navy took “appropriate” actions.
The U.S. Navy says the incident just didn’t happen.

Asked if there was contact between the two ships in international waters, Raines said there was no encounter at all between the two forces.

According to the latest one, the People’s Liberation Army Air Force (PLAAF) now ranks as the third-largest air force in the world with 2,250 combat aircraft.
The People’s Liberation Army Navy (PLAN) is the world’s largest, with 355 ships and submarines.
Of course, numbers don’t mean everything, but the report noted that “the PLA is training to ‘fight and win’ through increasingly realistic combat training.”

The Chinese military has denied that a People’s Liberation Army Navy warship used a laser last week to harass an Australian military aircraft, while Australian officials call for an investigation.
While China has yet to issue an official response directly to Australia on the incident, Senior Col. Tan Kifei, spokesperson for China’s Ministry of National Defense, told reporters on Monday that “on February 17, the Australian P-8 anti-submarine patrol aircraft arrived in the airspace surrounding our ship formation, and the nearest distance to our ship was only 4 kilometers.
During the entire encounter with the Australian military aircraft, the Chinese warships always maintained safe, standardized and professional operations, in line with relevant international law and practice”.
Tan also showed photos of the Australian P-8 and purportedly a sonobuoy placed in the waters close to the PLAN ships.

The two countries would meet near the Pripyat River “without preconditions,” Zelensky’s office said in a Telegram message.
The announcement, which came after Zelensky had rejected a Russian offer to hold talks in Belarus, did not specify when the meeting might occur.
However, the Kremlin said the talks would take place in the Gomel region, in the south of Belarus; Ukraine previously called talks in a country supporting the invasion a non-starter.

Eight Chinese military aircraft entered Taiwan’s air defense identification zone (ADIZ) on Saturday (Feb. 26), marking the 15th intrusion this month.
Four People’s Liberation Army Air Force Shenyang J-11 fighter jets, two Shenyang J-16 fighters, and two Shaanxi Y-8 anti-submarine warfare aircraft flew into the southwest corner of the ADIZ, according to the Ministry of National Defense (MND).
In response, Taiwan sent aircraft, issued radio warnings, and deployed air defense assets to track them.

And, American officials added, it was better having Russian engineers work on civil space programs than building missiles for Iran or North Korea.
But now that partnership is nearing an end in response to Russia’s invasion of Ukraine, for the same reasons that brought it into being: idealism, for standing up for Ukraine after Russia’s unprovoked aggression, and pragmatism, because Russia and the West were already drifting apart in spaceflight, a decoupling that the response to this invasion will only accelerate.
