Vandenberg Test Launches Minuteman III .....

(08/20/2015)

Officials launched an unarmed Minuteman III intercontinental ballistic missile early in the morning on Aug. 19.
The test launch at Vandenberg AFB, Calif., came exactly 45 years after the Air Force put the first Minuteman III missiles on alert, according to Air Force Global Strike Command .....
http://www.afgsc.af.mil/news/story.asp?id=123456255
The missile was randomly selected from Minot AFB, N.D., and airmen from the 91st Missile Wing at Minot worked with members of the 576th Flight Test Squadron and the 30th Space Wing at Vandenberg for the test.
The missile was launched at 3:03 a.m. Pacific time and impacted in the planned test area about 4,200 miles away, in the Pacific Ocean near the Kwajalein Atoll.
The Air Force schedules a few launches each year to test the reliability and accuracy of the weapons.
Gen. Robin Rand, the new AFGSC commander, traveled to California for the launch, and said the test sends a message to America’s allies and adversaries.
“I’m truly impressed by the knowledge, the skills, and the teamwork that our airmen demonstrated during this test launch,” he said.

F-22s Headed to Europe .....

John A. Tirpak (08/25/2015)

F-22s will make their inaugural deployment to Europe “very soon,” Air Force Secretary Deborah Lee James announced at a Pentagon press conference Monday.
The deployment is being made “to support combatant commander requirements under the European Reassurance Initiative,” she said, declining to identify specific numbers or dates due to operational security.
Chief of Staff Gen. Mark Welsh, sitting beside James, later explained that the F-22 move is “just a continuation of deploying [the F-22] everywhere we can to train with our partners.”
He said the Raptor would participate in “a major exercise” and in a number of other roles “across Europe,” such as aviation detachments, air policing, and trying out host facilities “that we would potentially use in a conflict in Europe.”
The Air Force has an aviation detachment in Poland and air policing missions have usually been flown out of the Baltic states, such as Latvia and Estonia.
Welsh also said both the US and its NATO partners need to exercise the F-22s with European jets, like the Typhoon, in “advanced scenarios.”
The deployment “is a natural evolution of bringing our best air-to-air capability in to train” with long-term partners, he said.
James acknowledged the deployment is being made in the context of the “great concern” posed by Russian adventurism in eastern Europe, and is partly to let F-22 pilots “get more experience in European terrain.”

Four F-22s have arrived at Spangdahlem AB, Germany, for the first European training deployment of Raptors, US European Command announced Aug. 28.
The F-22s and 60 airmen from the 95th Fighter Squadron at Tyndall AFB, Fla., and a C-17 from the 60th Airlift Wing at Travis AFB, Calif., will be in Europe through mid-September.
During that time, they will do air training with other aircraft based in Europe, and deploy from Germany to other areas for training and to demonstrate the US commitment to NATO and European security, according to EUCOM.
“It’s important we test our infrastructure, aircraft capabilities, and the talented airmen and allies who will host fifth generation aircraft in Europe,” Gen. Frank Gorenc, commander of US Air Forces in Europe-Air Forces Africa, said in an Air Force news release .....

Russia in the last several years has “closed the gap” with the U.S. and NATO in the capability of its air force in Europe and elsewhere, said the commander of U.S. Air Forces in Europe and Africa.
The U.S. has completed a deployment of F-22 Raptors to Europe designed to reassure allies and is also winding down a brief deployment of MQ-1 Predator remotely piloted aircraft to Latvia, said Gen. Frank Gorenc.
Following the Russo-Georgian war of 2008 over the disputed territories of Abkhazia and South Ossetia, Russia embarked on a “modernization and capacity” effort that has brought its air and ground forces into parity with U.S. and allied forces, said Gorenc, who spoke to reporters on September 14 at the Air Force Association Air & Space conference in National Harbor, Md.

China’s Destabilizing Presence in the Pacific .....

Pacific Air Forces boss Gen. Lori Robinson speaking at ASC15 Monday, Sept. 14, 2015.

Pacific Air Forces boss Gen. Lori Robinson said she is very concerned about China’s efforts to militarize the South China Sea.
“Even though there are other nations that have done some land reclamation, over 3,000 acres have been claimed by China and they have put down a 10,000-foot runway,” said Robinson during her ASC15 address on Monday.
“The possibility of militarization” is “very troubling,” she added.
In addition, China released a new defense strategy shifting its focus from land to see, while also prioritizing “cyberspace, outer space, [and] nuclear forces,” said Robinson, who has visited China twice since taking command of PACAF.
“The last thing I saw when I was there was the new airplane they rolled out, which looks very much like an F-35,” she added.
The technology gap between the US Air Force and other militaries, including China, is “decreasing” and that, too, makes Robinson “incredibly concerned.”

Following a successful deployment of the F-22 to Europe, the head of US Air Forces in Europe-Air Forces Africa will be lobbying for more such visits, but the issue of a permanent detachment or basing there remains unsettled.
“You can bet I will be asking for that capability” in the future, said Gen. Frank Gorenc, speaking at the ASC15 Four Star Forum.
The F-22s that went in August and September to Estonia, Germany, and Poland, Gorenc said, were highly successful in “assuring our partners” in NATO that the US is taking Russia’s aggression in Ukraine seriously.
The deployment, “I think … proved a lot,” Gorenc said, about the Raptor’s ability to seamlessly integrate with allies and use existing infrastructure.
He said the decision to make the deployment was made “a long time ago,” but was a timely response to Russia’s belligerent moves.
As for a future semi-permanent detachment of F-22s, Gorenc allowed that there are priorities for where the Raptor goes, but “I’m hoping that we every once in awhile” get the nod.
He also noted that USAF deployed MQ-1 Predator remotely piloted aircraft to Latvia at about the same time.
Putting “an RPA into European airspace … is an enormous accomplishment.”

The F-22—in combat operations for less than a year—is proving “even better than we thought,” Air Combat Command chief Gen. Hawk Carlisle (*) told reporters at ASC15.
“We won’t send airplanes into certain areas” of the Syria/Iraq battlezone “unless they have F-22s with them,” Carlisle said, praising the situational awareness of the jets, their precision attack ability and capacity to serve as the quarterback of any air operation.
Moreover, the F-22s are turning in mission capable rates of 75-80 percent, and “even better in the field,” he noted, and are proving “far more” maintainable than originally expected.
“So far in the Middle East, they’ve flown thousands of hours and flown hundreds of sorties and dropped hundreds of bombs with incredible accuracy.”
During the recent deployment of F-22s to Europe, the jets “flew 100 percent” of the scheduled sorties.
The deployment “went exceedingly well,” he said, and the rapid deployment was a great messaging vehicle.
“When American airpower shows up in a place people don’t expect ... it sends a pretty big message. (It) assures our allies, friends, and partners, and also sends a distinct message to potential adversaries out there that we can be where we need to be when we need to be there.”
Carlisle acknowledged that the number of F-22s is far too small, and when asked if USAF should buy more, said, “I dream about it every night.”
Practically, though, he said the budget may just be too tight to permit such a thing, although the tooling was retained when the production line closed.
Carlisle called the F-22 “extraordinary” and “really reaching its stride.”

Arie Church (09/17/2015)

China is continuing to test anti-satellite capabilities and Air Force Space Command is taking both classified and unclassified measures to survive, deter, and respond to attacks against space assets.
“You just have to go back to 2007 to see the Chinese ASAT, they continue to test that - we have many demonstrated occurrences of testing that we know about,” AFSPC boss Gen. John Hyten said at ASC15 on Wednesday .....
http://www.af.mil/AboutUs/Biographies/D ... hyten.aspx
“We’re worried about those kinds of activities and we’re also worried about a number of other activities,” conducted by both China and Russia, “that aren’t visible to the general public,” he said.
“I never want to see a war in space, ever. But the best way to avoid a war is to be prepared for it,” Hyten stressed.
“We’re going down that path to make certain we build resilience into our constellation and build the ability to respond to a threat effectively,” he said.
A lot of things we’re doing are in the classified world, but there will be a lot of things that our potential adversaries will see, that we believe will convince them that action in space is not in their interest,” Hyten added.

Seeking “Intelligent Commonality” in New Ballistic Missiles .....

Otto Kreisher (09/21/2015)

Faced with similar requirements to modernize their aging strategic ballistic missiles, the Air Force and Navy are working on an “intelligent commonality” program to find ways to reduce the cost of replacements for the land- and sea-based nuclear-armed missiles, said Vice Adm. Terry Benedict, director of the Navy’s Strategic Systems Programs, on Sept. 17..... http://www.navy.mil/navydata/bios/navybio.asp?bioID=418
The silo-based Minuteman III and the submarine-launched Trident D5 both use decades-old technology and the services are struggling to keep them operating as parts of the nuclear deterrent triad, Benedict said.
But both will have to be replaced by new missiles, he added.
With an expected high cost for new missile and constrained budgets, “we need to do something different, smarter.”
The two services “have an obligation to present to national leaders ways to make that modernization affordable,” Benedict said at a conference sponsored by Task Force 21, the Minot, N.D., chamber of commerce, and AFA.
Benedict said members of his staff are working with similar Air Force personnel to study “what components can be made common” in the future missiles.
The staffs have been told that any replacement missiles must fit in the existing silos and submarine missile tubes without major adjustments, he said.

Experts Defend Nuclear Deterrent Triad .....

Otto Kreisher (09/21/2015)

An array of defense experts, ranging from retired Air Force four-stars to members of Congress and academicians, argued Sept. 17 that the nuclear deterrent force is as important to US security today as it was in the Cold War, but it must be modernized.
Citing President Vladimir Putin’s statements that Russia might use nuclear weapons to constrain a conventional conflict, and their possession by China and North Korea, retired US Strategic Command boss Gen. Robert Kehler ... http://www.af.mil/AboutUs/Biographies/D ... ehler.aspx ... said “nuclear weapons are not gone, and are not going to be gone any time soon.”
They are still part of the defense policies “of many nations around the world.”
The same argument was offered by former Air Force Chief of Staff Gen. Larry Welch ... http://www.af.mil/AboutUs/Biographies/D ... welch.aspx ... and Frank Miller, a former non-proliferation official, who joined the bipartisan congressional delegation from North Dakota in supporting retention and improvement of the US nuclear triad.
The speakers also disputed the claims by anti-nuclear groups that eliminating nuclear weapons would be a “humanitarian” step, asserting that they have prevented conflict between major powers since 1945, in contrast to the massive destruction of 20th century conventional wars.
The forum was held by the Minot, N.D., chamber of commerce, Task Force 21, and the Air Force Association.

Dalla Russia ..... per errore .....
The Kremlin has admitted that Russian television accidentally showed secret plans for a nuclear torpedo system on air.
Two Kremlin-controlled channels, NTV and Channel One, showed a military official looking at a confidential document containing drawings and details of a weapons system called Status-6, designed by Rubin, a nuclear submarine construction company based in St Petersburg.

Former Defense Secretary Says Eliminate ICBMs .....

Otto Kreisher (12/7/2015)

Former Defense Secretary William Perry urged the elimination of the ground-based ICBM leg of the nuclear deterrent triad and opposed production of the nuclear-armed Long Range Standoff missile, which will replace the air-launched cruise missile (ALCM), calling both “uniquely destabilizing.”
Speaking at a Dec. 3 defense writers’ breakfast in Washington, D.C., Perry said because of “deteriorating” US-Russian relations, “we are now facing the kinds of dangers we faced in the Cold War,” with the threat of “a nuclear event,” and “we’re now at the precipice, the brink, of a nuclear arms race.”
Perry, however, supported buying the Long-Range Strike Bomber and a replacement for the Navy’s Ohio-class ballistic missile submarines to modernize the other two legs of the triad.
The Air Force has started development of the LRSO to ensure the continued viability of the bomber leg.
Ironically, as Defense Secretary from 1994-97, Perry cancelled the B-1 bomber program and approved production of the original ALCMs to counter the threat to the B-52s from Soviet anti-air missiles.
Perry said he opposes the ICBMs because “under any reasonable definition of deterrence, they are not needed,” and they are destabilizing because any threat of an attack triggers the “use it, or lose it” mentality.

AFA Urges Congress to Fund LRSO Missile .....

(12/15/2015)

The Air Force Association on Dec. 14 sent a letter (1) to senior leaders of the House and Senate Armed Services Committees urging congress to “stay on track” and fund the nuclear-armed Long-Range Standoff missile, which will eventually replace the air-launched cruise missile.
“The standoff capability of the air-launched cruise missile [ALCM] is essential to the continued nuclear deterrent role of the bomber leg of the nuclear triad,” wrote AFA President Larry Spencer (2) and AFA Executive Vice President Mark Barrett (3) in the letter.
“Funding its replacement, LRSO, is particularly important given the advanced air defenses of our adversaries. Without a sustained bomber standoff capability enabled by a modern cruise missile, the bomber leg of the triad will be increasingly at risk.”
The Air Force accelerated the LRSO program by two years in its Fiscal 2016 budget request in an effort to make up for previous delays due to fiscal constraints.
However, Chief of Staff Gen. Mark Welsh said earlier this year the Air Force had yet to decide when the LRSO will become operational, citing additional budgetary limitations.
