Inspector General: C-5 Upgrade Broke the Rules .....

Arie Church 12/2/2014

The Pentagon's inspector general determined that the Air Force mismanaged several aspects of the C-5 Reliability Enhancement and Re-engining Program between 2010 and 2013, according to a report released last month.
"The government failed to discourage repeated tender of nonconforming components, delegated inherently government functions to Lockheed Martin, accepted nonconformances that were corrected at an additional cost to the government, and failed to comply with [Defense Contract Management Agency] instruction for the corrective action process," said Randolph Stone (1), deputy IG for policy and oversight, in a Nov. 18 summary (2).

(2) ..... http://www.dodig.mil/pubs/report_summary.cfm?id=6051

The IG investigated the Air Force's RERP offices at Wright-Patterson AFB, Ohio, and Robins AFB, Ga., as well as Lockheed Martin's upgrade facility in response to a May 2013 complaint that came into the IG hotline, according to the report.
In response to its findings, the IG directed the C-5 program office to ensure all contracting meets government standards and establish a system to identify and fix contractual breaches and update airworthiness certificates.
The IG further directed the DCMA to work with Lockheed Martin to oversee the replacement of inferior components and implement any further required fixes.

C-5M ..... le consegne continuano .....
The latest C-5M Super Galaxy was ferried from Lockheed Martin’s facility in Marietta, Ga., to Stewart ANGB, N.Y., on Oct. 28, for final paint and detailing, according to a company press release.
Its pilot was Brig. Gen. James Fontanella, who in 2006 flew the aircraft - serial number 87-0038 - around the world in its earlier incarnation as a C-5B.

Interessante la biografia del generale Fontanella (di origini italiane?) ..... un ex-pilota navale che ha continuato la sua carriera nell' Air Force .....

Lockheed Delivers Final Super Galaxy .....

Lockheed Martin on Thursday delivered the final C-5M Super Galaxy to the Air Force, finishing the last of 52 upgrades of the massive airlifter.
The Super Galaxy upgrades date back to Air Mobility Command’s C-5 Avionics Modernization Program in 1998, which was aimed at increasing the service life of the C-5 fleet.
The modifications include new General Electric F138 engines, updated avionics, and other upgrades that increased the reliability, fuel efficiency, and operational capability of the aircraft.
The aircraft are stationed at Dover AFB, Del.; Travis AFB, Calif.; JBSA-Lackland AFB, Texas; and Westover ARB, Mass., according to the Air Force.
The last C-5M was ferried by a crew from the 439th Airlift Wing at Westover, and is at Stewart ANGB, N.Y., where it will undergo an interior paint restoration before flying to Westover, according to Lockheed.

Un'ottima idea ... :angel7:
The Air Force is vetting its biggest aircraft as a new option for large-scale aeromedical evacuation.
Air Mobility Command is evaluating how the massive C-5M Super Galaxy airlifter could carry more than 100 patients out of harm’s way - possibly doubling the Air Force’s current medevac capacity for a single aircraft.
AMC currently flies C-130s, C-17s, and KC-135s for aeromedical evacuation missions.
The C-17 can hold the most patients at once, accommodating 60 people on stretchers.
Bringing in the C-5 would allow the Air Force to evacuate an entire hospital or an equivalent number of patients if needed, said SMSgt. Stephen Mellan, aeromedical evacuation technician training manager at AMC.
