President Sarkozy appears to have pulled off a true feat of salesmanship. On a one-day visit to Brazil, he has secured President Lula's agreement in principle to buy 36 Rafale fighter jets. If it comes off, the five billion euro deal is more than a business story. It is a political and strategic breakthrough for France and Sarkozy.
The Rafale has suffered something of a jinx since Dassault aviation began developing it in the 1980s. Though highly agile, technologically advanced and beautiful from the pilot's point of view, the plane has so far failed to win a single customer outside France. Potential clients have found it too expensive or succumbed to rivals' political pressure -- notably from the United States. The Rafale was launched when France decided to go it alone and stay out of the Eurofighter project of Britain, Germany, Italy and Spain.
It entered service with the air force and navy from 2000 and a squadron is on duty in Afghanistan.
The failure to sell was a big frustration. The French tax-payer forked out most of the 30 billion euros it took to build the beast and supply it to the forces. Before Sarkozy, President Chirac flew thousands of miles to press France's traditional customers such as Morocco and India to buy the successor to Dassault's legendary Mirage -- which did well abroad. Talks advanced but the orders never came. Chirac's interest was personal as well as patriotic. His father was employed in the 1940s by Marcel Bloch, who changed his name to Dassault and founded the great plane-making firm. It is still family run. I recently sat beside Olivier Dassault, Marcel's grandson, as he landed one of the family Falcons on a visit the Rafale factory near Bordeaux. Serge, his father and current chief, was in the back. He told me that Dassault had not lost money despite the export failure because the state had financed the project.
Last week, Paris even sent two Rafales (the word means 'gust' in English) to take part in Muammar Gaddafi's anniversary festivities in Libya. The Colonel has been toying with the idea of buying a few of the planes, which so far have cost about 138 million euros a piece.
Sarkozy has applied his usual determination to pulling off a first order for the hitherto unwanted plane. In Brazil, the Rafale was in competition with the Saab Gripen NG and Boeing F/A-18E Super Hornet. The deal is part of Lula's plans for turning Brazil into "one of the great powers of the 21st century." Sarkozy's clincher was agreement to share all the Rafale technology with Brazil and let the Brazilians assemble many themselves. US bars on exporting military technology meant that neither Boeing nor Saab (which uses US systems) could do this.
"The relationship between Brazil and France is not one of supplier and client, but of partners," Sarkozy said in Brazil. "We want to act together because we share the same values and a same vision on the big international goals."
Brazil is already buying five French submarines - including one that will be modified to run on nuclear power - and 50 military transport helicopters, for a value of around 10 billion dollars. As part of the Rafale deal, Sarkozy agreed to buy 10 KC-390 transport aircraft to be built by Brazil's Embraer.
No contract has been signed yet and there are reports that the Brazilian Air Force feels that it has been strong-armed in a contest that is not officially to be decided until October. Optimistic French officials hope that the final Rafale contract will be announced on October 23. That is the 103rd anniversary of the pioneering flight by Alberto Santos-Dumont, the Brazilian aviator, in the Bois de Boulogne in west Paris. The American Wright brothers took off three years earlier, but, as we have seen here before, Santos-Dumont was officially recorded as making the first powered flight because the Aero Club de France was on hand to certify it.

Se prendono il C 390, vuol dire che la Francia sta iniziando a dubitare dell' AM-400... e sono dolori per l'Airbus...

Buon caccia, simile all'Eurofighter. Difatti si nota l'estrema somiglianza. La Francia faceva parte del programma Eurofighter, ma poi si è staccata ed ha proseguito con il proprio programma.
Presenta ottime caratteristiche, è un caccia multiruolo, pecca un pò nei motori e nell'avionica, ma dalla sua ha il fatto che può essere imbarcato sulle portaerei.
Sarà una bella battaglia tra lui e l'eurofighter per quanto riguarda il mercato

Il paragone è improponibile ..... in quanto il futuro cargo brasiliano appartiene alla categoria del C-130, mentre lo A400M è un velivolo di categoria superiore.
Evidentemente i francesi, se l'affare andrà effettivamente in porto, intendono sostituire i lore vecchi Hercules con motori a turboelica con i C-390 dotati di turbofan.
Si vedrà ..... dovranno ancora passare anni prima che il cargo "carioca" sia disponibile ..... ammesso che poi tutto vada liscio e non si presentino problemi tecnici, non dico insormontabili, ma che ne ritardino la realizzazione.

La raffica ce l'ha solo la Francia e ora il Brasile e forse l'avrà anche il Tuareg.

Beh non conterei Uk, Germania e Italia, visto fanno parte del consorzio ed hanno partecipato al progetto...Sarebbe stato comico sganciare soldi per il Typhoon e poi prendere dell'altro

Brazil continues FX-2 competition, backtracks on Rafale 'selection'

Brazil is continuing to negotiate with all three bidders for a multi-billion dollar fighter contract despite an announcement on 7 September by the presidents of Brazil and France that the Dassault Rafale F3 had been selected.
The Boeing F/A-18E/F Super Hornet and Saab Gripen NG could be still allowed to "redefine" their offers for the FX-2 contract, Brazilian defence minister Nelson Jobim said in a written clarification released late on 8 September.
Jobim's statement noted that the French government had committed to deliver the Rafale "at competitive and reasonable prices, comparable to those paid by the French military".
Has France's Rafale edged ahead in the FX-2 contest?
The statement could prompt Dassault's rivals to resubmit their bids at a lower price to stay competitive with the Rafale proposal. But Saab and Boeing were still waiting to learn details about the Brazilian government's position on the negotiations with the Rafale.
"We have not been notified by the FX-2 commission nor anyone in the Brazilian government of any decision," Boeing says. "We will continue to work with Brazil on all aspects of the FX-2 competition pending formal notice of a final decision."
Jobim's statement contradicted remarks by presidents Luiz Inacio Lula da Silva of Brazil and Nicolas Sarkozy of France on 7 September, Brazil's independence holiday. Both Sarkozy and da Silva declared that the Rafale was Brazil's preferred choice, with da Silva praising the French government's openness about transferring technology, in particular.
Brazil is also seeking to obtain rights to assemble the Rafale locally and to market the aircraft to neighbouring Latin American countries. Although the initial order is for 36 aircraft, Brazil is reportedly considering buying as many as 130 fighters.
As a result of Sarkozy's visit to Brazil on 7 September, the two governments issued a joint communiqué that committed to further collaboration in the aerospace sector. Brazil has already agreed to acquire 50 Eurocopter EC725 helicopters for its military.
Sarkozy and da Silva also announced that French industry would become involved in the Embraer KC-390 tanker-transport development programme. The French military would also acquire about "a dozen" KC-130Js, although Brazilian officials later described the number as 10 aircraft.
French companies Dassault, Safran and Thales are expected to join Embraer's supply chain for the KC-390, which is being developed to rival the Lockheed Martin C-130J after 2014. Brazil launched the KC-390 programme in April, pledging nearly $2 billion for development and ordering the first 22 aircraft.

ci sono grosse differenze economiche?
gli svizzeri valutano i tre canard (gli hornet già li hanno) per sostituire i tiger, ma con i chiari di luna attuali mi sa che posticiperanno la scelta, è più di un anno che hanno fatto le prove comparative

..... potrebbero quindi prospettarsi tempi più lunghi di quelli previsti .....
Per loro, personalmente, propenderei per il Gripen NG che, dovendo sostituire lo F-5, mi sembra l'aereo più consono .....

Secondo loro, infatti, l'Eurofighter era troppo pesante per poter operare dalle portaerei della Marine Nationale.

Per la Svizzera, sempre se il referendum popolare lo rende possibile, l'acquisto di un nuovo velivolo da combattimento dovrebbe concretizzarsi per il 2011 ed è lapalissimo che il candidato ideale ( non il favorito) è il JAS39 Gripen. I tre canard se la giocano alla pari, anche se sembra in lieve vantaggio l'aereo svedese ( fonti internoss ).
L'Austria, equipaggiata con lo F2000 Typhoon, si è dovuta accontentare al ruolo esclusivo di polizia aerea con una forza basata su un unico gruppo di quindici macchine! Nonostante ciò i costi di gestione per lo Eurofighter sembrano già quasi insostenibili!
Mah... Non so più cosa pensare!

Il fatto è che dare una risposta ad una domanda del genere non credo sia cosa facile.
Innanzi tutto perchè i dati relativi all'operatività sono, presumo, classificati (le forze aeree non vanno di certo in giro a raccontare le eventuali pecche riscontrate nei velivoli che hanno in dotazione).
In secondo luogo, trattandosi di aerei relativamente giovani e consegnati in numeri limitati ai reparti, dovrà passare ancora qualche tempo prima che possano raggiungere la piena maturità.
Per quanto mi concerne ..... passo la mano e dico: "Ai posteri l'ardua sentenza" .....

Tra i 4 il Typhoon è quello che si discosta di più, essendo un caccia da superiorità aerea. Gli altri tre sono caccia multiruolo, quindi sono confrontabili. Tra i tre sembra che il Rafale sia quello che abbia ancora buoni margini di sviluppo, è un caccia ancora relativamente giovane e deve ancora essere ben svezzato. Ma se fossi a capo di una nazione e dovessi scegliere un caccia multiruolo punterei sull' F/A 18. Eccellente macchina, ben collaudata e rodata, è fuori da diverso tempo, ha già partecipato a varie azioni sul campo. Ti chiedo ..... il modello del Gripen in offerta, non è forse lo "NG" che ha motore più potente, avionica aggiornata e radar AESA?..... Il Gripen è monomotore (il medesimo degli HORNET !!!!), è il meno costoso e è apparso l'unico a punto .....
Dovendo sostituire gli F-5, che sono caccia leggeri, mi sembrerebbe, come ho già scritto, il più adatto alle vostre necessità ..... ed anche il meno costoso .....

Sti ca**i, il Typhoon vecchio? l'idea nasce da lontano, ma il velivolo è assolutamente moderno. Al momento attuale è uno dei migliori per quanto riguarda la superiorità aerea. Possiamo considerarlo il miglior caccia non stealth.
Il radar sarà pienamente operativo a partire dalla tranche 3 che dovrebbe partire per il 2010, quindi non troppo in la. Le caratteristiche di tale radar e del sistema d'arma sono davvero interessanti, definirle "non all'altezza" mi pare eccessivo. Costa tanto, questo è vero.

il primo dovrebbe essere assemblato a Ta’if e la final assembly line sará dislocata ad Az Zaharan o Dahran.

Stavo guardando un po' di Sudamerica. I Francesi mi sembrano forti e di parecchio. La Dassault da sola, tra Mirage F-1, Mirage III, Mirage 2000, Falcon ecc... è presente praticamente in tutti i paesi sudamericani. Senza contare armamenti, avionica e missili vari.
Il Mirage III e il 2000 poi sono ubiquitari! Ce li hanno tutti i più grandi paesi sudamericani: Argentina, Cile, Brasile, Venezuela, Colombia, Perù, Equador... sono praticamente dappertutto.
(Mi tolgo il cappello davanti ai Francesi: hanno saputo mantenersi negli anni una industria aerospaziale tutta loro con i controfiocchi!).
Il Mirage III e il 2000 poi sono ubiquitari! Ce li hanno tutti i più grandi paesi sudamericani: Argentina, Cile, Brasile, Venezuela, Colombia, Perù, Equador... sono praticamente dappertutto.

President Luiz Inacio Lula da Silva will have the final say on who will sell billions of dollars in fighter jets to Brazil to modernize its air force, Foreign Minister Celso Amorim said September 11.
"President Lula has the last word; of course, he will take into account the position of the National Defense Committee," Amorim told international journalists in Rio.
"Let me reiterate: there was an evaluation of various proposals, and Brazil made the decision to start negotiations with France. Its proposal was the most favorable," he added.
Rival bidders trying to sell fighter jets to Brazil have made a final push for the multi-billion-dollar contract, which had looked all but sewn up by France's Dassault.
Sweden's Saab and the United States, backing defense contractor Boeing in the race, both emphasized they would transfer important technology to meet Brazil's requirement that it not only acquire new jets but also the knowhow to build them.
But a Brazilian official speaking to AFP on condition of anonymity said French President Nicolas Sarkozy wrote to Lula promising "unrestricted access to technology" in the Dassault offer and a competitive price.
That letter was "instrumental" in Lula's announcement on Monday that he was opening negotiations to buy 36 Rafale fighter jets from Dassault, the official said. A French official said the deal was worth up to seven billion dollars.
Lula's announcement prompted the U.S. government, through a statement on its embassy Web site in Brazil, to say it had approved the transfer to Brazil of "all necessary technology" related to its F/A-18 Super Hornet aircraft.
Saab, in its own statement on September 10, underlined that it, too, would give "key technology" if Brazil chose its Gripen NG fighter.
But the Brazilian official said those offers were "unlikely to change the situation because it's not clear what is 'necessary technology' when another competitor guarantees 'unrestricted technology.'"

eccomi a chiedere... premesso che sono fortemente invidioso del modello svizzero sia per quanto riguarda la partecipazione popolare alle decisioni "pesanti" sia per quanto riguarda l'efficienza delle FFAA...Se volete altre informazioni....chiedete.

Mi permetto di dare il benvenuto a rex, di cui ho avuto il privilegio di leggere alcuni post, su un altro forum, molto ben articolati, considerando che "viene proprio da quelle parti" !
In considerazione della minaccia attuale, una Forza Aerea Svizzera articolata su un gruppo di 22 velivoli da combattimento multiruolo, sarebbe più che sufficiente per gaantire una sicurezza adeguata... Ovviamente la scelta ottimale sarebbe proprio il Gripen per il miglior rapporto costo/beneficio e le compensazioni industriali ( interessante tra l'altro il binomio tra l'ottima Pilatus e la SAAB).
Per quel che concerne il Brasile... Sono perfettamente daccordo con te Rex, ma la situazione laggiù è un pò più complicata rispetto il Canton Ticino!! Si insomma, a parte qualche "carineria" attorno, non esistono skizzati come Chavez!! Poi, anche per la tranquilla Svizzera non vedrei la necessità di una Flugwaffe così ben fornita... Ma tanto voi siete messi bene come servizi ( vedi REGA), quindi potete anche permettervi una ventina di aerei...

With the Brazilian government having muddled the message on exactly what the status is of the FX-2 program, Boeing has decided to press and act as of the competition is still open. Not even Brazil seems to have figured out if it really is or not.
The aircraft maker says bidders have been given until September 18 to provide updates to their offers.
The Brazilian defense ministry says it is continuing the source selection process. That is in spite of the announcement by president Lula that talks were underway to buy 36 Dassault Rafale fighters from France, in return for assistance on the KC-390 tanker/transport.
The defense ministry's latest statement on the issue signals there may be two unrelated things underway. While it is completing the technical analysis, the government will have the final say on policy and strategic issues, the defense ministry states. The defense ministry hopes to complete its work still this month, processing information that now fills more than 26,000 pages.
Now, Boeing says it is still looking at "all options" before it turns in the paperwork. In a statement to make clear is remains in the race, Bob Gower, the companys F/A-18E/F VP says "We are confident that our offer represents the best-value solution for Brazil, offering the most advanced technology, a proven superior logistics-support system and a price that is considerably lower than that of the Rafale."
Boeing asserts that its offer allows for Super Hornet coproduction and extensive technology sharing. The U.S. initially balked at some of Brazil's technology sharing requirements, but Boeing and Washington later managed to find a way to provide an extensive tech transfer proposal. Gower notes that "the U.S. government has taken unprecedented steps to support this opportunity, both in terms of accelerating the normal approval process and in supporting Brazil’s goals for national autonomy."
To help win some local backing, Boeing met with Brazilian companies to talk about what would be involved in working together.
The Saab Gripen is the third competitor.

Ma con i Russi non ci scherzerei troppo. In certi paesi dipende molto probabilmente da chi si conosce e da cosa vuole. Dato che anche gli aerei russi sono ottimi, è possibile che non sia affatto difficile piazzarli con una piccolo aiutino, di ragionevolissima portata......

In Svizzera per sostituire gli ormai vetusti Tiger F5 si sono messi a confronto Rafal, Eurofighter e Gripen... ma hanno appena congelato gli acquisti fino al 2015.thranduil ha scritto:

Anche a mio modestissimo parere sarebbe la scelta più opportuna, anche perchè, in questo lasso di tempo, andrebbe a piena maturazione na versione "NG" del "Gripen" ..... però .....Gioi ha scritto:Probabilmente per motivi di costi si sceglierà il Gripen, ma questa è una mia impressione
..... alla nuova competizione potrebbe riaffacciarsi Boeing con tutto il suo peso e con l'ultima versione dello F-18, anche in virtù del fatto che i suoi "Hornet" già equipaggiano, ritengo con soddisfazione, l'Aeronautica Militare Svizzera .....

Swiss delay decision on Tiger replacements

Switzerland's bid to at least partially replace its 54 Northrop F-5s has returned to square one after the government postponed any fighter acquisitions until the second half of the decade, and charged the defence and finance ministries with generating a new jet procurement proposal next year.
The decision, prompted by Switzerland's financial situation, opens the door to a possible return by Boeing to the competition. Boeing withdrew its F/A-18E/F Super Hornet in April 2008, citing Swiss mission requirements that did not stipulate an AESA sensor. But it indicated in June that it was ready to re-enter the competition if Switzerland set a new requirement.
That has now come to pass. Following the federal council's decision to adjourn the F-5 replacement programme, the defence ministry confirms that "a new series of tests" would follow the presentation of a revised proposal to parliament after elections in October 2011.
A new contest could widen the field beyond the three candidate airframes that completed extensive evaluations in late 2008: Dassault Rafale, Eurofighter Typhoon and Saab Gripen. These assessments found the programme's budget - initially around $1.9 billion - insufficient for the 22-33 aircraft being sought.
But the defence ministry estimates the cost of buying 22 jets at SFr4-5 billion ($3.9-4.9 billion), with maintenance costs adding further to a financial outlay deemed "a very high amount even for a rich country".
While it confirms that a US airframe could be part of the new evaluation, the defence ministry has ruled out consideration of Russian machines, citing the difference of the technology deployed therein and attendant difficulties of comparison. It is "too early to say" how many jets will be covered by the new proposal.
The defence government confirms its "disappointment" with the federal council's decision to postpone replacement of the F-5, which it deems "obsolete" after three decades in service. However, it stresses that "the whole cabinet" is agreed on the need for new jets, but simply "haven't the money" to immediately pursue replacement plans.
It stresses also that while its 33 F/A-18 aircraft are sufficient to meet air policing requirements in the near term, new jets are required in the longer term, should a major crisis supplement more routine needs created by events such as a G8 summit or meeting of the World Economic Forum.

Francamente la serie E/F degli hornet sono meno adatti per i requisiti richiesti dai svizzeri (non a caso la boeing aveva rinunciato... ). A differenza delle serie C/D sono molto piu grossi e piu pesanti

..... le versioni "E" e "F" sono più grosse e pesanti delle precedenti, però se Boeing intende partecipare c'è da pensare che le si prospettino delle possibilità, altrimenti non capisco perchè dovrebbe scialacquare parecchi dollari in una nuova competizione sapendo che ben difficilmente ne uscirebbe vincitrice .....

Alla luce di quanto emerso, non capisco a cosa aspiri la Svizzera.
Non è da escludere anche un potenziale e importante decurtamento dello strumento militare, in considerazione dell'opinione pubblica attiva e partecipe nelle scelte di questo tipo.
Inoltre potrebbero seguire l'esempio italico di "acquistare" solo le ore di volo. Che per la situazione elvetica non sarebbe poi tanto male!
OT In Svizzera sono andati in escandescenza per la presentazione di un gruppo d'intervento speciale della Polizia Federale, poco gradito soprattutto alle varie polizie cantonali... E sono solo in una quindicina di operatori, poveri cristi!! Figurarsi la spesa di due o tre miliardi di euro per velivoli da combattimento avanzati!
Senza contare le recenti rivelazioni in Austria in cui si ipotizza una corruzione, di cui fu partecipe anche il fu governatore della Carinzia Haider, per l'acquisto dello Eurofighter Typhoon.
Non è da escludere anche un potenziale e importante decurtamento dello strumento militare, in considerazione dell'opinione pubblica attiva e partecipe nelle scelte di questo tipo.
Inoltre potrebbero seguire l'esempio italico di "acquistare" solo le ore di volo. Che per la situazione elvetica non sarebbe poi tanto male!
