The US Air Force (USAF) and the UK Ministry of Defence’s (MoD) Defence Infrastructure Organisation broke ground during a ceremony on new Lockheed Martin F-35 Lightning II infrastructure at RAF Lakenheath on 15 July.
The Suffolk installation should be ready to receive the first USAF F-35A Lightning II aircraft in late 2021.
The $196 million infrastructure projects will be built by Kier and VolkerFitzpatrick construction groups, and will include a flight simulator facility, a maintenance unit, new hangars and storage facilities to accommodate the new squadrons.

Turchia, F-35 & S-400 ...

Trump ha preso posizione ...
The US will not sell F-35s to Turkey in response to its acquisition of the Russian-made S-400 air defense system, President Donald Trump said July 16, adding that Turkey is in a “tough situation.”
“We’re working through it,” Trump told reporters. “We’ll see what happens, but it’s not really fair.”
--- --- ---
Shortly before Trump’s remarks, his nominee for defense secretary, Army Secretary Mark Esper, told the Senate Armed Services Committee that Turkey’s decision to go forward with the S-400 is “certainly disappointing.”
The move also shows that Turkey has “drifted over the past several years” away from close relationships with the US and NATO, Esper said.
“Acquisition of the S-400 fundamentally undermines the capabilities of the F-35 and our ability to maintain that overmatch in the skies going forward,” he said.

L' 80% ?
E' ancora un miraggio ...

Immagine
The US military’s fleet of Lockheed Martin F-35 Lightning II and F-22 Raptor stealth fighters will fail to meet a 80% mission capability rate by September 2019 as directed by US Department of Defense (DoD).
Former Secretary of Defense James Mattis ordered the USAF and US Navy (USN) in September 2018 to increase mission capable rates for the F-35, F-22, F-16 and Boeing F/A-18 to more than 80% by the end of September 2019.
The mission capability rate is defined as the percentage of a fleet of an aircraft that are able to perform at least one assigned mission over a period of time.
Mark Esper, who is nominated be secretary of defense, wrote in prepared testimony for the US Senate Armed Services Committee’s confirmation hearing that the USAF’s leading combat aircraft are not expected to meet the 80% mission capability rate.

Lockheed Martin is eyeing increased opportunities to deliver a broad range of defence products to European customers, with the F-35 Lightning II holding particular appeal as the company continues to drive down the cost of its fifth-generation stealth fighter.

Turkey's minister of foreign affairs spoke out against the United States' decision to remove the NATO ally from the F-35 Joint Strike Fighter program, as well as the looming possibility the Trump administration could impose sanctions on the country.
"If the U.S. shows a hostile attitude to us, we will take a step against it," Minister Mevlüt Çavuşoğlu told Turkish TV station TGRT Haber on Monday.
That could mean curtailing operations or expelling U.S. forces at Incirlik Air Base, or limiting coalition operations at Kürecik radar station, he said.

Sette anni prima del previsto !
The Air Force has begun loading its F-35As with the Automatic Ground Collision Avoidance System seven years sooner than planned, Lockheed Martin announced.
Jets at Eglin AFB, Fla. and Mountain Home AFB, Idaho, are the first to receive the software modification, a Lockheed spokesman said.
Eglin is a main F-35 training base, and Mountain Home is housing Hill AFB, Utah, F-35As while their home base undergoes runway repair.
The upgrade was originally expected to be installed on the F-35 in 2026, but its potential value prompted program managers to accelerate the schedule, using a “rapid, agile development, test and contracting approach,” Lockheed said in a release (*).
The 412th Test Wing at Edwards AFB, Calif., expedited testing of the system.

Ci risiamo !
Il balletto dei costi è ricominciato ...
The total cost of the F-35 program grew by $25 billion in 2018 - or about $95 billion when adjusting for inflation - in part because of a new slate of upgrades known as Block 4, the Pentagon said in an annual acquisition report published Aug. 1.
Acquisition alone - including research and development, procurement, and military construction costs - rose by $15.3 billion compared to the 2012 baseline, or $22.2 billion when adjusted for inflation.
The Pentagon also noted a dispute between its cost assessment and program evaluation shop, which believes Joint Strike Fighter operations and sustainment costs are rising, and the F-35 Joint Program Office, which argues those costs are shrinking.

... "an important milestone" ...
Lockheed Martin and the US Air Force (USAF) integrated the F-35 Lightning II’s target tracking data with the US Army’s Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS), an important milestone for the stealth aircraft's ability to act as an elevated sensor.
The demonstration of the integration was done during a recent Orange Flag Evaluation in Palmdale, California and Fort Bliss, Texas, says Lockheed Martin (*).
This was the first time that live F-35 tracking data was sent to IBCS via an F-35 ground station and F-35-IBCS adaptation kit, which were developed by Lockheed Martin, says the company.

The Donald Trump administration automatically rescinded a $3.5 billion deal to sell Raytheon-produced Patriot missile defenses to Turkey after it received the Russian S-400 system in July, Al-Monitor has learned.
The cancellation had previously not been reported.
The move denies Ankara a potential off ramp to remain aligned with NATO-compatible systems.
Turkey had periodically sought Patriot batteries provided by the alliance to ward off threats to its airspace from Syria.

I Marines stanno valutando una proposta presentata loro dai Giapponesi ...
Officials in Tokyo have requested Marines deploy F-35B fighters aboard Japan’s largest warships, a U.S. defense official confirmed to USNI News on Friday.
The service is now studying the feasibility of deploying short take-off vertical landing (STOVL) fighters from JS Izumo (DDH-183) and JS Kaga (DDH-184), Japan’s 24,000-ton big deck amphibious.
The warships were originally designed to field a fleet of anti-submarine warfare helicopters and respond to humanitarian aid and disaster relief.
However, in December Prime Minister Shinzo Abe approved a move to convert the two ships to field the STOVL F-35s in parallel with Japan’s purchase of 42 F-35Bs ...

Rimarrà, almeno per ora, negli USA la produzione delle parti di F-35 già di competenza della Turchia ...
American vendors will for now take over production of F-35 fighter jet parts that Turkey was set to build, as the US removes Ankara from the aircraft program, Pentagon acquisition chief Ellen Lord announced Aug. 26.
--- --- ---
The “900-plus parts” Turkey makes for the F-35 “will be sourced in the US, initially,” Lord said.
The US is getting the work because it is “paying all the nonrecurring engineering” costs, and the move is the “most expeditious” way to keep the program on track, she said.
“Competition is our friend, and we’re always looking for more strong, integrated supply chain partners, so there’s always the possibility the work could migrate overseas,” she added.

LM ha coniato un nuovo acrònimo (in queste cose, bisogna dirlo, gli Americani ci vanno a nozze): PBL ... ovvero ... "Performance-Based Logistics plan" ...
Descrive un piano che, in sostanza, punta ad un traguardo molto importante ...
It’s possible for the F-35 program to reach its target of $25,000 per flying hour, but only if there’s a substantial change in the approach taken jointly by the operators and Lockheed Martin, company officials said at AFA’s 2019 Air, Space & Cyber Conference on Sept. 17.
The company has submitted a white paper to Pentagon acquisition and sustainment chief Ellen Lord explaining a Performance-Based Logistics plan, requiring investment by both the company and the Pentagon, that could reduce operating and support costs for all the services by $18 billion by 2033, or 16 percent a year.
“We won’t get to the (reliability) targets doing business as usual,” Ken Merchant, Lockheed Martin vice president for F-35 sustainment, told reporters at a press breakfast.

The Italian F-35A Lightning II stealth jets belonging to the 13° Gruppo (Squadron) of the 32° Stormo (Wing) will take over the Icelandic Air Policing mission, saveguarding Iceland’s airspace in the next weeks.

After achieving the NATO certification they will start QRA (Quick Reaction Alert) duties.
It’s the second time this year the Italians support the Icelandic Air Policing mission (the fifth in total) and the very first with the 5th Generation aircraft.
Noteworthy, the Italian Air Force is the first partner nation to deploy the Joint Strike Fighter on a NATO mission.

Quota 80% ... gli F-35 non ce la fanno ... :(
The Air Force is working with the Office of the Secretary of Defense to find a more “holistic” and meaningful way to measure aircraft readiness, as 80 percent of three USAF fighter fleets won’t be mission-capable by Oct. 1 as former Defense Secretary Jim Mattis wanted.
Mattis last year ordered the Air Force and Navy to increase the F-16, F/A-18, F-22, and F-35 mission-capable rates to at least 80 percent in an overall push to grow fleet readiness.
The Air Force’s Active-Duty F-16 fleet will meet the mark, and the Navy announced this week that its Super Hornets will as well.
Air National Guard and Reserve F-16s, along with all F-22 and F-35 fleets, will fall short of the goal.

The US Navy’s (USN) Boeing F/A-18E/F Super Hornet and EA-18G Growler have surpassed an 80% mission capability rate, complying with a directive set by former defense secretary Jim Mattis last year.
But the USN’s premier fighter aircraft, the Lockheed Martin F-35C Lightning II carrier variant, will not reach the US Department of Defense’s (DoD) 80% goal, the USN announced on 24 September.
