SINGAPORE 2010: Aermacchi expects Singapore AJT decision by end-April

By Siva Govindasamy

Alenia Aermacchi expects Singapore to make a decision on its much-anticipated advanced jet trainer competition by the end of April.

The island is assessing the Italian company's M-346 and Korea Aerospace Industries' T-50 for its requirement, and Alenia Aermacchi chief executive Carmelo Cosentino says that it "needs a few more months".

He adds: "Singapore is at the final stage of the bid. The contract is not just for the airframes, but for 25 years of service as well, and we are showing that we can provide both effectively.

"We will provide the aircraft. We anticipate that between 11 and 14 aircraft are ideal for their requirement. We partner ST Aero [Singapore Technologies Aerospace], who will provide maintenance and service for the 25 years. Boeing will provide the ground-based training system, as well as the simulator and flight school."

Singapore has not confirmed if it will continue to conduct its advanced training activities at France's Cazaux air base, where it now uses modified TA-4 Skyhawks. Aermacchi has said that it would be willing to accommodate Singaporean students at its M-346 training facility in Italy, while Lockheed officials indicated that they would welcome the nation's AJT activities to the USA, where the Republic of Singapore Air Force pilots already train on the Boeing F-15 and Lockheed Martin F-16.

The M-346 was selected over the T-50 by the United Arab Emirates in 2009 to supply 28 trainer aircraft and 20 in the light combat variants, but a contract has not been signed. "We are working with the customer to define the requirements of the light combat aircraft version. We are confident that a contract will be signed in 2010, within a few months."

Around Asia, Aermacchi says that it is looking forward to requirements in India, Indonesia, Malaysia and Thailand. "There is a lot of demand for jet trainers and for light combat aircraft in many parts of the region," says Cosentino.

In the USA, the M-346 is also likely to be up against the T-50 for an AJT competition. Cosentino says that the company has still not decided on a US partner, and that it is likely to be either Boeing or Northrop Grumman. "It is most important that the partner is exclusive with us," he adds.

While Boeing has an international marketing contract with Aermacchi for the M-346, it is considering the development of an advanced jet trainer to compete in the US tender to replace its T-38s.

Aermacchi expects the USA to select an aircraft in 2014 in time for initial operational capability in 2017.

Singapore Air Show

Aermacchi CEO Carmelo Cosentino is bullish on M-346 Master sales beyond his two headline competitions in Singapore and the United Arab Emirates. As noted in Show News yesterday, Cosentino is adamant that the M-346 will conclude two successful orders with the Republic of Singapore and UAE Air Forces but beyond that he says there are several other good prospects. Work is also progressing on the first aircraft for the Italian Air Force.

Last November, Italy signed for 15 M-346s (in two batches) plus a complete ground-based training system to replace its current Aermacchi MB-339CD aircraft. The first two M-346s will be delivered in December. Cosentino notes that six M-346s are currently on order and the remaining nine will be put on contract “soon.”

Cosentino also says that the M-346 is in contention for near-term requirements in Greece and Poland, while discussions are also under way with Saudi Arabia and Qatar.

In Europe, the 11-nation AEJPT multinational training program (also known as Eurotraining) reached an important recent milestone when an RFI was issued to potential suppliers. Responses are due by March 15 and Aermacchi has teamed with EADS for its system-level bid.

Cosentino acknowledges the U.S. Air Force’s emerging T-38 replacement requirement as the biggest potential prize for Aermacchi. “It’s a big program, maybe 500 aircraft, “ he says. “There have been two RFIs in the last six months. We have presented our information and we are in talks with potential partners in the U.S.”

While Aermacchi teamed with Boeing (and ST Aero) for its complete training system bid in Singapore, Cosentino observes that Boeing is not automatically a partner in the USAF program. “In Saudi Arabia we are teamed with Boeing. In the UAE we are not. Boeing is still very eligible but we are having open table negotiations. It is important to select the right partner to meet all U.S. requirements like the ‘Buy America’ Act and the like.”

The work that Aermacchi has done to transform the M-346 trainer into a light combat aircraft for the UAEAF is one reason why the final signature on that contract has been delayed. “That configuration is defined by the customer. It is complex. There are technical and commercial discussions to be had to customize the aircraft and agreeing on that configuration has taken a lot of time. However, we are confident we will sign it soon,” Cosentino tells Show News.

Furthermore he says the finished product will offer an unbeatable combination of cost and capability that will transform future sales prospects for the M-346 family. “The light combat aircraft has a new radar, FLIR and targeting pod, new stores and datalink and all the other dedicated equipment a combat aircraft needs. We think this version is even more promising than the trainer and we are already talking about it to several other interested customers.”

The next M-346 sale could be to Greece or Poland, believes Cosentino. “Both nations have an urgent need and the campaigns there are very hot right now. Theoretically we are facing competition from the T-50 there too, but in my book it is not a competitor at all.”
